It is precisely because I am young, obedient, and diligent, the grassroots under my leadership are willing to call me. Sometimes two or three leaders in a day have to call me. Whoever leads the people to the countryside or to the grass-roots units will compile and distribute the situation at the grass-roots level under the leadership on the same day, and at that time, they mainly relied on briefings to exchange information and guide work.

One day in February 1980, after breakfast, Zheng Qiuxi, the head of the county government, called me and said, "Zhang Ping, get on a bike and follow me to Xinzhuang and Houfang for a spin." "I accompanied the county magistrate in the field to check the growth of wheat and other crops, and he bent down to plan a layer of soil, and I looked at his calm and contemplative expression, knowing that he was thinking about the problem. When I was about to return to the county government, The governor of Zheng County asked me: "Zhang Ping, after you went down with me today to see, what are your views and thoughts?" At that time, I replied timidly: I feel that the spring drought is more serious, have I recently held a meeting for the township and town on the issue of drought resistance and spring irrigation? The governor of Zheng County snorted at that time and said: "You are right, we will hold a county-wide telephone conference tonight, asking township and town cadres to participate, to have a county-wide general mobilization, and both rural levels must devote their energy to drought-fighting spring irrigation and strive for a good summer harvest." You draft a telephone meeting mobilization draft for us, hand it over to Director Liu at 6 o'clock and then check it, I arrange for the office to call the townships, and the meeting will be formally held at 7:30 p.m. "When I saw my watch, it was almost 4 p.m., and I returned to the office to quickly draft a mobilization draft for the conference call and handed it to Director Liu on time, and held a successful conference call in the evening.

The work of each member of the secretarial team is very hard, and usually it is not only necessary to accompany the leaders to the countryside and grass-roots units, to thoroughly understand and put into their minds the situation in all aspects of the county, but also to write all kinds of materials at any time. When encountering small professional conference materials, they are generally completed by one person; when encountering large meetings and comprehensive meetings in the whole county, several people will discuss the outline together and submit them to Director Liu for approval. After the annual meeting, the three cadres meeting, the large mobilization meeting, and the county people's congress come up with the outline, they must be submitted to the government standing committee and the standing committee of the county party committee for examination and approval, and then formally drafted. Even according to several parts of the material, one person focuses on preparing a part of the data collection, and several people "surround" the writing material together.

When the county people's congress was held in 1980, it was only the outline of the government work report, so we drafted fourteen pages, revised it repeatedly, and discussed and approved it by the standing committee of the county government and the standing committee of the county party committee. After we drafted the report, the county party committee held a standing committee meeting in the evening to examine and approve the report for the last time. After the party and government leaders had successfully finished their speeches, we were trying to breathe a sigh of relief, and Li Shengrong, secretary of the county party committee, was also preparing to make a concluding speech. Everyone was nervous. When Governor Zheng finished talking about his train of thought, even Director Liu, who was the best at coordination and the most cultivated, said: "Good my grandfather, tomorrow morning is the opening ceremony of the People's Congress, these people have been working for five days and four nights, and tonight they will definitely not be able to sleep again." In July 1981, I attended the training course for section-level cadres on the "Resolution of the Communist Party of China on Several Historical Issues" held by the county party committee at the party school. One day, the organization department of the county party committee called and asked me to go back to the county. Because I was the secretary of the provisional party branch and the head of the squad at that time, and there were still twenty miles away from the county seat, I said to the comrade who called, you tell the leader, that I still can't leave. The next day, Ma Siming, deputy director of the Organization Department, called me again and said: "Yesterday the Organization Department of the Prefectural Party Committee came to inspect the people, looked at the files of you, Li Fuzhou, and Zhang Jiahu and some materials written in peacetime, and finally decided to transfer you to work in the Organization Department of the Prefectural Party Committee, and after the training class, I asked you to report to the prefectural party committee." I was stunned.

When I returned to the county at the end of the training course, I went to see Minister Ma and said that I had no acquaintances in Weinan and that the situation was not familiar, and I expressed my reluctance to go. Minister Ma smiled and said, "We have no way to do anything about what the higher-level organization has decided, so you should go first, and then come back later." "I dragged on for nearly a month without reporting. Later, I heard the Organization Department of the Prefectural Party Committee call the county Organization Department and say that Zhang Ping would be punished by party discipline if he did not report again. It was under these circumstances that I reported to the Organization Department of the Prefectural Committee on September 1, 1981. After working for a while, I naively said to my section chief Wu Dingchuan: "Chief Wu, I promise to work well for half a year to a year, and you will let me go back to Hua County." "Chief Wu gave me ideological work at that time, and at the same time gave a report to the minister. Zhang Shouzhi, the minister at the time, was an old director sent down by the Organization Department of the Provincial CPC Committee, and he called me to the office and said, "Zhang Ping, you young man, how many people want to enter the Organization Department can't get in, you are the only one we have selected from fourteen counties (at that time, Lintong, Lantian, and Yao counties were still under the jurisdiction of Weinan District). In 2012, I retired from the position of deputy municipal consultant of the Municipal People's Congress.
