On the morning of August 26, the Information Office of the Henan Provincial Government held a press conference on accelerating post-disaster reconstruction in Henan Province, focusing on the post-disaster reconstruction of Xinxiang City. Guo Shudong, deputy director of the Xinxiang Municipal Water Conservancy Bureau, answered reporters' questions on the damage to water conservancy projects and the construction of facilities.

Guo Shudong said that affected by the heavy rainfall, the Weihe River and the Communist Canal in Xinxiang City have been running at a long time beyond the guaranteed water level, and all 30 small and medium-sized reservoirs in the city are filled with overflow. The water conservancy projects were seriously damaged, and a total of 4,808 water conservancy facilities such as reservoirs, rivers, embankments, revetments, sluices, rural safe drinking water projects, and irrigation district projects were damaged in the city, with direct economic losses of 1.51 billion yuan.

At present, Xinxiang City has implemented 259 million yuan of water conservancy post-disaster reconstruction funds. Completed the construction of the Lishitun section of the right embankment of the communist canal, the overflow and reinforcement of the cofferdam overflow, the reinforcement of the right embankment of the Weihui Jicheng section, the blockage of the drainage trough gap in the Weihui urban section of the Dongmengjiangnu River, the Houxinzhuang section of the Weihe Muye District, and the plugging and restoration of the Songzhuang diversion weir in the Liuwei Slope Flood Detention Area, and the restoration of the rural safe drinking water project; in view of the water conservancy projects under construction such as the Fengquan Lake Diversion and Storage Project and the Gongqu Temperance Gate, which were seriously damaged by the disaster, the construction units were actively organized to drain the accumulated water and create conditions to restore the construction of the project; The work plan for the use of compensation in the flood storage and detention area of Xinxiang City is used to guide the implementation of compensation for the disaster-stricken people in the flood storage and detention area.

"This flood also exposed the weak links in the existing flood control and drainage and disaster reduction system in Xinxiang City, and we will conscientiously summarize and learn the lessons learned from this exceptionally large flood disaster." Guo Shudong said that in the next step, Xinxiang City will highlight the key points, strengthen measures, and make every effort to promote urban drainage and water conservancy facilities restoration and reconstruction.

In terms of the restoration and reconstruction of urban drainage facilities, the first is to accelerate the improvement of urban drainage, flood prevention and emergency response capabilities. For municipal roads, drainage pipe networks, sewage and rainwater pumping stations, sewage treatment plants and other important municipal infrastructure in accordance with the corresponding national standards, improve the fortification parameters, do a good job of transformation, upgrading and construction. Strengthen the dynamic dredging of municipal sewage and rainwater pipe networks, inspection wells and collection wells, and improve the drainage capacity of pipe networks. Systematically promote the construction of sponge cities, maximize the accumulation, infiltration and purification of rainwater in urban areas, and improve the resilience of urban construction. In accordance with the losses caused by this exceptionally heavy rainstorm disaster, equipped with urban drainage and flood prevention equipment, repair and supplementary mobile extraction equipment, and sufficient sandbags and water shields, we will continue to strengthen flood prevention and emergency capacity building.

The second is to strengthen the planning and implementation of drainage and flood prevention projects. Through the struggle for funds within the central budget and other ways to raise construction funds through multiple channels, the system plans to build new rainwater pumping stations, the transformation and upgrading of old rainwater pumping stations, the construction of drainage pipes and canals, the improvement of water accumulation points and other short-board projects, with a total investment of 1.689 billion yuan, and strive to use three years to comprehensively improve the urban drainage and flood prevention capabilities.

In terms of the upgrading and construction of water conservancy facilities, first, the urban section of the Communist Canal and the Weihui Urban Section should be upgraded and constructed in accordance with the 100-year flood control standard, the Weihe River should be upgraded and constructed according to the 50-year flood control standard, the urban section of other rivers should be upgraded and constructed in accordance with the 50-year flood control standard, and the general river should be upgraded and built according to the 20-year flood control standard.

The second is to comprehensively treat projects such as the flood area of the Xidasha River in Huixian City, the ecological restoration of Champa Drainage, and the ecological restoration of Zhao Gu Drainage, and solve the problem of drainage of depressions.

The third is to plan and implement the safety construction project of liangxiang slope and Liuwei slope flood storage and detention area in Weihui City, and further improve the flood prevention and flood control system of the Weihe River and the Communist Canal.

The fourth is to implement the black and odorous water treatment project of Laowei River (Grandma Miaosiwan) and Laomengjiangnu River (Administrative Road - Desheng Bridge) in Weihui City.

The fifth is to strengthen the risk removal and reinforcement of 6 large and medium-sized sluice gates on the Weihe River, such as the Machang Lock, the Weizhuang Gate, the Ximeng Temperance Gate, the Drinking Horse Mouth Temperance Gate, the Natural Canal Drainage Gate and the Wenyan Canal Drainage Gate, to eliminate potential safety hazards, and effectively improve the ability of Xinxiang City's water conservancy engineering facilities to defend against flood disasters.
