The Future Summit is the most important agenda of the United Nations this year, which will have an important impact on the reform of the global governance system, and the international community is highly looking forward to it. China looks forward to future summits providing an important opportunity for the international community to build political consensus, enhance solidarity and cooperation, and jointly address challenges. Kyodo News: Today, the Consulate General of Japan in Guangzhou announced that the boy who was stabbed in Shenzhen yesterday has died. What does the Chinese government think about this? What was the motive of the man who committed the attack? (Also asked by a Bloomberg reporter)
Lin Jian: China regrets and sorrows the occurrence of such an unfortunate incident, mourns the boy's death, and expresses condolences to his family. The boy is a Japanese national and his parents are Japanese and Chinese citizens respectively. The boy was taken to the hospital as soon as he was attacked, and medical experts from Guangdong Province arranged for him to rescue him. The Chinese side will provide necessary assistance to his family in handling the aftermath. At present, the case is still under further investigation, and the relevant Chinese departments will handle it in accordance with the law.
Japan Economic News: In June this year, an innocent knife attack occurred in Suzhou Japan a preschool child, and the spokesperson said it was an accident at the time. Is this incident also an accident? (Also asked by Turkey's Anadolu News Agency)
Lin Jian: According to the current information, this is a single case. Similar cases can happen in any country. China regrets and sorrows the occurrence of such an unfortunate incident. China is a country governed by the rule of law, and the Chinese Government will never tolerate any illegal acts of violence, and will investigate cases and punish criminals in accordance with the law. China has been and will continue to take effective measures to ensure the safety of all foreign citizens in China.
Japan Keizai Shimbun: Two cases of knife attacks on Japanese children in China in a short period of time have shocked Japan and caused huge repercussions. How do you see this affecting Japan-China relations?
Lin Jian: As I mentioned earlier, this is a case and China and Japan are in communication on this case. We always welcome people from all over the world, including Japan, to travel, study, do business and live in China, and will continue to take effective measures to ensure the safety of foreign citizens in China. We believe that individual cases will not affect the exchanges and cooperation between China and Japan.
China Daily: We noted that today the Ministry of Foreign Affairs released the Position Paper on China's Participation in the UN Future Summit and the 79th Session of the UN General Assembly. Can you tell us more about that?
Lin Jian: At present, the changes in a century are accelerating, and the world has entered a period of turbulence and change. The UN Future Summit and the current session of the UN General Assembly will provide an important opportunity for the international community to build political consensus, enhance solidarity and cooperation, and jointly address challenges.
The Position Paper on China's Participation in the UN Future Summit and the 79th Session of the UN General Assembly comprehensively expounds China's positions and propositions on peace and security, sustainable development, human rights protection, exchanges among civilizations, scientific and technological innovation, and global governance reform, and calls on the international community to jointly implement the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, and promote the building of a community with a shared future for mankind. China is ready to work with all parties to practice true multilateralism and make new contributions to the cause of world peace and development.
The Paper: On September 18, local time, the 10th emergency special session of the UN General Assembly passed a resolution with 124 votes in favor, 14 against and 43 abstentions, demanding that Israel end its illegal occupation of Palestinian territory within 12 months. In the vote, China voted in favor, while United States and Israel voted against. We note that this is also the first time that the State of Palestine has introduced a draft resolution in the General Assembly as an observer at the United Nations. Do you have any comment?
Lin Jian: China welcomes and appreciates the adoption by a large margin yesterday of the emergency special session of the UN General Assembly on the draft resolution on Israel's advisory opinion on the question of the occupied Palestinian territories. China supported the draft resolution and voted in favour of it, hoping that it would be fully implemented.
It has been almost a year since the current round of conflict in Gaza began. Despite the fact that the emergency special session of the General Assembly on the question of Palestine has convened four meetings, the Security Council has adopted four resolutions, the International Court of Justice has issued an order on provisional measures, and the international community has repeatedly called for a ceasefire and an end to hostilities, the fighting in Gaza continues, and the number of innocent civilians killed and injured is rising every day, causing a serious humanitarian catastrophe.
