With the consent of the Shanghai Municipal People's Government, on October 12, the Shanghai Municipal Commission of Commerce, the Shanghai Municipal Development and Reform Commission and other 8 departments jointly issued the "Implementation Rules for the Trade-in Subsidy for Electric Bicycles in Shanghai" (hereinafter referred to as the "Detailed Rules").
From October 16, 2024 to June 30, 2025 (including that day, the same below), for individual users who submit and scrap electric bicycles (including batteries) registered in the city under their own names, and purchase new electric bicycles that have obtained the national compulsory product certification certificate, Shanghai will give individual users a one-time subsidy of 500 yuan for car purchase.
The detailed rules encourage individual users who enjoy subsidies to purchase new qualified electric bicycles produced by enterprises that meet the "Electric Bicycle Industry Standard Conditions". The battery of the lithium-ion battery electric bicycle purchased in exchange should also meet the standard requirements of the "Safety Technical Specifications for Lithium-ion Batteries for Electric Bicycles" (GB43854).
The subsidy is limited to "individual users",
The new car should be registered within 15 days from the date of purchase
The "Detailed Rules" stipulate that the subsidy for the trade-in of electric bicycles is for individual users of electric bicycles registered in the city, and the following conditions shall be met:
- The scrapped old electric bicycles of individual users shall be registered in their own names.
- If an individual user scraps an old electric bicycle under his name, the delivery date at the sales store should be between October 16, 2024 and June 30, 2025, and the date shall be subject to the delivery time stated on the "Vehicle Receipt Confirmation" issued by the sales store.
- For individual users to purchase a new car, the purchase date should be between October 16, 2024 and June 30, 2025, and the purchase date shall be subject to the time when the sales fee of the platform is paid.
- A new car purchased by an individual user shall be registered with the public security organ of this municipality within 15 days from the date of purchase (at the latest before July 15, 2025), and the registration date shall be subject to the date of obtaining the non-motor vehicle license plate.
When the old is traded, the vehicle needs to be scrapped and renewed
The "Detailed Rules" clarifies the process of vehicle scrapping and renewal. Individual users bring their identity certificates, old electric bicycles (including batteries) and non-motor vehicle number plates to the policy implementation sales stores, conduct real-person authentication through the policy implementation service platform, fill in the old car registration information, and sign the power of attorney for the transaction and cancellation of the old car registration. Sales stores log in to the service platform for the implementation of the policy, check the identity information of individual users and the registration information of old cars, and recycle old cars (including batteries) and license plates.
Individual users register and log in to the service organization application (App), present the payment code, and purchase a new car. After verification, the sales store will directly give individual users a one-time fixed reduction subsidy of 500 yuan when selling new cars, and issue vehicle sales invoices that meet the national financial regulations, and the invoice will be headed by an individual (real-name system is required). Through the policy implementation service platform, the sales store will completely enter the vehicle code of the new car, the original photo or scan of the sales invoice, the photo of the old car and the license plate and other information into the policy implementation service platform.
At the same time, the "Detailed Rules" require the regulation of the disposal of old vehicles. Vehicle recycling and dismantling enterprises shall go to the sales store in a timely manner to recycle the old electric bicycle (including batteries), and issue the "Vehicle Disposal Handover Confirmation" through the policy implementation service platform. The vehicle recycling and dismantling company completes the dismantling and destruction of the old car body, and uploads the frame number cutting photos. The vehicle recycling and dismantling enterprise shall issue the "Vehicle Disposal Completion Confirmation Form", and transfer it to the non-motor vehicle business acceptance point of the public security organ together with the old vehicle license plate to handle the cancellation registration procedures of the old vehicle of individual users in a centralized manner. After the public security organ completes the deregistration of the vehicle, it will share the deregistration information of the old vehicle to the policy implementation service platform. Vehicle recycling and dismantling enterprises shall promptly hand over waste lithium-ion batteries and lead-acid batteries to battery recycling and disposal enterprises that meet the qualification conditions for recycling.
The Detailed Rules also specify that special audits will be carried out. After the sales store completes the cancellation of the old electric bicycle, its superior sales enterprise shall submit the necessary materials for the cancellation of the old vehicle registration information, new car registration information, new car sales invoice and other necessary materials for fund allocation to the Municipal Commission of Commerce. The service organization summarizes the expenditure of subsidy funds for sales enterprises and submits it to the Municipal Commission of Commerce. The Municipal Commission of Commerce entrusts a third-party audit agency to carry out special audits on the use of subsidy funds on a regular basis.
"Subsidy fraud" will be held accountable
The Detailed Rules stipulate that during the period from October 16, 2024 to December 31, 2024, the subsidy funds applied for shall be shared by the national ultra-long-term special treasury bond funds and municipal financial funds. Among them, 15% of the matching funds borne by the municipal finance shall be arranged by the municipal energy conservation and emission reduction special plan. If the central funds issued by the state are used up, the excess part will be arranged by the special fund for energy conservation and emission reduction in Shanghai.
During the period from January 1, 2025 to June 30, 2025, if the national level does not arrange central financial support, the subsidy funds applied for will be arranged and disbursed by the municipal special fund for energy conservation and emission reduction.
The Detailed Rules specify the supervision mechanism. If it is found that the substandard product is used as a new product for a new product, it will not be subsidized, and if it is clearly known that the substandard product is used as a new product for a new product, it will be deemed to be disposed of as a fraudulent subsidy. If it is found that the sales enterprises, sales stores and individual users collude with others to provide false information or set up false transactions to defraud the subsidy funds, the relevant departments have the right to recover the subsidy funds. and where the circumstances are serious, pursue corresponding responsibility in accordance with law. Where individual users fail to complete new vehicle registration formalities within the time limit, the relevant information on untrustworthiness will be aggregated on the municipal Public Credit Information service platform in accordance with laws and regulations. If the vehicle recycling and dismantling enterprise fails to complete the transaction of waste batteries within the implementation period of the policy, the relevant departments shall investigate the corresponding responsibilities in accordance with the law.
