In order to do a good job in the application and issuance of the deed tax subsidy for the purchase of new commercial housing, the relevant matters concerning the implementation rules of the optimization measures for the housing purchase policy in Yingzhou District are hereby notified as follows.
1. Subsidy time
For buyers who purchase newly built commercial houses (including residential, non-residential, and excluding second-hand houses) within the scope of Yingzhou District from August 6, 2024 to August 5, 2025 (inclusive), after applying for the real estate ownership certificate, they will be given a subsidy for the purchase deed tax according to the application. The time of purchase shall be subject to the date of online signing and filing of the commercial housing sales contract.
2. Subsidy objects and standards
1. Support returning entrepreneurs to buy houses. For Fuyang entrepreneurs who return to Fuyang for employment and entrepreneurship, the enterprises founded by them have registered in the city, operated normally for more than 3 months and paid taxes in accordance with the law, and purchased newly built commercial housing, after obtaining the "Real Estate Property Certificate", they will be given a full subsidy for the deed tax.
2. Support military personnel and military families to buy houses. Active-duty servicemen and those holding retired servicemen's preferential treatment certificates, fire rescue certificates, and their spouses, children, and parents who purchase newly built commercial housing in Fucheng will be given a full deed tax subsidy after obtaining the "Real Estate Property Certificate".
3. Support urban public service personnel to buy houses. Urban public service personnel who purchase newly built commercial housing in Fucheng will be given a full subsidy for deed tax after obtaining the "Real Estate Property Certificate".
4. Support multi-child families to buy houses. For two-child and three-child families who meet the national birth policy and purchase newly built commercial housing in Fucheng, they will be given a full subsidy for deed tax after obtaining the "Real Estate Property Certificate".
5. Support farmers to buy houses in cities. For farmers whose household registration is located in rural areas and purchase newly built commercial houses in Fucheng, they will be given a full subsidy for deed tax after obtaining the "Real Estate Property Certificate".
6. Support "sell the old and buy the new". Families who sell their original self-owned houses and purchase a newly built commercial house will be given a full subsidy for the deed tax after obtaining the "Real Estate Ownership Certificate". There is no distinction between selling an old house and buying a new one.
7. Support the purchase of non-civil air defense parking spaces. For those who purchase new non-civil air defense parking spaces (excluding second-hand parking spaces) in Fucheng, they will be given a full subsidy for deed tax after obtaining the "Real Estate Property Certificate".
8. Encourage enterprises to purchase commercial and office buildings. Enterprises that purchase commercial and office buildings in Fucheng will be given a subsidy of 50% of the total deed tax after obtaining the "Real Estate Property Certificate".
3. Application for subsidy
(1) The applicant fills in the basic personal information through the "Anhui Shitong" - "Enjoy without application" service platform and uploads and submits the following materials, which will be reviewed by the relevant departments.
1. Applicant's resident ID card.
2. Business license (provided by returning entrepreneurs and enterprises).
3. Certificates of active military personnel, preferential treatment certificates for retired soldiers, firefighter certificates, and certificates of spouses, children, and parents of military personnel and firefighters (household registration book or related certificates).
4. Proof of urban public service personnel (sanitation workers, green workers, couriers, takeaways, security guards, cleaning, etc., and urban public service personnel provide relevant stamped certificates).
5. Household registration book (including second and third children).
6. Rural household registration book (provided by farmers).
7. Contract for the sale of the old house (the person who "sells the old and buys the new" provides the record of the completion of the real estate transaction).
(2) Review: The Yingzhou District Housing Security Center will send the accepted application materials to the Municipal Housing Administration, the District Taxation Bureau, the Municipal Natural Resources and Planning Bureau and other relevant departments for review.
(3) Publicity: If the subsidy conditions are met after review, it will be publicized on the website of the Yingzhou District People's Government for 7 days.
