Su Huanzhi also suggested that the name of "municipality directly under the central government" should be abolished, and a system of equality between the "six capitals" and general counties and cities should be established, and fair and reasonable adjustments should be made in fiscal and taxation distribution, personnel establishment, and official ranks.
