In September 1966, the Shandong Provincial Textile Bureau decided to build a new branch factory in the Liaocheng area in accordance with the policy of "preparing for war, preparing for famine, and serving the people" and narrowing the gap between urban and rural areas. In January 1967, Qingdao First Cotton Textile Factory invested 5.3626 million yuan, selected and transferred 182 personnel, including 54 management personnel, 128 technical personnel and technical workers, and built the Zaozhuang Branch of Qingdao First Cotton Textile Factory in Qicun District, Zaozhuang City.
