High-quality development means taking action
From October 9th to 10th, the Provincial People's Congress "High-quality Development, Representatives in Action" activity experience exchange meeting was held in Duyun City, Qiannan Prefecture. At the meeting, the fourth-level people's congress and the fifth-level people's congress deputies talked about their performance experiences and experiences around promoting high-quality development, with detailed data, vivid examples and strong measures, which provided a good typical experience for continuously deepening and expanding the "high-quality development, representatives in action" activity. I am Liu Wei, a representative of the People's Congress of Yangjie Town, Weining Autonomous County, and a village branch secretary who is struggling on the front line of high-quality rural development. It is a great honor to be able to report to the leaders and deputies, share their practices and experiences in giving play to the role of people's congress deputies and promoting high-quality development.
Plan the industry and find the right way to increase income
As a representative of the National People's Congress and the secretary of the village branch, how to play an exemplary and leading role and find a path of high-quality development is the primary challenge I face. In order to find this path, I studied documents, checked information, asked the masses, found teachers, carefully analyzed and thought repeatedly, and fell in love with the cultivation of soft-seeded pomegranates, an industry suitable for the natural conditions of Shuanghe Village and with high economic value. After finding the right way, I led the team of the two committees of the village branch to lead the cooperative, create a 200-acre pomegranate planting base, and effectively revitalize land resources and smooth production and marketing channels in accordance with the "five unifications" model (unified land resources, unified construction of infrastructure, unified planning and planting, unified technical guidance, and unified market sales). After two years of exploration and experimentation, pomegranate planting has achieved a bumper harvest and sold well in the market, and the masses have actively participated from skeptical wait-and-see to dispel doubts, and the pomegranate planting base in Shuanghe Village has soon developed into the largest pomegranate base in Weining County.
After the successful cultivation of pomegranates, we did not rest on our laurels. I have repeatedly organized the two committees of the village branch, the group leader, the representatives of party members, and the representatives of the masses to hold symposiums, field surveys, and go out to study and study, so as to come to the masses from the masses, lead the masses to repeatedly analyze and discuss, and determine the advantages of relying on the high altitude and strong sunlight of Shuanghe Village, and vigorously develop the characteristic planting industry in accordance with the layout of "one core and three areas" (with the pomegranate sightseeing and picking garden as the core, seasonal vegetables in the dam area, fruits in the ladder ridge area, and dried fruits in the mountainous area). Up to now, the village has planted 3,000 acres of soft-seeded pomegranates (including 1,275 acres planted by village collective cooperatives and 1,725 acres planted by farmers), 1,200 acres of vegetables, 500 acres of chestnuts and 400 acres of walnuts.
The small pomegranate fruit drives the big industry, so that the masses have hope and rush on the road to increasing income and getting rich. On the one hand, relying on the planting base, we will make a fuss about the deep processing of pomegranates, establish a pomegranate deep processing industrial base, and create an industrial chain of 'pomegranate juice + pomegranate wine + pomegranate tea + pomegranate flower sauce'. On the other hand, based on the foundation of pomegranate planting, we will continue to enrich the industrial form, develop pomegranate seedlings, pomegranate bonsai cultivation and other related industries, and constantly explore the maximization of pomegranate value. Up to now, the village party branch has led the cooperative to cultivate 300,000 pomegranate seedlings and 50,000 pomegranate potted plants. It has driven more than 100 farmers to develop the courtyard industry, cultivating 200,000 potted fruits such as pomegranates, golden pears, and rainbow pears, with a net profit of 40 yuan per plant, and an increase of 80,000 yuan per household.
Improve the environment and broaden the path of development
The high-quality development of rural areas is indispensable for the appearance of villages. In the performance of the duties of the people's congress deputies, in-depth contact with the masses, in response to the strong reaction to the shortcomings of transportation infrastructure, environmental sanitation and village appearance management issues. I and the two committees of the village branch have repeatedly studied, fully listened to the opinions of the masses, and adopted a "three-step" approach to promote the solution. The first step is to actively find ways to make up for the shortcomings, I give full play to the role of the people's congress deputies, actively reflect, strive for project financial support, organize the masses to invest in the construction of more than 30 kilometers of roads, string roads, convenient travel at the same time also lay a good foundation for industrial development. The second step is to fully mobilize the masses to carry out environmental sanitation rectification, by the village branch and two committees of the personnel package, the "ten members" package, the masses in front of the three packages, the grading responsibility for compaction, mobilize the masses to participate in the overall supervision, the village environmental sanitation governance gradually improved. The third step is to focus on improving the overall appearance of the village, actively learn and summarize the successful experience of the 'Ten Million Project', promote the "courtyard economy" through demolition and repair, and protect the ancient camp, and build 206 "four gardens and one square" (small gardens, small orchards, small vegetable gardens, small pastures, and small workshops) according to household policies, so that farmers' homes are full of vitality and the village is full of vitality.
Work together to optimize the governance path
As the countryside develops, governance must keep up. In the process of promoting innovation in grassroots governance, I have given full play to the advantages of people's congress deputies, extensively mobilized the masses to actively participate, let the masses come up with ideas, think of countermeasures, and make joint efforts, so as to realize the transformation of village affairs from "managing everyone" to "managing everyone". We use mass meetings, courtyard dam meetings and other methods to publicize the party's policy of benefiting the people, explain the knowledge of agriculture-related laws, and guide the masses to understand the law and discipline, morality, and public morality by talking about history, changes, people around them, and things around them. We led the villagers to discuss and formulate about 13 village rules, and took corresponding punishment and education measures against bad behaviors such as poor hygiene, disrespect for the elderly, indiscriminate banquets, and playing cards, so as to effectively put an end to the bad atmosphere.
As a people's congress deputy rooted in the grassroots, the most effective way to contact the masses is to show the masses, lead the masses to work, and help the masses to earn, so that everyone's life will become popular, popular, and rich. That's what I think, and that's what I do. Today's Shuanghe Village has accumulated more collectively, the people's pockets have bulged, the appearance of the village has changed, the development momentum is more sufficient, and the masses are smiling more. The per capita disposable income of villagers has increased from 9,800 yuan in 2019 to 13,600 yuan in 2023, the total assets of village cooperatives have reached 16 million yuan, and the village collective economy has accumulated 1.1 million yuan. In 2019, it was rated as a provincial environmental sanitation demonstration village, and in 2021, it was rated as a provincial democratic rule of law demonstration village. New momentum for the high-quality development of Shuanghe Village continues to gather, and a new picture of rural revitalization is slowly unfolding.
After the meeting, I will conscientiously implement the spirit of this meeting, be a bridge between the party committee and the government and the people, truly give full play to the role of people's congress deputies in rallying the people's hearts, listening to the voices of the people, and solving people's worries, and make new contributions in the new journey of helping high-quality development and promoting rural revitalization.
