1. Subsidy objects and standards

2. Requirements for new and old vehicles
The new car purchased shall comply with the relevant provisions of the current and effective mandatory national standards such as the "Safety Technical Specifications for Electric Bicycles" (GB17761), the "Electrical Safety Requirements for Electric Bicycles" (GB42295), and the "Safety Technical Requirements for Chargers for Electric Bicycles" (GB42296), and obtain compulsory product certification. If you purchase a new lithium-ion battery, the battery should also meet the requirements of the current effective "Safety Technical Specifications for Lithium-ion Batteries for Electric Bicycles" (GB43854).
The date of sale of the old vehicle (including battery pack) shall be subject to the date of collection on the recycling certificate; The date of purchase of a new car is based on the invoice date on the sales invoice of the new car; The registration date of the new vehicle is based on the registration date on the new vehicle driving license.
For scrapping old lithium-ion batteries and purchasing and registering new lead-acid batteries, the batteries are subject to the type of battery on the recycling certificate and the type of battery on the new car product certificate.
3. Participate in the selection of entities
The competent departments of commerce of each city (prefecture) shall, in conjunction with the departments of finance, economy and informatization, ecology and environment, market supervision, fire and rescue, and other departments, organize the selection of electric bicycles to participate in the trade-in. The municipal (state) commerce and other departments determine the main body participating in the trade-in electric bicycle sales and the main body of the old car except for the battery, the frame, motor and other parts (hereinafter referred to as other parts) of the recycling body; The municipal (prefecture) economic and information technology department shall determine the main body of waste lithium-ion battery recycling of old electric bicycles in accordance with relevant provisions such as safety and environmental protection; The municipal (prefecture) ecological environment department is responsible for providing a list of waste lead-acid battery collection enterprises with corresponding qualifications within its jurisdiction, and urging them to apply as the main body of waste lead-acid battery recycling. The above-mentioned entities shall complete the registration and relevant data and information filling in the electric bicycle trade-in service platform (hereinafter referred to as the platform).
(1) Sales entities. The following conditions should be met at the same time:
1. There is no record of serious untrustworthy conduct on the "Credit China" website;
2. Have a stable and reliable supply guarantee, a strict purchase quality management system and comprehensive service capabilities such as trade-in, warranty and maintenance;
3. Willing to advance subsidy funds and implement promotional preferential measures;
4. Sign a recycling agreement with the recycling entity and be able to standardize and fully complete the recovery, temporary storage and transfer of old vehicles and their batteries, and be able to issue real-name invoices for individual consumers;
5. Temporary storage area for old vehicles and their batteries that meet environmental protection, safety and other relevant regulations;
6. Have a standardized, clear and complete trade-in work ledger, and voluntarily accept the supervision and audit of relevant departments and their entrusted third-party institutions;
7. Promise not to carry out or participate in illegal and criminal acts such as fraudulent compensation or supplementary compensation, and promptly report relevant problems and leads when discovered.
(2) The subject of recycling. The main body of waste lead-acid battery recycling shall have the corresponding hazardous waste collection qualifications; The main body of waste lithium-ion battery recycling shall meet the relevant conditions and standards specified by the municipal (state) economic and information technology department; Other parts recycling enterprises should be scrap metal recycling entities that have been filed with the public security organs.
Fourth, the application review process
(1) Fill in personal information
Individual consumers log in to the platform, fill in their name, ID number, mobile phone number and other information as prompted, and upload a photo or scan of their ID card.
(2) Deliver the old and sell the new
Individual consumers go to the main body participating in the trade-in electric bicycle sales, sell old cars, buy new cars, and complete registration. The electric bicycle sales entity shall fill in the information such as the license plate number, brand model, frame number, residual value price, recycling date, battery type and number on the platform to form a recycling certificate; Fill in the new car brand, frame number, battery type, invoice code, invoice number, invoice date, tax-included price, license plate number and other information; Upload photos of the vehicle and pictures or scans of the new car product certificate, sales invoice, driving license and other information. The electric bicycle sales entity determines the proportion of subsidies that individual consumers should enjoy according to the type of old car and new car battery, collects the sales price of the new car after deducting the subsidy from the individual consumer, and submits the old car license plate received to the traffic management department of the local public security organ for cancellation. The old cars and their batteries recovered by the sales entity shall not flow into the sales market. In case of returns, the sales entity shall take the initiative to report to the competent department of commerce of the county (city, district) in a timely manner and deal with it as required. All information and materials for trade-in should be completed on the platform before January 10, 2025, and failure to fill in the information within the time limit will be deemed to be automatically abandoned.
(3) Recycling
The sales entity of electric bicycles shall, in accordance with relevant provisions on safety and environmental protection, properly keep the old vehicles and their batteries, etc., and sell the waste lead-acid batteries, waste lithium-ion batteries and other parts of the old vehicles to the corresponding recycling entities for recycling. The corresponding recycling entity shall fill in the type, quantity, number, time and other information of the used car-related items received on the platform. The recycling entity shall strictly follow the relevant provisions of relevant laws and technical standards to do a good job in the recycling, dismantling and disposal of waste lead-acid batteries, waste lithium-ion batteries or other components.
