Judging from the cases investigated and dealt with by the discipline inspection and supervision organs in recent years, some party members and leading cadres have not performed their duties correctly, resulting in idle and wasteful state-owned assets; Some are keen to launch infrastructure projects, resulting in heavy losses of state-owned assets and serious idle waste. "As a professional manager of a state-owned enterprise, Shan should have fulfilled the duty of entrusted management, but he ignored the waste materials, resulting in the loss of the company's state-owned assets." The case-handling personnel of Hanjiang State-owned Capital Investment Group Co., Ltd. (hereinafter referred to as "Hanjiang Guotou") in Xiangyang City, Hubei Province have a deep memory, believing that this is a typical case of dereliction of duty by managers of state-owned enterprises.

In 2018, Xiangyang City included the "Urban Central Heating Project" in the "Ten Practical Things" of the municipal government, and Hanjiang SDIC was responsible for the construction and operation.

In September 2018, Xiangtou Energy, a subsidiary of Hanjiang SDIC, was responsible for the heating renovation of 16 residential areas, and stacked the dismantled steel pipes, valves, radiators and other waste materials on its own idle vacant land near Huanshan Road.

It was not until March 2021 that Xiangtou Energy organized an inspection of the urban heating pipeline due to the needs of waste material disposal, and found that all the materials had been lost.

The investigation found that Shan Mou, the former chief engineer (professional manager) of Xiangtou Energy, as the leader in charge of the relevant district heating renovation project, did not perform the management responsibilities of properly disposing of waste materials, and only went to the site to check once during the 30-month period when the materials were stacked in the open air, and did not arrange a special person to be responsible for management. In August 2019, Xiangtou Energy held a manager's office meeting, requiring reasonable classification and strengthening management of waste materials.

Not only that, when the staff reported the loss of materials, Shan neither took the initiative to report to the main person in charge of the company in a timely manner, nor did he take measures to remedy it, and only went to the scene to check after half a month. After the materials were lost, after being urged by the superior leaders, Shan went to the public security organ to report the case.

In 2022, the Hanjiang SDIC Commission for Discipline Inspection (Supervision Commissioner's Office) will seriously investigate and deal with the illegal case of Shan violating work requirements, incorrectly performing his duties, and causing the loss of state-owned assets. In September of the same year, Shan was dismissed from government affairs and terminated from employment.

The relevant responsible comrades of the Hanjiang State Investment Commission for Discipline Inspection (Supervision Commissioner's Office) believe that behind the case are problems such as a lack of sense of responsibility, untruthful work style, ineffective system supervision, and failure to adhere to management at all levels.

As a newly established state-owned heating renovation company, Xiangtou Energy is in urgent need of professional and technical personnel, and Shan was introduced as a professional manager to be responsible for the development of the heating market and the improvement and transformation of heating end customer projects. After serving as a professional manager of a state-owned enterprise, Shan did not really regard himself as the "custodian" and "guardian" of state-owned assets, and knew that there were risks and hidden dangers in the materials stacked in the open air, but still let them go.

At the time of the incident, Xiangtou Energy had not been established long ago, the rules and regulations were not perfect, the personnel structure was relatively young, and when it encountered new situations and new problems, sometimes there were not many solutions, and the word "drag" was adopted. Due to the inaccurate grasp of relevant policies, the company's material management system has not been introduced. When implementing the decision-making and deployment of the superiors, only the supervision was carried out in the form of meetings, and there was no supervision and inspection afterwards, resulting in the pressure conduction being heavy and light.

State-owned assets have been idle for a long time, or even illegally occupied or sold, resulting in losses and waste, and seriously affecting the preservation and appreciation of value

In Fuyang District, Hangzhou City, Zhejiang Province, during the period when the asset operation company under the former Fuchunwan New Town Construction Investment Group was responsible for the management of the fixed assets of Lingqiao Industrial Park, it failed to arrange staff to inventory and check the relevant fixed assets of Lingqiao Water Supply Pumping Station in accordance with regulations, and also failed to implement daily supervision measures, resulting in long-term loss of state-owned assets and illegal occupation and sale by others.

In December 2021, Feng Moumou, director of the group's asset management department, and three others were dealt with accordingly due to poor supervision of state-owned assets. Subsequently, the relevant assets were also recovered.

In the view of Sun Hong, director of the Party Style and Government Supervision Office of the Fuyang District Commission for Discipline Inspection and Supervision, at present, there are many manifestations of idle and waste of state-owned assets: First, assets are "out of control". Some management units have an inaccurate grasp of the current status of their state-owned assets and an unclear base, resulting in some assets being in a state of no one knowing, ignoring and managing for a long time, resulting in idle waste.

The second is to lease at a low price or sign an ultra-long-term lease contract. In the process of leasing and subleasing state-owned assets, either the asset price is significantly lower than the market price, resulting in a shrinkage of asset income, or an ultra-long-term lease contract is signed at one time during the leasing process. Judging from the actual situation, the long-term idleness of state-owned assets is not an isolated case, and the harm and impact should not be underestimated. Du Jinji, deputy secretary of the Luojiang District Commission for Discipline Inspection and deputy director of the Supervision Commission of Quanzhou City, Fujian Province, believes that various localities have adopted various measures to strictly prevent the idle and waste of state-owned assets, which has greatly improved this phenomenon, but there are still some problems. Some state-owned assets have been idle for a long time, or even illegally occupied or sold, resulting in the loss and waste of state-owned assets, and seriously affecting the preservation and appreciation of state-owned assets.

