Yujin City Phase 16 Lanxuan Community is located on Chanhe East Road, Xi'an City, and will be delivered in 2023. The owner, Ms. Tang, told the Huashang Daily Gale News reporter that in the first heating season after delivery last year, the developer refused to go through the relevant heating procedures on the grounds that the occupancy rate of the community was not high.
"It's the second heating season, and there is still no definite heating plan for the community. We asked the heating company and the answer was that the developer did not apply for heating. Ms. Tang said.
On the afternoon of October 20, a reporter from Huashang Daily Gale News came to the community, and a number of owners gathered in front of the property service center, waiting in the wind, hoping to promote the heating of the community as soon as possible.
Mr. Cheng, the owner, said that the owners had repeatedly proposed to the developer to turn on the heating for the complex, but they were still rejected on the grounds that the occupancy rate was insufficient.
"We checked the relevant documents, as long as the proportion of heat payment reaches 60%, we should also provide heating." Mr. Cheng said, "Although the occupancy rate of the community is only about 30%, 6 percent of the owners have completed the decoration, and many of the remaining owners also hope to test the pipes for heating this winter, according to preliminary statistics, the heat fee payment can reach 60%. ”
The reporter inquired that the "Implementation Rules" require that the number of households applying for heat in the new construction, reconstruction and expansion of residential areas with central heating conditions reaches more than 60% of the total number of residents in the community in the current year, or when the user pays more than 60% of the total heat fee, the central heating enterprise shall provide heat.
"Our owners have reported this matter many times, but it is difficult to move forward, and the heating company said that it needs the developer to issue a 'heating application', but the developer has repeatedly refused."

The reporter learned that on October 18, under the coordination of relevant government departments, developers, heating companies, owners' representatives and other parties communicated and negotiated on the heating issue of Yujin City Phase 16. According to the owners who attended the meeting, the developer, Shengzhao (Xi'an) Real Estate Development Co., Ltd., wrote a "statement of the situation" to Xi'an Dongjiao Energy Co., Ltd. and invited a number of owners to sign it.
This statement reads: Yujin City Phase 16 will be delivered on June 20, 2023, with a total of 903 households, 891 households will be closed as of October 15, 2024, 537 households will be renovated, and 237 households will actually be occupied, with an occupancy rate of about 26%.
"The staff of the heating company said that the developer needs to change the 'statement of facts' to 'application for heating' so that they can take the document and meet on Monday to discuss it. However, the relevant person in charge of the developer verbally agreed, but quietly left the venue after the meeting, not only did not adjust the documents, but also did not show up again. The participating owners said, "At present, we are collecting the heating intentions of the owners of the community, and we will report to the relevant functional departments after going to work on Monday." ”
Regarding the problem of district heating, the reporter called the developer's phone, but no one answered.
Subsequently, the reporter came to the Yujin City Marketing Center, and the staff said that only sales work on weekends, and the developer staff needed to contact them on weekdays.
In the afternoon of the same day, the reporter called Xi'an Dongjiao Energy Co., Ltd., for the heating problem of Yujin City Phase 16, the customer service said that the contract is currently being negotiated, and the specific situation is not clear, and the relevant person in charge will reply in the future. As of press time, the reporter has not received a reply.
