Wu Meihong, former director of the First Bureau of Tsai Ing-wen's office, has returned to the MAC as vice chairman, and with Zhan Zhihong, an aide to the two sides of the strait who is extremely dependent on Taiwan regional leader Tsai Ing-wen, will be appointed deputy director and secretary general of the Straits Exchange Foundation, the cross-strait team is roughly determined at the present stage.

Observing Tsai Ing-wen's previous personnel layout at the SEF implies the law of "deputy political science", the deputy is the truth, the positive is the symbol, and the deputy is even more important than the chief officer.

Such a unique logic in employing people is particularly evident in the cross-strait fields where Tsai Ing-wen is most confident and most interested; Zhan Zhihong, who is about to return to the SEF, and Tsai Ing-wen have cooperated all the way during the MAC period, plus Fu Dongcheng, the current "National Security Council" advisory committee member who is also the old team of "Tsai Ing-wen," and has always been a close "cross-strait trio." Therefore, Zhan Zhihong was appointed secretary general of the Straits Exchange Foundation, and the outside world regarded it as a "first-hand".

The predecessor of this position was Yao Renduo, known as Tsai Ing-wen's number one literary bold, when the SEF was headed by Zhang Xiaoyue, a diplomat. After Yao submitted his resignation in May, he was first represented by Deputy Secretary-General Cai Mengjun, who had been an aide to the Xiaoying Foundation, and after coming to power, he was Xiaoying's "supervisor" at the Navy and the Army, and Zhang Xiaoyue was always by her side from the time he took charge of the Mainland Affairs Council to the transfer to the SEF.

Observing the SEF personnel of the Tsai authorities, from the combination of Tian Hongmao and Ke Chengheng, to Zhang Xiaoyue and Yao Renduo, and then to Xu Shengxiong and Zhan Zhihong, who are currently acting as agents, the employment logic is highly consistent. Yao Zhan is an important staff member of Xiaoying, and Ke Chengheng is now the deputy director of the "National Security Bureau", and the degree of reliance can be imagined.

In other words, Tsai Ing-wen's layout is very clear, and she does not shy away from letting people inside and outside the organization know that "the vice is real, and the positive is often only symbolic"; in the personnel of cross-strait affairs, the symbol of maintaining the status quo can also be released.

As for Wu Meihong,who has the sole female merit at the "Xi Ma Club" negotiating table, a major consideration is to rely on her legal prowess to cope with the uninterrupted "unilateral legislation" on the other side of the strait.
