Notice on carrying out a one-time subsidy for job expansion
In accordance with the requirements of the Notice of the Ministry of Human Resources and Social Security, the Ministry of Education and the Ministry of Finance on Doing a Good Job in the Employment and Entrepreneurship of Youth such as College Graduates (Ministry of Human Resources and Social Security [2024] No. 44) and the Notice of the General Office of the Ministry of Human Resources and Social Security on Doing a Good Job Expansion Subsidy Handling Work, the relevant matters related to the one-time job expansion subsidy in our city are hereby notified as follows:
1. Scope of beneficiaries
(1) Recruitment of personnel
Enterprises recruiting college graduates in the graduation year, college graduates who have not been employed within two years of leaving school, and registered unemployed young people aged 16-24 can enjoy a one-time job expansion subsidy. Among them, college graduates refer to graduates who have received ordinary higher education in the territory of the People's Republic of China and obtained ordinary college graduation certificates, including graduate and undergraduate and junior college (higher vocational) graduates, excluding graduates of correspondence courses, adult education, senior engineering classes of technician colleges, preparatory technician classes, etc. College graduates who have not been employed within two years of leaving school should graduate no earlier than 2022 (recruited in 2024) and 2023 (recruited in 2025).
(2) Beneficiary units
The nature of the unit enjoying the one-time job expansion subsidy policy is an enterprise. Non-enterprise units or organizations such as government agencies, public institutions, social organizations, foundations, social service organizations, and individual industrial and commercial households participating in insurance in the form of units are not applicable; Labor dispatch units enjoy a one-time subsidy for job expansion, and the relevant handling mode and fund allocation method shall be implemented with reference to the policy of returning stable posts.
2. Implementation period
The policy will be implemented until December 31, 2025.
3. Application conditions
The applicant enterprise has paid the unemployment, work-related injury and employee pension insurance premiums in full for 3 months for the relevant personnel, and is in the normal state of insurance payment at the time of review. The recruitment period should be between January 1, 2024 and December 31, 2025.
Fourth, the subsidy standard
For each person recruited, a one-time subsidy for job expansion will be issued according to the standard of 1,000 yuan.
5. Application Procedures
Adopt the mode of combining the active service of the agency and the self-application of the enterprise to implement the one-time job expansion subsidy policy.
(1) Active service: In accordance with the principle of "convenient, fast, standardized and safe", the handling agency accurately screens eligible enterprises, sends information and issues one-time subsidy funds for job expansion after being confirmed by the enterprise. The handling agency will send confirmation information to the enterprise through the public service system, mobile phone text message, etc.
(2) Self-application: Enterprises can apply for a one-time job expansion subsidy at the service window opened by the unemployment insurance agency in the place where they participate in the insurance, or they can apply for the "one-time job expansion subsidy" module by logging in to the online office hall of the Anhui Provincial Department of Human Resources and Social Security (website https://hrss.ah.gov.cn/ggfwwt/).
6. Circumstances in which enjoyment is not allowed to be repeated
The identity information of the same person can only enjoy one one-time job expansion subsidy, and shall not be enjoyed repeatedly across enterprises, years, regions and funding channels. If the one-time employment subsidy or one-time job expansion subsidy has been enjoyed by the previously employed enterprise or the same enterprise in previous years and other regions, and has been used to enjoy the employment subsidy fund expenditure, the relevant personnel information can no longer be used to enjoy the one-time job expansion subsidy.
