
A few days ago, the reporter learned from the Tai'an Municipal Bureau of Natural Resources and Planning that in order to strengthen the construction of the farmland protection system and strictly abide by the red line of farmland protection and the bottom line of food security, the Tai'an Municipal Party Committee and the Municipal Government formulated and issued the "Implementation Opinions on Strengthening the Strict Law Enforcement and Supervision of Cultivated Land Protection", which formulated 19 "hard measures" on farmland protection work in 6 aspects, such as establishing a cultivated land protection mechanism, implementing strict control, improving the project management of supplementary cultivated land, strengthening law enforcement supervision, improving the "field chief system", and improving assessment, rewards and punishments.
Establish a mechanism for joint responsibility for farmland protection. The implementation of the "same responsibility of the party and the government" for the protection of cultivated land requires party committees and governments at all levels to take overall responsibility for the protection of cultivated land and the supervision of law enforcement in their respective administrative areas, and the main responsible comrades of the party and government are the first responsible persons. Strengthen the common responsibility of departments, clarify the division of responsibilities and labor of relevant departments, and require each of them to perform their duties, take the initiative and cooperate closely with the work of farmland protection. Establish an accountability mechanism for interviews, and on the basis of the verification and reporting of the Weiplate patches, the municipal natural resources departments shall issue yellow card warnings to the top rankings of counties (cities, districts), functional areas, and townships (streets) for illegal land use, and receive yellow card warnings three times in a row, and directly include them in the list of warning interviews of the municipal government; the problem of illegality is still serious; and where illegal occupation of cultivated land occurs in the territory, causing serious consequences, once it is verified, it will be transferred to the discipline inspection and supervision organs for accountability in accordance with laws and regulations.
Implement the strictest control measures. Carry out a thorough investigation to fully grasp the actual situation of the actual cultivated land in the city. Strengthen the control of the use of cultivated land, clarify the priority order of the use of cultivated land, strictly prohibit blind decision-making and illegal occupation of cultivated land for project construction, and focus on grain production functional areas and permanent basic farmland for grain production. Implement special protection for permanent basic farmland, strengthen the hard constraints of permanent basic farmland on all kinds of construction layouts, and no unit or individual may occupy or change its use without authorization. Comprehensively curb the "non-farming" of cultivated land and strictly control the "non-grainization". There is "zero tolerance" for the emerging problem of illegal occupation of cultivated land, so that it can be found together, stopped together, investigated and punished together, resolutely dismantled, and restored to farming. Make overall plans to do a good job in ensuring the use of land for projects, and resolutely curb illegal land use behaviors such as "building before approval" and "building while approving".
Improve project management of supplementary arable land. Increase the intensity of land consolidation, promote the large-scale and regionalization of land consolidation, and increase the number of cultivated land. Strengthen the management and protection of the project in the later stage, clarify the main body of management and protection, the management and protection personnel, the responsibility of management and protection, and the management and protection period shall not be less than 5 years. Implement overall management of indicators, and improve the "three-in-one" cultivated land index overall planning mechanism with county-level supplementary cultivated land as the mainstay, municipal overall planning as the supplement, and cross-regional transfer as a supplement. The stripped soil is mainly used for new cultivated land and the improvement of the quality of cultivated land.
Strengthen law enforcement supervision of natural resource planning. Strengthen routine law enforcement supervision, comprehensively establish a work orientation of "being strict" and "zero tolerance", improve the working mechanism of "early detection, early stop, and strict investigation and handling", clarify the responsibility for investigation and handling, and include areas with frequent and frequent illegal problems in key supervision targets, and implement measures such as multi-level public notification, warning interviews, listing supervision, regional restrictions on approval, and linking increases and violations. Increase the intensity of investigation and rectification of illegal acts, and seriously investigate and deal with all kinds of illegal land use problems such as illegal occupation of cultivated land, illegal mining, digging lakes for landscaping, artificial landscapes, and "big greenhouses" in accordance with laws and regulations. Those who conceal cases and do not report them, do not pay attention to those who report them, or fail to investigate cases must be investigated and held accountable.
Improve the "field chief system" grass-roots farmland protection system. Establish a four-level farmland protection mechanism for county, township, village, and plot chiefs, and clarify the responsibilities of field chiefs at all levels in farmland protection and law enforcement supervision. Strengthen the management and assessment of field chiefs, refine the assessment content, assessment steps, assessment standards, and assessment methods, and strictly reward and punish. The assessment is carried out in a combination of self-examination and spot check, daily assessment and year-end assessment. County and township-level field chiefs and units with outstanding results in farmland protection and law enforcement supervision within their jurisdiction and are assessed as excellent grades are given commendations, and when arranging relevant indicators and projects, give corresponding preferences, and notify and criticize those who fail to pass the assessment.
Complete mechanisms for appraisal rewards and punishments. Establish an incentive mechanism for farmland protection, and set aside a part of the paid use fee for newly added construction land every year. Financial incentives will be given to counties (cities, districts) and functional areas with outstanding results in farmland protection. Strictly assess the targets of farmland protection responsibility, incorporate the implementation of the farmland protection system into the comprehensive performance appraisal of high-quality development, and use the assessment results as an important basis for the assessment of the food security responsibility system, the accountability of leading cadres, and the audit of the departure of leading cadres from office for natural resource assets, and the accountability of poor farmland protection and law enforcement supervision work in accordance with the law.
