Su Huanzhi, the last former county magistrate of Tainan County before the upgrading of Tainan City, frankly said with the experience of people who came over, "The sequelae caused by the upgrading are serious, and they are still doing repentance, review and reflection" instead of discussing the upgrading of the "seventh capital" and "eighth capital", and it is even more necessary to comprehensively reform the local system.

People's Party "legislators" Zhang Qilu and Lai Xiangling held a "Taiwan Needs the 'Seventh Capital'?" On local development and rational allocation of resources" seminar, a number of heavyweight public administration experts and scholars on the island were invited to discuss the topic of county and city merger and restructuring.

In his speech, Su Huanzhi pointed out that after the upgrading, it will make the local service efficiency worse, the people's feelings are not easy to reach, the resources are concentrated in densely populated areas, and the decline of the countryside is accelerated; whether the localities should be consolidated, they should respect the local public opinion and hold a referendum; if they are upgraded, they should also maintain local autonomy and restore township and town cities.

Su Huanzhi also suggested that the name of "municipality directly under the central government" should be abolished, and a system of equality between the "six capitals" and general counties and cities should be established, and fair and reasonable adjustments should be made in fiscal and taxation distribution, personnel establishment, and official ranks.

Zhao Yongmao, former vice president of National Taiwan University and an authority in public and academic circles, bitterly criticized that some people in the DPP want to abolish townships and towns, go against the international trend, and are above society with politics.
