(hereinafter referred to as Junsheng Logistics), which was established on December 25, 2019, and signed a franchise agreement with Guangxi Best Huitong Express Co., Ltd. (hereinafter referred to as Guangxi Best) to operate the Best Express brand, with an average daily delivery of about 6,000 pieces. It is understood that the franchise agreement between the two sides was terminated on September 8, 2020.

After the incident, Guangxi Best immediately transferred its warehouse express mail and contacted a third-party courier company to assist in delivery, but due to limited processing capacity, about 1,000 pieces are currently stranded in guangxi Best Distribution Center every day, resulting in delays in some consumer packages, which is expected to be processed by September 27.

At present, the Nanning Postal Administration requires Guangxi Baishi to increase the handling of express parcels in the detention and distribution center, safeguard the legitimate rights and interests of its express delivery employees and consumers, and pay close attention to consumer complaints in the area.

In addition, because Guangxi Baishi and Junsheng Logistics were suspected of major service interruptions and suspension of express delivery business activities, but did not report to the regulatory authorities within 24 hours in accordance with relevant regulations, the Nanning Postal Administration conducted a case investigation into the violation of express delivery service standards by the above-mentioned enterprises.

On September 22, Chen Mou, the legal representative of Junsheng Logistics, took the initiative to call the Client of the Southern Morning Post, saying that he did not run away after the incident, and the reason why others could not call for a period of time was because his mobile phone was broken.
