We have relied on struggle to get to where we are today, and we must also rely on struggle to win the future. The great rejuvenation of the Chinese nation is by no means something that can be achieved easily by beating a gong and a drum, and a great struggle with many new historical characteristics must be waged.

The key to waging a great struggle lies in the party and in the people. At present, when embarking on a new journey of comprehensively building a modern socialist country, basing ourselves on a new stage of development, implementing the new development concept, and building a new development pattern, we will not face any fewer risks and tests than in the past.

Do not get lost in the face of complex situations and do not shrink back in the face of arduous struggles

The task of reform, development, and stability is arduous and arduous, and we are facing rare historical opportunities and a series of major risks and tests. Fighting COVID-19 is a huge test.

On April 20, in Qingheju Community, Workers' Village, Qingshan District, Wuhan City, at dinnertime, every household's meals were fragrant. The battlefield where the epidemic was once fought hard has now returned to calm.

"Daddy Chen, it's time to eat!" Party member volunteer Li Hongmei knocked on the door of the home of Chen Chang'an, an elderly man who lived alone, as usual. Chen Changan is 80 years old this year, his children are working in other places, and his health is not good, so Li Hongmei often sends food and vegetables to the elderly. During the epidemic prevention and control period last year, the elderly's life was inconvenient, and Li Hongmei insisted on sending him daily necessities and taking good care of him.

Qingheju Community is the largest public rental housing community in Wuhan. The sudden outbreak of the epidemic has put this community with 19 residential buildings and more than 8,000 permanent residents facing a huge crisis.

Only those who can rush forward at critical moments and come out at critical junctures are true communists. In this severe struggle, the majority of party members and cadres rushed to the front and let the party flag fly high in the front line of the fight against the epidemic.

In order to devote herself to the fight against the epidemic, Gui Xiaomei, the secretary of the community party committee, sent her daughter to her parents' home, but she did not expect to be separated for 74 days. Gui Xiaomei and everyone eat and live in the community, take turns on duty 24 hours a day, visit and check, body temperature measurement, disinfection and killing, purchasing and delivery... On cold winter days, clothes are often soaked with sweat, "always in a state of combat." Gui Xiaomei said.

During that time, Gui Xiaomei led community workers to rush to the front line of the struggle and went all out to resolve the crisis.

The fight against the epidemic is also a spiritual confrontation. In Gui Xiaomei's view, at the critical moment, the community party organization must be a strong fortress to protect the health and safety of residents, be the main backbone, and ensure that the community of more than 8,000 people is not chaotic.

The epidemic situation is tense and escalating, the work is full of headaches, and the manpower is becoming more and more stretched. The community set up temporary party branches with 5 urban units to sink cadres and party member volunteers, formed 15 mass task forces, took the grid as the basic combat unit, fixed the number of people and assigned responsibilities, and built an iron wall of epidemic prevention and control.

"We have the greatest political advantage of flesh-and-blood ties with the masses of the people, and we have such a fine tradition as cadres at the grass-roots level, giving full play to these advantages and traditions, and uniting all forces that can be united." This is the key to our success. Gui Xiaomei said.

At the critical moment when the epidemic was 100,000 people, one party member cadre, one "party member commando team", and one "party member vanguard post" were transformed into fighters and teams that dared to struggle and were good at fighting, rushing to where the most critical were, sticking to where the most arduous, and fighting where they needed the most.

As a century-old party, our party must always maintain its advanced nature and purity and its vitality, and must ceaselessly promote the building of a sound party style and a clean and honest administration and the anti-corruption struggle.

On April 9, with the signing of the "Transfer Agreement" between the State-owned Assets Supervision and Administration Commission of Kunming City in Yunnan Province and Kunming Tianning Real Estate Development and Operation Co., Ltd. to compensate for 20.9779 million yuan of state-owned assets with housing, Wang Zhimin, head of the discipline inspection and supervision team of the Kunming Municipal Commission for Discipline Inspection and Supervision in the Municipal Housing and Construction Bureau, finally breathed a sigh of relief. In order to find out the clues to the problem and recover the state-owned assets, the coordination meeting alone was dispatched to the discipline inspection team 12 times.

