The full text of the circular is as follows:
On October 17, it was reported on the Internet that "a woman living alone in Yiwu was stared at by a strange man from the window", which was verified by the police as false information.
It is now ascertained that at about 22 o'clock on October 16, Yang (female, 26 years old) and her boyfriend Bao (male, 29 years old) deliberately planned for her boyfriend Bao to pretend to be a strange man and shoot a "peeping" video on the public balcony on the 4th floor of his rented house, and posted it to his personal social media account, which later attracted the attention of many media and netizens.
In media interviews, Yang did not truthfully inform that the video was posed, and falsely claimed that "the police have been reported and the public security organs have intervened in the investigation", maliciously misleading public opinion and causing adverse social impact.
At present, Yang and Bao have been administratively punished by the public security organs in accordance with the law for disturbing public order by fabricating facts and violating the relevant provisions of the "People's Republic of China Law on Administrative Penalties for Public Security."
Previously, the netizen posted that when he was in the rental house at night, he found a man peeping at the window, so he followed and questioned the other party.
The netizen also claimed, "I just moved here for two or three days, I live on the fourth floor, there is a public balcony outside, which is shared by the whole building, and the man's peeping appearance is very scary and scary." ”
Netizens posted a video saying that they were "peeping".
According to Jinyun, in an interview, the netizen said that he had reported to the police station in the jurisdiction. The netizen also provided the reporter with screenshots of his chat with the landlord, as well as pictures of the public balcony, and said that the police saw it and agreed to change the room after contacting the landlord.
After the video was released, the netizen contacted the reporter, saying that the video was posed by him and his boyfriend, hoping to be taken off the shelves.
The reporter inquired that the netizen had previously denied it when he replied to the comment "whether to pose for photos and drain traffic" in the comment area, and said that it was a real incident.
Previously, the public security organs have cracked down on many similar incidents of "posing for photos" and "betting traffic".

In July 2023, the Cyberspace Administration of China (CAC) issued the Notice on Strengthening the Management of 'Self-Media', which clearly requires that if "self-media" publishes content containing fictional plots or plot interpretations, website platforms should require them to mark fictional or deductive labels in a conspicuous manner. Website platforms are encouraged to label disputed information with controversy, and limit the flow of relevant information.
As the recipient and disseminator of posed content, the public should also improve their own discernment and criticism, not trust, retweet, or follow the trend of posing content, and actively report and resist posing behavior.
