Change the color first and then file the record
According to Article 16 of the Regulations on the Registration of Motor Vehicles (Decree No. 164 of the Ministry of Public Security), if a registered motor vehicle has any of the following circumstances, the owner of the motor vehicle shall apply to the vehicle administration office at the place of registration for change of registration:
(1) Changing the color of the body;
(2) Replacing the engine;
(3) Replacing the body or frame;
(4) Replacing the vehicle due to quality problems;
(5) The nature of the use of the motor vehicle registration changes;
(6) The domicile of the owner of the motor vehicle moves out of or into the area under the jurisdiction of the vehicle management office.
If it is a change item provided for in items 1 to 3 of the first paragraph, the owner of the motor vehicle shall apply to the vehicle administration office for a change of registration within 10 days after the change.

It can be changed off-site
According to Article 17 of the Regulations on the Registration of Motor Vehicles (Decree No. 164 of the Ministry of Public Security), if a small or micro passenger vehicle applies for a change of registration due to a change in body color, and the vehicle is not in the place of registration, it may apply to the vehicle administration office where the vehicle is located. The vehicle management office where the vehicle is located shall inspect the motor vehicle in accordance with the regulations, review the certificates and vouchers submitted, and transfer the electronic information of the motor vehicle inspection to the vehicle management office at the place of registration, and the vehicle management office at the place of registration shall review and issue the driving license in accordance with the regulations.

Colors that cannot be sprayed
According to Article 15 of the People's Republic of China Road Traffic Safety Law, police cars, fire trucks, ambulances, and engineering rescue vehicles shall be sprayed with sign patterns and installed with sirens and sign lamps in accordance with regulations. Other motor vehicles shall not spray, install or use the signs and patterns, sirens or sign lamps that are special to or similar to the above-mentioned vehicles.
Procedures
Within 10 days after the owner of the motor vehicle changes the color of the vehicle, bring the following materials required for business handling to the vehicle management office, submit the motor vehicle for inspection, and handle and pay the fee in the business hall.