In May 2020, a whistleblower letter was placed on Wang Zhimin's desk, which was a clue to a question about the legal representative of the former Kunming Real Estate Development and Operation Corporation. Reading the whistleblower letter, Wang Zhimin realized that it is not easy to investigate and punish, the incident occurred more than ten years ago, the enterprise was restructured twice, and it is difficult to fix the evidence.

"The situation is not unfounded, and the investigation cannot be abandoned because there are difficulties and risks!" Wang Zhimin held that in the building of a sound party style and a clean administration and in the anti-corruption struggle, we must have the courage to take responsibility and be good at tackling tough problems and overcoming difficulties.

In order to verify the situation, the case-handling personnel spent more than 10 hours a day investigating and collecting evidence, which took more than 2 months before and after, and finally locked in the objective evidence of the problem of enterprise restructuring and wrongly writing off assets. The process of verifying with the parties is also not easy: the case-handling personnel have conducted 57 interviews.

After finding out the facts, the problems are still coming. Previously, state-owned enterprises had long been restructured, involving as many as 27 shareholders. The company's board of directors and minority shareholders have also questioned that it is difficult to recover state-owned assets. To this end, the discipline inspection and supervision group has organized 12 supervision and coordination meetings, and finally recovered the loss of state-owned assets and handled the clues of the problems of relevant personnel.

In the struggle against unhealthy tendencies and evil tendencies, we must not only face difficulties head on, but also pay attention to the tactics of struggle and find a breakthrough in our work. After many investigations, the discipline inspection and supervision team found that the problem of "private addition of public oil" in the system was concentrated, and the bus refueling data of individual departments was abnormally high.

By retrieving the details of the use of the oil card, the investigators found that there were many disciplinary problems in non-working hours and non-working areas. After the case is handled, the punishment decision is reported throughout the system, and each subordinate unit carries out rectification.

"Communists must have the courage to struggle, integrity, integrity, and courage." Wang Zhimin said: To supervise and enforce discipline, we must have the strength to gnaw hard bones.

The building of a sound party style and a clean government is always on the road, and the anti-corruption struggle is always on the road. "We dare to show our swords in the face of great right and wrong, and dare to resolutely struggle in the face of unhealthy trends and evil tendencies." At present, accomplishing the arduous and arduous tasks of reform, development, and stability requires the whole party to make more arduous and arduous efforts. In the past, many small and medium-sized enterprises faced financing difficulties. The problem is with the bank? Banks have a hard time.

"Give priority to solving the problem of private enterprises, especially small and medium-sized enterprises, financing difficulties or even financing, Zhejiang, where private enterprises are developed, should be at the forefront, looking for ways to crack and serve high-quality development." Bao Zuming, secretary of the party committee and director of the Zhejiang Banking and Insurance Regulatory Bureau, took the initiative to take the lead in solving the financing difficulties of private enterprises.

"It's easy to solve the financing problems of one or two enterprises; it's difficult to solve the problems of the system." According to financial experts, "Our opponents are technological shortcomings and old mechanisms. After some research, Bao Zuming sighed: "This matter is not easy to handle." ”

Platform builders found that although public data is authoritative, the original data cannot yet meet the required standards; at the same time, the amount of data is huge, and individual errors are inevitable, which is completely unworkable by naked eye recognition; in addition, due to the lack of specific mechanism arrangements, various source departments have concerns about data openness.

Many questions are in front of everyone. How to solve it? Where to start?

Prioritize and arrange troops. In Bao Zuming's view, at this time, it is necessary to strengthen grasping the main contradictions and the main aspects of contradictions and grasp the initiative in the struggle.

To this end, the platform has set up a data cleaning and governance team to carry out multi-channel and meticulous "finishing" of data. In addition, in order to break down data barriers, after many efforts, the Zhejiang Banking and Insurance Regulatory Bureau, together with the Provincial Big Data Bureau, has built a "financial theme library" containing 54 data from data source departments, 3952 inspection rules, and 6 major types of indicator systems.

In less than two years, the Zhejiang Financial Comprehensive Service Platform was completed. At present, the Zhejiang banking system has called data 53.86 million times through the platform, completed more than 360 billion yuan of credit, and benefited more than 90,000 enterprises.
