Since March this year, Qiantang has piloted the "mobile Huimin vehicle" project in Baiyang Street to introduce stalls into the city. Choosing to set up a site in Baiyang Street, Qiantang is aiming at the characteristics of the block where Hangzhou's largest higher education park is located.

Last year, there were more than 18,000 complaints about comprehensive law enforcement in the district, of which more than 9,500 were from unlicensed vendors, accounting for 52 percent. At the same time, according to incomplete statistics, Qiantang investigated and dealt with 458 unlicensed vendors, of which more than 350 stalls were in the Baiyang jurisdiction, accounting for 77%.

To this end, in March this year, the District Comprehensive Administrative Law Enforcement Bureau, together with Baiyang Street and other departments, issued the "Guiding Opinions on the Standardized Management of Temporary Business Sites of Small Stalls and Hawkers in Qiantang District, Hangzhou City (Baiyang Street Pilot)", by changing the work ideas, turning the blockage into sparseness, adhering to the principle of "government-led, street-based, and department heads", multi-party participation in management, exploring the formation of a new model of management of mobile vendors, and also jumping out of a new path of common prosperity.
At present, Qiantang has built 5 "mobile Huimin vehicles" in the surrounding areas of Xueyuan Street, China Jiliang University, Hangzhou Vocational and Technical College, Zhejiang Gongshang University and other schools, and 59 "mobile Huimin vehicles" have been put out of stalls. This management measure has achieved solid results, and so far, the complaint rate of unlicensed vendors in Baiyang Street has decreased by 72.2% year-on-year.
At the scene, it can be seen that the Qiantang "mobile Huimin vehicles" have a unified appearance, they are neatly parked in the yellow line with a specified area, each car is numbered, and the stall owners are also wearing uniform customized clothing and hats. In addition, not only street management booths were set up at the site, but also staff from the operating company checked back and forth to centralize the management of the vendors.