For example, He Fangen, the former chief business manager of the Hebei branch of the Bank of China, improperly performed his duties, resulting in the idle waste of state-owned assets and was expelled from the party. For example, in the second half of 2023, the Commission for Discipline Inspection and Supervision of Huaiyin District, Huai'an City, Jiangsu Province, carried out in-depth special rectification of outstanding problems in the field of supporting housing in urban residential communities, and found that the supporting housing in the community was idle for a long time, arbitrarily occupied, rented at low prices, illegally sold, disposed of in violation of regulations, and changed in use without authorization. The relevant functional departments do not know whether the supporting buildings in the community are built according to the specified area and requirements, whether they are delivered and used in a timely manner according to the regulations, and whether they are exchanged by the development enterprises without permission.

For example, Wang Moumou, former secretary of the municipal district party committee, blindly borrowed money to forcibly promote the construction of a certain project without feasibility study and demonstration, resulting in a large amount of idle and wasteful construction, which not only wasted state assets, but also seriously damaged the image of the party and the government. Another example is that Zhang Fenghuai, former secretary of the party committee and president of the Inner Mongolia Autonomous Region Branch of the Bank of China, was enthusiastic about launching infrastructure projects, took advantage of his position to seek benefits for others, and accepted other people's property and property in a particularly huge amount, causing heavy losses of state-owned assets and serious idle waste, and was expelled from the party.

What's more, when disposing of idle state-owned assets, illegal operations and profiting from them have resulted in a "disguised loss" of assets. Guo Liping, deputy director of the Third Discipline Inspection and Supervision Office of the Qiantang District Commission for Discipline Inspection and Supervision of Hangzhou City, believes that from the investigation and handling of cases, first, the invisible mutation has intensified, and some idle and wasteful problems have appeared through fictitious businesses, the establishment of "shadow companies" and other hidden methods, aiming to illegally transfer or embezzle state-owned assets; Second, it is intertwined with corruption, and some managers use their power to seek personal gains, carry out benefit transfer and power rent-seeking; Third, the methods are more concealed and complex, such as the use of digital means to carry out false transactions, falsify financial data, etc., which brings challenges to the investigation and handling.

Wake up the "sleeping" resources and make the idle assets "live".

In Xiangyang City, the Hanjiang State Investment Commission for Discipline Inspection (Supervision Commissioner's Office) deeply analyzed the case of the loss of state-owned assets, and did a good job in the "second half of the article" to promote reform. Hanjiang SDIC has formulated the "Administrative Measures for Asset Disposal" and "Administrative Measures for Asset Leasing" to comprehensively standardize all aspects of asset disposal and leasing, so as to manage power, people and affairs with the system, and standardize discretionary power. In response to the problem that the asset management system of some subsidiaries is not sound and the implementation is not in place, Hanjiang SDIC urged the subsidiaries to improve the asset use, management and disposal systems, and build a complete and pragmatic system.

Only when the foundation is clear can the path be clear. Hanjiang SDIC has established a sound asset management institution, clarified that a special person is responsible for asset operation and management, and formed a supervision chain with hierarchical responsibility and closed-loop operation. Improve the asset management ledger, rely on smart management methods, and strengthen the query and tracking of the use and management status of state-owned assets.

Discipline inspection and supervision organs at all levels pay close attention to the implementation of state-owned assets supervision responsibilities and weave a dense supervision network. The discipline inspection and supervision agency of state-owned assets and state-owned enterprises in Quanzhou City has developed and built an online supervision system for state-owned assets and state-owned enterprises around the common problems fed back by the municipal party committee's inspection, and urged the municipal state-owned enterprises to do a good job in the "second half of the article" of inspection and rectification. At present, more than half of the idle assets have been revitalized.

The Commission for Discipline Inspection and Supervision of Jurong City, Jiangsu Province, focused on the problem of "some state-owned assets are idle and not revitalized" fed back by the special audit, combined with the rectification of the problem, carried out special supervision and inspection, and promoted the revitalization and utilization of 78,300 square meters of stock land, 61 new real estate uses, and realized the increase in asset income and expenditure of more than 400 yuan.

Pan Xiongwei, deputy director of the Fifth Discipline Inspection and Supervision Office of the Jurong Municipal Commission for Discipline Inspection and Supervision, analyzed that in reality, the amount of assets is large and the base is not clear, the stock is scattered and the efficiency is not high, the process is complex and the internal control is not strict, and the supervision is diversified and the linkage is insufficient, which may make the state-owned assets idle. Daily supervision and inspections have found that individual units have a weak awareness of state-owned asset management, and there is a tendency to emphasize capital over assets, quantity over efficiency.

Pan Xiongwei suggested that, on the one hand, focus on key regions, key enterprises, and key projects, strengthen the supervision and inspection of the effectiveness of asset revitalization, and supervise the implementation of relevant incentive and restraint measures. On the other hand, in accordance with the idea of "re-standardizing in advance, emphasizing prevention and control during the event, and re-rectifying after the event", we will continue to consolidate the results of supervision and rectification, and promote functional departments to make up for management shortcomings, plug system loopholes, and improve the supervision system. At the same time, with precise case handling as the starting point, we will deepen the use of cases to promote reform and governance, and through the investigation and handling of a number of cases, the governance of a field, the summary of a type of law, and the education of cadres, we will escort the management of state-owned assets with high standards and promote the preservation and appreciation of state-owned assets.
