By the end of the year, the remaining 2,592 households and 6,627 poor people in the county had all been lifted out of poverty and "cleared".

In September 2015, Zheng Bincheng, a 35-year-old deputy director of the Poverty Alleviation Division of the Social Service Department of the Central Committee for Promoting Democracy, became the "first secretary" of Bapan Village.

On this day, under the leadership of Liu Wensheng, deputy director of the Social Service Department of the Central Committee of the China Association for Promoting Democracy, and Zhang Kemin, full-time deputy chairman of the Chongqing Municipal Committee of the China Association for Promoting Democracy, more than 20 medical experts from the Chongqing Municipal Committee of the Democratic Progressive Party Committee and the Zhejiang Provincial Committee of the Democratic Progressive Party gathered in Bapangu Village to provide free medical treatment and medicine to the people in the village free of charge. Among them, there are internal medicine experts, surgical experts, pediatric experts, gynecology experts, respiratory experts, cardiovascular and cerebrovascular experts, hepatobiliary experts, anorectal experts, traditional Chinese medicine experts and general practitioners. On the same day, more than 70 diseases were diagnosed for more than 300 people, and more than 2,000 boxes of medicines were distributed free of charge.

According to the suggestions put forward by the experts, Zheng Bincheng organized personnel to take photos of the stilted buildings in the whole village for archiving. Coordinate and organize the residents of the stilted building to go out for inspection and visit to learn how to protect the ancient stilted building. Professionals from the members of the Association for Promoting Democracy were invited to help design the renovation and new construction plan of the stilted building, study the use of "bamboo paper" for the creation of calligraphy and painting and other artworks, provide artistic guidance for the "Eight Tone Sitting and Singing" ancient music performance team in Bapan Ancient Village, and purchase a number of new eight music instruments. On the eve of Children's Day in 2016, Zheng Bincheng contacted the Zhejiang Provincial Committee of the Democratic Progressive Party to donate extracurricular reading materials worth 8,000 yuan to primary and secondary schools, integrated the resources of the rural bookstore, and built an indoor children's activity room and reading room in the village committee, so that the children in the village can read well, play well and grow up happily. In September 2016, Zheng Bincheng's term as "first secretary" in Bapan Guzhai ended. After the successor Li Xuefei arrived, he did not leave immediately, but continued to work with Li Xuefei for a period of time, until Li Xuefei was completely familiar with the situation of Bapan Ancient Village, and then left Bapangu Village and returned to Beijing to return to work.

