In order to thoroughly implement the deployment requirements of the superiors on doing everything possible to stabilize and expand employment, in accordance with the "Action Plan for the Expansion and Quality Improvement of Urban and Rural Public Welfare Posts in Shandong Province", "Implementation Rules for the Management and Supervision of Urban and Rural Public Welfare Posts in Linyi City" and "Implementation Plan for the Expansion and Quality Improvement of Urban and Rural Public Welfare Posts in Linshu County" and other documents, combined with the actual needs of Qingyun Town, after the study of the town Party committee and government, the development of urban and rural public welfare posts for the whole town is now oriented to the whole town, and the announcement is as follows:

1. Recruitment positions and quantity

A total of 142 public welfare posts were developed this time, including 139 rural public welfare posts and 3 urban public welfare posts.

2. Recruitment scope and conditions

(1) The scope of recruitment for rural public welfare positions.

It mainly resettles the population enjoying the poverty alleviation policy (including the targets of monitoring and assistance to prevent the return to poverty) among the household registration of Qingyun Town or the permanent resident population of Qingyun Town (living for more than 6 months), the rural low-income population, the rural disabled, the rural elderly (45-65 years old), the single-parent family members raising minor children, the "two-child mother" (who meets the birth policy and raises 2 or more children under the age of 16), and the 16-24 years old young people from difficult families.

The population enjoying the poverty alleviation policy (including the targets of monitoring and assistance to prevent the return to poverty) refers to the corresponding persons registered and managed by the rural revitalization department.

"Rural low-income population" refers to the corresponding personnel registered and managed by the civil affairs departments.

"Rural persons with disabilities" refers to the corresponding persons registered and managed by the Disabled Persons' Federation.

A single-parent family member raising a minor child refers to a person who holds a divorce or widowhood certificate and is raising a child under the age of 18.

(2) The scope of recruitment for urban public welfare positions.

It mainly resettles urban zero-employment families, urban elderly unemployed persons (females are 40 years old, males are over 50 years old to the statutory retirement age), unemployed persons in single-parent families raising minor children, unemployed persons enjoying urban subsistence allowances, college graduates who have left school and are unemployed from difficult families, urban unemployed persons with disabilities, unemployed persons with disabilities in urban areas, and persons with employment difficulties identified by the human resources and social security departments as having been unemployed for more than one year, and registered unemployed young people aged 16-24 who meet the conditions for persons with employment difficulties, Registered unemployed "two-child mothers" and other groups who meet the conditions for persons with employment difficulties.

Persons from urban zero-employment families, elderly urban unemployed persons, and other types of persons with employment difficulties refer to the corresponding persons registered and managed by the human resources and social security departments.

Registered unemployed young people aged 16-24 refer to the corresponding persons aged 16-24 who have registered as unemployed in the human resources and social security departments.

Registered unemployed "two-child mothers" refer to the corresponding persons who have registered as unemployed in the human resources and social security departments, are in line with the maternity policy, and are raising two or more children under the age of 16.

(3) Recruitment conditions

1. Abide by national laws and regulations, have good conduct, decent style, and no violations of laws and disciplines;

2. Have the spirit of hard-working and dedication;

3. Able to obey the organizational arrangement and have a certain ability to work;

4. The body can adapt to the work and be able to complete the work tasks.

(4) Persons with any of the following circumstances shall not apply for or apply for employment

1. Those who have received Party discipline or administrative sanctions that have not yet been lifted, those who have received criminal punishments, or those who have not yet been clarified for suspected violations or crimes, or those who have been dismissed from public office or dismissed from public office by state organs or public institutions;

3. 6. Other circumstances that do not meet the requirements for employment in public welfare positions.

3. Recruitment Procedures

Qingyun Town has established a work supervision and guidance group headed by the deputy secretary of the town party committee and the mayor of the town, with the relevant leaders in charge as the deputy team leader, and the responsible comrades of the organization, discipline supervision, assessment, management area, poverty alleviation, sanitation, road management, culture, economic management, health care, finance, human resources and social security and other relevant departments as members, so as to guide and check the whole process of the development and placement of public welfare posts in each village (community).

