On September 25, the expert review meeting of the "National Reserve Forest Construction Master Plan of Susong County, Anhui Province (2022-2029)" was held in Hefei. The evaluation expert group is composed of Qiu Hui, chairman of the Anhui Forestry Society, Huang Qingfeng, professor of Anhui Agricultural University, Xu Chengkui, director of the Forest Resources Management Department of the Anhui Forestry Bureau, Zhang Jun, engineer of the Office of fast-growing and productive forestry projects, and experts from an Anqing Forestry Bureau, Wangjiang County Forestry Bureau, Susong County Forestry Bureau and other units. Qi Xin, deputy director of the party group of the Anhui Forestry Bureau, Zhou Zhengquan, director of the Infrastructure Department of the Anhui Branch of the Agricultural Development Bank, Huang Xianqing, director of the Anhui Provincial Fast-growing and Productive Forestry Project Office, Yu Fei, president of the Anqing Agricultural Development Bank, and Yu Wei, deputy governor of Susong County, attended the review meeting, and Zhou Huabin, deputy director of the Municipal Forestry Bureau, presided over the meeting.
The Master Plan for the Construction of National Reserve Forests in Susong County, Anhui Province (2022-2029) (Review Draft) was commissioned by the Susong County Party Committee and County Government and compiled by the Investigation, Planning and Design Institute of the State Forestry and Grassland Administration. The project construction period is 8 years, the construction scale is 326,000 mu, which is implemented in two phases, and the first phase of construction is 200,000 mu, including intensive artificial afforestation and cultivation of 15,368 mu, the existing forest reform and cultivation is 145,277 mu, and the cultivation of young and middle forests is 39,355 mu; the second phase of construction is 126,000 mu, including intensive plantation cultivation of 0.6489 million mu, the existing forest reform and cultivation of 95,250 mu, and the cultivation of young and middle-aged forests is 24,261 mu.
At the meeting, the Susong County Forestry Bureau introduced the basic situation of the construction of the national reserve forest in Susong County and the development of the planning work, and the Survey, Planning and Design Institute of the State Forestry and Grassland Administration made a detailed interpretation of the planning text. The participating experts conducted in-depth discussions and demonstrations on the planning text. The expert group believes that the "Planning" meets the relevant policy requirements of the construction of the national reserve forest, the guiding ideology is correct, the goal is clear, the layout is reasonable, the focus is prominent, it is forward-looking, targeted and feasible, the basic information is detailed, the construction content is comprehensive, the investment estimate is reasonable, the safeguard measures are strong, and it is of great significance to improve the forest quality of Susong County, promote the high-quality development of forestry, help rural revitalization and promote sustainable social and economic development. At the same time, the problems and deficiencies in the plan are proposed to be revised, and the principle agrees to pass the review.
Qi Xin, deputy director of the party group of the Provincial Forestry Bureau, made a concluding speech at the review meeting, pointing out: The expert group put forward very good opinions, and the preparation unit should conscientiously absorb the opinions of the expert group, sort out and improve the plan, and make the planning more systematic, feasible and operational through supplementation and re-examination. At the same time, it is necessary to improve the cost calculation, benefit monitoring, management system and other contents, grasp the key links such as forest land circulation and business model, and ensure the implementation of the project.
Yu Wei, deputy governor of Susong County Government, said that he will earnestly absorb the opinions of the expert group, do a good job in effectively connecting the reserve forest construction project with rural revitalization, and ensure that the project has a high starting point design, high-specification promotion and high-quality implementation. Actively practice the ecological civilization construction idea of "green water and green mountains are golden mountains and silver mountains", and in accordance with the development concept of "forestry ecology and ecological industrialization", build the project into a national reserve forest in southwest Anhui demonstration base, a characteristic base for rural revitalization, and an ecological landscape base for the integration of forestry and three industries.