Li Xuefei, 34, is Zheng Bincheng's successor and is the deputy chief clerk of the General Department of the Social Service Department of the Central Committee for Promoting Democracy.
Walking into Bapan Ancient Village, Li Xuefei saw an old man enjoying the shade on the side of the road, so he took the initiative to ask them about the situation. Before the question was finished, the old people waved their hands again and again, indicating that they did not understand. The language barrier made Li Xuefei feel an invisible pressure: there are difficulties in communication, how to carry out the next step?
Back in the dormitory, Li Xuefei thought for a long time and made several work plans for himself: first, to overcome the language barrier as soon as possible; Second, we must fully understand what the masses think, what they hope for, and what they urgently need; Third, we must carefully study how to develop rural tourism in Bapan Ancient Village; Fourth, we must be good at discovering and solving the problems that hinder the development of rural tourism in Bapan Ancient Village.
The next day, Li Xuefei began to visit the masses. During the day, the villagers have to work and have no time. When it was dark for the villagers to finish work and go home, Li Xuefei turned on a flashlight and visited the villagers' homes.
After more contact and communication with the villagers, the villagers felt that the second "first secretary" from Beijing could actually understand the "Bapan dialect" in which the dialect he spoke was mixed with Mandarin and Mandarin mixed with dialects.
After getting on the right track, Li Xuefei began to study how to develop rural tourism in Bapangu Village.
After several analyses and thoughts, Li Xuefei decided to rely on the existing ancient stilted buildings of the Buyi nationality in Bapan Ancient Village to develop homestays, develop the Buyi culture into a rural tourism industry, strengthen the collective economy of the village, drive the villagers to generate income, and protect the ancient stilted buildings of the Buyi nationality in the development.
After the coordination of the Central Committee for the Advancement of Democracy, Li Xuefei introduced a B&B operator with a good reputation and deep integration with the local culture to take the lead in financing 4.5 million yuan to build the B&B project, and the Central Committee of the Association for the Advancement of Democracy donated 300,000 yuan through the Enlightened Charity Foundation as the share capital of the village collective of Bapan Village to invest in the B&B enterprise, and the village collective accounted for 10% of the total shares of the project.
After several months of hard work, a traditional Buyi dry-bar stilted building that has been idle by the owner for many years has become outstanding in temperament and high-end elegance. On October 14, 2018, the boutique B&B and Buyi Folk Customs Exhibition Hall "Buyi Feng Yasong" in Bapan Ancient Village was officially opened for business, and was praised as "Paradise Cottage" by friends from Beijing, Guangzhou and other cities.
The implementation of the homestay project is the first step for Li Xuefei to promote the development of rural tourism in Bapan Ancient Village. The second step of Li Xuefei to promote the development of rural tourism in Bapan Ancient Village is to implement the "book plan".
From October 12th to 13th, 2017, at the invitation of Li Xuefei, experts and professors from China Fashion News, Art and Design Magazine, and the School of Art of Southwest University for Nationalities came to Bapan Village and put forward the "Book Plan" to effectively connect the superior educational resources, design resources and the needs of ethnic areas, and help Buyi culture to go out of the mountains, and signed a "Memorandum of Cooperation".
Implement the "book plan", take Bapan Ancient Village as the center, radiate the Buyi village in Wanfenghu Town and other towns in Anlong County, establish 50 handicraft workshops, customize Buyi handicrafts through training to people, orders to households, etc., and coordinate the scattered family production model to achieve flexible production and overall coordination, and drive more Buyi women to participate in small and micro organizations of entrepreneurship and innovation poverty alleviation, and get more home employment opportunities.
In the process of implementing the "Book Plan", Li Xuefei took the "Buyi Feng Yasong" B&B as a display platform, combined with the "Eight Tone Sitting and Singing" performance, folk food tasting, and on-site display of the traditional embroidery process of the Buyi people, attracting more embroidery girls to participate in production, attracting more designers who love the traditional handicraft culture of the Buyi nationality to participate in R&D and design, attracting more consumers who love the traditional culture of the Buyi nationality to participate in consumption, and launching a cultural tourism product with in-depth cultural experience and humanistic care.
The 3,000 ethnic embroidery books produced in each batch of the "Book Project" were sold out as soon as they were unveiled. These embroidery books, after the designer's re-innovation of traditional culture, have become a highlight of the rural cultural tourism of Bapan Ancient Village by attracting cultural consumers to participate in consumption.
On October 26, 2017, when Li Xuefei visited 73-year-old Chen Shifen, he found that the old man had eye disease.
There are only two people in Chen Shifen's family. One is 73-year-old herself, and the other is her 52-year-old mentally handicapped brother. For many years, the two siblings have lived a very difficult life. They had never traveled far from home, only spoke Buyi, barely understood the simple Chinese dialect, and seemed terrified when they saw strangers.
Faced with the painful Chen Shifen, Li Xuefei immediately contacted Xingyi City Hospital. Subsequently, together with the cadres stationed in the town, Chen Shifen was sent to Xingyi City Hospital for examination. In order to facilitate communication between Chen Shifen and the doctor, Li Xuefei specially invited his neighbor Chen Mei's mother and daughter to accompany Chen Shifen to Xingyi City Hospital.
After careful examination, the outpatient doctor diagnosed that Chen Shifen's eye infection was too serious, and the best time for treatment was missed, so she could only perform surgery to remove her right eye.
But Chen Shifen was entering the hospital in the city for the first time, and she felt very scared and resolutely refused to have surgery. Li Xuefei asked his neighbor Chen Mei, mother and daughter, to be translators, and together with ophthalmologists and head nurses, they patiently did ideological work for her. Chen Shifen finally agreed to have surgery to remove her right eye.
On the evening of October 28, ophthalmologists operated on Chen Shifen. When Chen Shifen, who was both painful and nervous, was sent to the operating room, her expression was full of fear, and her whole body was trembling. Li Xuefei and the village cadres, neighbors, and hospital leaders who were present all comforted her and said that they would wait for her. A few days later, Chen Shifen recovered and was discharged from the hospital. Li Xuefei and the village cadres came to pick up Chen Shifen and go home. She held Li Xuefei's hands tightly, and said in Buyi dialect with a smile on her face, an excited expression, and a trembling voice: "Secretary Li, I don't know how to thank you!" ”
At the end of the two-year term of the "first secretary" of Bapan Ancient Village, Li Xuefei did another good thing to promote the culture of the Buyi nationality and broaden the horizons of the children in the mountains.
From August 28 to September 2, 2018, under the leadership of Li Xuefei, more than 10 people from the "Wanfeng Lake Middle School Sitting and Singing Orchestra" participated by 5 children from Bapan Ancient Village went to Beijing to carry out research activities.
They successively went to Beijing No. 5 Middle School Branch and Cuiwei Primary School to carry out exchange activities, and played Buyi's "Eight-Tone Sitting and Singing", which affectionately demonstrated the music and art of the Buyi people. At the invitation of Cuiwei Primary School, he participated in the school's grand and ceremonial opening ceremony, and together with the students of the Jinfan Folk Orchestra of Cuiwei Primary School, he played the traditional tune "Welcome to You" on the same stage, and took a music lesson together. After research and exchanges, the students of the "Wanfeng Lake Middle School Eight-Tone Sitting and Singing Orchestra" have a new understanding of national music and folk music, and they have expressed that they must study harder, be more vivid and invested in interpretation, further enhance their emotional heritage in playing, and strive to play the "Eight-tone Sitting and Singing" better and promote the music culture of the Buyi nationality better.