1. Apply for registration. The registration date is September 14-September 16, the registration is carried out in a combination of on-site registration and village (community) centralized registration, and the rural post applicants need to apply to the village committee with their ID cards, disability certificates and other relevant certificates, and the urban post applicants need to hold their ID cards, household registration books, academic certificates and other relevant certificates to the business window of the town convenience service hall to apply, and fill in the "Linshu County Urban and Rural Public Welfare Post Application Form" to meet the registration conditions, urban zero employment family members, "two-child mothers" The Home, Index page and relevant family members of the family register are required, and single-parent family members raising minor children are also required to provide divorce or widowhood certificates. The relevant business supervisor station is responsible for the condition check and review.

2. Democratic deliberation. According to the registration situation, the villagers' committees of each village (community) shall conduct democratic appraisal in accordance with the requirements of the responsibilities of urban and rural public welfare posts, and preliminarily determine the persons to be resettled and publicize them.

3. Review and publicity. After the proposed resettlement personnel are submitted to the town government for review, they shall be publicized in the village (community) for a period of not less than 3 days.

4. County-level filing. If there is no objection at the expiration of the publicity period, it shall be reported to the county human resources and social security bureau in conjunction with the relevant departments for review and filing.

5. Pre-job training. Train the basic norms and skills required for the position to be hired, be familiar with the job responsibilities and job requirements, improve the awareness of safety production, and enhance the professional ethics and professional pride of personnel in public welfare positions.

6. Organize the post. After the training, the village is responsible for signing the labor service agreement for public welfare posts, arranging personnel to arrive at the post in a timely manner, and doing a good job in follow-up management services according to the requirements of the job responsibilities.

Fourth, the post treatment

The urban and rural public welfare posts developed this time are uniformly subsidized by the government, and the subsidy standards and subsidy period are as follows:

1. The subsidy standard for rural public welfare posts is 600 yuan per person per month, and the annual purchase of accidental injury commercial insurance does not exceed 100 yuan for on-the-job personnel; The period of subsidy for the same person post is generally not more than 3 years.

2. The government subsidy is uniformly implemented for urban public welfare posts, and the subsidy standard and subsidy period are as follows: the post subsidy standard shall be determined according to the local monthly minimum wage standard (the current minimum wage standard in our county is 1820 yuan/month), and the social insurance subsidy standard shall be implemented with reference to the social insurance premiums actually paid by the employer for the employees (excluding the part payable by individuals); The subsidy period for the same person is generally not more than 3 years (if it is less than 5 years away from the statutory retirement age, it can be extended to the statutory retirement age, which shall be subject to the age of the ID card at the time of the initial verification of the subsidy).

Fifth, post management

1. Daily management. In accordance with the principle of "who employs and who manages", the villagers' committees of each village (community) and each employer are responsible for the daily attendance, work performance appraisal and monthly subsidy application of staff in public welfare positions.

2. Supervision and management. The town government is responsible for guiding, supervising and managing the villages (communities), recovering the fraudulent application, embezzlement and misappropriation of subsidy funds, and pursuing the responsibility of the relevant responsible persons in accordance with the law.

3. Exit management. (1) Natural withdrawal. Personnel in urban and rural public welfare positions have any of the following circumstances:

1. Stable employment has been achieved through the employer's absorption, self-employment, etc.;

2. Voluntarily quit the post;

3. The public welfare position has completed the prescribed period;

4. Unable to insist on normal work;

5. Those who have enjoyed the basic old-age insurance benefits of urban employees or have died;

6. Other circumstances that require resignation.

(2) Personnel clearance. Personnel in urban and rural public welfare positions have any of the following circumstances:

1. The application materials are false and untrue;

2. The person fails to provide the corresponding labor, and others replace the post;

3. Absenteeism for more than 15 consecutive days without reason or 30 days in a year;

4. Disobeying post management or violating post management measures, causing adverse effects;

5. The quality and standards of the work do not meet the requirements, and they are still not in place after rectification;

6. Being pursued for criminal responsibility in accordance with law while on the job;

7. Other positions that do not meet the requirements for urban and rural public welfare positions.