Ending occupation is not a choice but an obligation, and a ceasefire and cessation of hostilities is not a one-country demand but an international consensus. The implementation of the two-State solution is the only viable way out of the question of Palestine. All parties concerned, especially Israel, should earnestly implement the relevant resolutions of the Security Council and the General Assembly and immediately cease military operations in Gaza and illegal settlement activities in the West Bank of the Jordan River. Relevant countries should take a responsible attitude and take concrete actions to promote the implementation of relevant United Nations resolutions. China will continue to stand on the side of peace, justice and the overwhelming majority of countries, communicate closely with all parties, play a positive and constructive role in promoting a ceasefire and ending hostilities, alleviating the humanitarian crisis and restoring regional peace and stability, and promote an early, just and lasting settlement of the Palestinian question.
AFP: The United States Department of Justice yesterday alleged that the Chinese government attempted to launch a cyberattack on 200,000 devices around the world. Does the foreign ministry have any comment?
Lin Jian: I don't know about the specific situation you mentioned. As a matter of principle, China has always firmly opposed all forms of cyber attacks. At the same time, we also oppose groundless accusations and smears against China. We urge the US to stop stirring up trouble in cyberspace, assume the posture of a responsible major country, strengthen dialogue and cooperation with the international community, and jointly address cyber security risks.
Hubei Media Group: According to reports, on September 17, Mali's capital Bamako was hit by a number of terrorist attacks, resulting in many casualties. Do you have any comment?
Lin Jian: We express our condolences to the victims of this incident, and our condolences to the families of the victims and the injured. China opposes all forms of terrorism.
Turkey Anadolu News Agency: The telecommunications equipment used by members of the Lebanon Allah Party was remotely detonated, which appears to be an organized attack. According to reports, the incident has so far killed more than 30 people and injured more than 3,000. Do you have any comment?
Lin Jian: China is highly concerned about the incident, opposes any violation of Lebanon's sovereignty and security, and is concerned that the incident may trigger an escalation of regional tensions. China calls on all parties concerned to earnestly maintain peace and stability in the Middle East.
Reuters: Figurines reported today that despite China's demand that United States immediately withdraw its Typhon intermediate-range missile system deployed in the Philippines, United States has no such plans and is testing the feasibility of using the system in regional conflicts. The missile system can be equipped with cruise missiles capable of striking targets in China. The system was used in joint exercises conducted by the United States and the Philippines this year, but it is still deployed in the Philippines. Does the foreign ministry have any comment?
Lin Jian: China is gravely concerned about relevant reports. With regard to the deployment of United States medium-range missiles in the Philippines, China has solemnly stated its opposition on many occasions, and the relevant practice has seriously reversed history, seriously threatened regional national security, and seriously aggravated geopolitical confrontation, which has aroused high vigilance and concern among regional countries. We urge the countries concerned to heed up to the calls of regional countries, correct their erroneous practices as soon as possible, stop inciting military confrontation, withdraw the INF system as soon as possible as previously publicly pledged, and refrain from going further down the wrong path.
Anadolu News Agency of Turkey: Follow-up question about Allah. It is understood that the pager equipment used in the attack was originally produced by a Taiwan company that had the company's trademark printed on the equipment. Was the speaker aware of whether the company cooperated with Israel or the Mossad?
Lin Jian: I don't know the relevant information.
AFP: United States Deputy Secretary of State Campbell yesterday called China the biggest challenge in United States history. Does the foreign ministry have any comment?
Lin Jian: China strongly disagrees with the remarks made by US officials that ignore the facts, openly and aggressively exaggerate the "China threat", clamor bloc confrontation, and are full of Cold War zero-sum mentality and ideological bias. The US view the international situation and define China-US relations from the perspective of strategic competition, mistakenly regards China as the "biggest challenge", mirrors other countries with its own hegemonic thinking, and seriously misjudges China and China-US relations, which is not in line with the fundamental interests of the two peoples and the general expectations of the international community.
China is committed to carrying out friendly cooperation with all countries in the world and developing normal relations with other countries and not targeting any third party. On the contrary, United States has continuously strengthened its military alliances, cobbled together "small circles" against China everywhere, and coerced other countries to take sides.
China has always pursued a national defense policy that is defensive in nature, and the development of limited military capabilities is aimed at safeguarding national security and is not aimed at any country. Whoever is flaunting force everywhere and who resorts to military means at every turn to solve problems has been fully proven by the facts that the international community has its own opinion.
China urges the US to abandon the zero-sum mentality of the Cold War, stop spreading the "China threat theory", stop distorting China's strategic intentions, put President Biden's "four noes and one no" statement into action, and work with China to uphold mutual respect, peaceful coexistence and win-win cooperation, and promote the stable, healthy and sustainable development of China-US relations.