In the summer of 2019, with the assistance of the first two "first secretaries", Man Yunlei organized 10 teenagers and children from Bapan Ancient Village to carry out a two-week summer camp in Beijing, so that the young people in the village could understand the world completely different from Bapan Ancient Village.
Luo Shuangshuang, who returned from Beijing and is already 11 years old and about to enter the fifth grade, wrote in his essay: "During the two-week summer camp, we visited famous scenic spots such as the Great Wall and the Forbidden City. Of all the attractions visited, the ones that impressed me the most were the Science and Technology Museum and the Aquarium. There, whether it is interesting science equipment or marine biological models, it is our county, and even Xingyi, the seat of the state government, has never existed. The 10 children from Bapangu Village who participated in this summer camp were all coming to a place outside the township for the first time. They came to the capital Beijing, saw Tiananmen Square, walked into the Forbidden City, and truly felt the life of a big city.
Man Yunlei said that it is very worthwhile to organize and carry out this summer camp. Because children are the greatest wealth of Bapan Ancient Village, this summer camp is like a seed that will sprout in their hearts and gradually become the force that changes their destiny in life.
Man Yunlei knows that whether it is to win the battle against poverty or implement the rural revitalization plan, there must be industrial support. Industry is the foundation for the stable increase of income of the people in Bapan, and it is also the guarantee for the people in Bapan to achieve a prosperous life.
Combined with the needs of rural tourism development, Man Yunlei organized and mobilized the masses to plant 1,350 acres of plantains on the slopes before and after the village and in the open space in the village, which not only beautified the village appearance but also cultivated the industry. In the village, 80 acres of passion fruit demonstration base has been built in succession, which has solved the employment of more than 10 local farmers, and absorbed poor households in the village to work in passion fruit orchards, with an average monthly salary of 1,500 yuan.
In the process of promoting industrial development, Man Yunlei found that although the "Fangmei Planting and Breeding Cooperative" in the village has absorbed 26 members, covering 19 poor rural households and 59 people, the organizational effect is not good. After careful investigation, the reason is that since its establishment, the cooperative has only one business license, no tax registration certificate, no corporate account, and there is a risk of missing and imperfect procedures in legal theory.
In order to give full play to the organizational role of the cooperative, Man Yunlei immediately contacted the market supervision and management department to make articles of association, open accounts, and find an accountant to go through tax registration procedures.
The procedures of the cooperative have been completed, and the passion fruit of Bapan Ancient Village is also ripe. According to preliminary estimates, the annual output of passion fruit in the village is about 160,000 catties or more, and according to the profit of 1 catty and 1 yuan, 160,000 catties will have a profit of 160,000 yuan. 160,000 yuan is a lot of income for a village. As a result, Man Yunlei decided to take the cooperative as the leader and use the mature e-commerce platform to purchase passion fruit for online sales.
Through the efforts of Man Yunlei, the passion fruit of Bapan Guzhai has been sold to Beijing, Shandong, Shanghai, Fujian, Hubei and Sichuan.
It's easy to do, and the agricultural products of Bapan Ancient Village are not worried. The worry is that there is little land in Bapan Ancient Village, and there is not much land that can be used to grow passion fruit, and the quantity of passion fruit cannot meet the needs of consumers.
Therefore, Man Yunlei used the existing e-commerce platform to sell the embroidery products in the village, sell the bamboo paper products produced in the village, and enrich the rural tourism format.
By chance, a painter who is a member of the Democratic Progressive Party walked into Bapan Ancient Village, drew a few strokes on the bamboo paper produced by the villagers, and praised the paper again and again.
The painter's casual praise of this sentence made Man Yunlei see the path of enriching the rural tourism of Bapan Ancient Village.
Because Bapan Ancient Village has been using bamboo to make bamboo paper for many years. These bamboo papers, with the abundant bamboo in the village as raw materials, from the raw materials to the finished paper, have to go through multiple processes such as cutting bamboo and peeling, soaking, pulping, papermaking, and drying. Making handmade bamboo paper is not so much about turning traditional crafts into an industry, but about inheriting national culture in the development of traditional industries. This is not only an industry, but also a unique cultural tourism product and rural tourism format.
However, these handmade bamboo paper has always been used as sacrificial burning paper, and the economic added value is low. If the process can be improved, the quantity and quality of paper production can be increased, and the low-grade burned paper used for rituals can be turned into high-end straw paper for calligraphy and painting, and the economic benefits will be multiplied.
Therefore, Man Yunlei immediately contacted the Social Service Department of the Central Committee for Promoting Democracy and found the Kaiming Painting Institute to discuss how to improve the quality of Bapan's traditional bamboo paper.
After receiving technical support, Man Yunlei won 150,000 yuan for the national cultural heritage protection project, built 6 new paper workshops totaling 198 square meters, repaired 4 papermaking workshops totaling 141 square meters, hardened papermaking sites of 137 square meters, built 8 new soaking pools, built 100 meters of new production channels, and repaired a 120-square-meter paper drying room, further improving the infrastructure.