(4) Review and issuance of subsidies
The competent department of commerce of the county (city, district) shall, in conjunction with the relevant departments, review, compare and verify the completeness of the subsidy application information and materials; the identity of the personnel who sell the old, buy the new and license; the authenticity of the sale of used vehicles, the purchase of new vehicles and the registration and licensing of new vehicles; matching of old vehicle batteries and other components for sale and receipt of data and information; Accuracy of subsidy ratio and subsidy amount. The county (city, district) competent department of commerce shall apply to the financial department at the same level for the subsidy funds confirmed after review, comparison and verification, and the county (city, district) financial department shall allocate the subsidy funds to the electric bicycle sales subject in accordance with the procedures, not less than 2 times a month in principle. The county (city, district) commerce and finance departments will review and redeem the subsidy funds, and submit them to the city (state) commerce and finance departments in a timely manner. The commerce and finance departments of each city (prefecture) shall report the distribution of electric bicycle trade-in subsidy funds to the Department of Commerce and the Department of Finance before January 31, 2025. Municipal (prefecture) commerce and finance departments, municipal (prefecture) commerce departments in conjunction with relevant departments to conduct spot checks on the relevant review and issuance work.
Fifth, the division of responsibilities
(1) The Department of Commerce is responsible for the overall planning and coordination of the work, and works with relevant departments to do a good job in policy publicity and training, target setting, supervision and guidance, special audit, performance evaluation, data statistics, monitoring and analysis, etc., and cooperate with the Department of Finance to carry out the allocation and liquidation of subsidy funds.
(2) The Department of Economy and Information Technology is responsible for guiding the city (prefecture) to determine the main body of waste lithium-ion battery recycling and do a good job in the recycling and treatment of waste lithium-ion batteries.
(3) The Department of Finance is responsible for the guarantee, pre-allocation and liquidation of subsidy funds, and cooperates with the Department of Commerce to set goals, supervise and guide and evaluate performance.
(4) The Public Security Department is responsible for the comparison and verification of new vehicle registration information and the cancellation of old vehicles, and cracks down on relevant illegal and criminal acts in accordance with the law.
(5) The Department of Ecology and Environment is responsible for regularly publishing the list of waste lead-acid battery collection enterprises with corresponding qualifications in the province, and guiding all cities (prefectures) to strengthen the supervision and management of environmental pollution prevention and control in the recycling and treatment process of waste lead-acid batteries in accordance with the law.
(6) The Provincial Market Supervision Bureau is responsible for taking the lead in the supervision of electric bicycle sales, urging electric bicycle sales entities to establish and implement a purchase inspection and acceptance system, and strictly verifying product qualification certificates, compulsory product certification and other information; If it is confirmed that there is a defect, the producer shall be urged to implement a recall in accordance with the law. In accordance with the law, investigate and deal with the sale of electric bicycles that have not been certified by compulsory products and do not meet the mandatory standards of the state, as well as acts that violate prices and anti-unfair competition, such as unclear price marking, price fraud, price gouging, price collusion, and false publicity.
(7) The Sichuan Provincial Fire and Rescue Corps is responsible for guiding and urging local fire departments to supervise and inspect the compliance of the main units involved in the sale and recycling of old trade-ins with fire laws and regulations in accordance with the law.
The relevant departments of each city (prefecture) and county (city, district) are to refer to the above provisions to clarify their respective responsibilities and tasks.
6. Other matters
(1) Strengthen the division of labor and cooperation. At the provincial level, a special work class with the participation of departments will be established to coordinate and promote the trade-in of electric bicycles in the province. All cities (prefectures) and counties (cities, districts) shall establish work coordination mechanisms in accordance with them, clarify the division of responsibilities of departments, formulate implementation rules, organize and carry out relevant work, and promptly study and solve problems that arise in the process of policy implementation.
(2) Strengthen form innovation. All localities should adopt centralized venues, centralized periods, centralized handling, etc., and organize electric bicycle production enterprises, sales entities and recycling entities to combine the "Consumption Promotion Year" and "The Third China (Sichuan) International Panda Consumption Festival" to carry out special activities of "one-stop service" for the old for the new, and at the same time superimpose other preferential measures such as price and finance, and use the activities to expand the influence, form momentum, improve efficiency, facilitate the masses, and amplify the effect of policy implementation.
(3) Strengthen publicity and mobilization. All localities should publicize and interpret the trade-in policy and application process for electric bicycles through government public websites, new media public accounts, WeChat communities, outdoor screen display boards, paper media, etc., and open a consultation hotline to answer consumer questions. Gather relevant forces to go deep into townships, streets, communities and village groups to carry out a wide range of "zero-distance" policy publicity, promotion and door-to-door service work for consumers, and deliver real money subsidies to thousands of households.
(4) Strengthen regulatory law enforcement. Relevant entities shall comply with relevant laws and regulations and the provisions of this plan. If it is found that the substandard product is used as a new product, it will not be subsidized; If it is clearly known that it is a substandard product and is used as a new product, it will be regarded as fraudulent subsidy. The relevant departments shall investigate and deal with illegal acts such as defrauding subsidy funds by using improper means (including inflated prices, forging or altering relevant materials, false transactions, colluding with others to provide false information, etc.).
Matters not specified in this plan shall be implemented in accordance with relevant national laws and regulations, technical standards and policy documents, and shall be interpreted by the Sichuan Provincial Department of Commerce in conjunction with relevant departments.
