The Central Meteorological Observatory continued to issue a typhoon orange warning at 06 o'clock on September 15: this year's No. 13 typhoon "Bebinca" has strengthened into a typhoon on the night of the 14th, and its center is located at 5 o'clock in the morning of Zhoushan City, Zhejiang Province, about 520 kilometers east of the East China Sea, on the sea surface of the East China Sea, that is, 29.1 degrees north latitude and 127.5 degrees east longitude, the maximum wind near the center has 12 (33 m / s), the minimum pressure at the center is 975 hPa, and the radius of the seven-level wind circle is 100-250 kilometers. The radius of the ten-level wind circle is 100-120 km.
It is expected that "Bebinca" will move west-northward at a speed of 20-25 kilometers per hour, and its intensity will continue to increase, gradually approaching the east coast of China, and will make landfall along the coast from Ningbo, Zhejiang to Qidong, Jiangsu from the night of the 15th to the morning of the 16th (typhoon or strong typhoon, 12~14, 35~42 m/s), and the intensity will gradually weaken after landfall.
Gale forecast: From 08:00 on September 15 to 08:00 on the 16th, most of the East China Sea, the southern part of the Yellow Sea, northeast Zhejiang, Shanghai, and southeastern Jiangsu will have 6-8 gales with gusts of 9-10, and some parts of the northern part of the East China Sea, the coast of Shanghai, the southeastern coast of Jiangsu, Hangzhou Bay, the Yangtze River estuary area, and the waters near the Zhoushan Islands will have strong winds of 9-11 and 12-13 gusts, and the winds in the nearby sea areas or areas where the center of "Bebinca" passes can reach 12-14 and 15-16 gusts.
Precipitation forecast: From 08:00 on September 15 to 08:00 on the 16th, there will be heavy to heavy rain in southern Jiangsu, northern Zhejiang, and Shanghai, and heavy rain (100-200 mm) in some areas.

Waves: 4 to 6 meters of high waves to wild waves will occur in the coastal waters of Shanghai and northern Zhejiang, 3 to 4.4 meters of large waves to giant waves will occur in the coastal waters of southern Jiangsu, and 2 to 3 meters of medium to large waves will occur in the coastal waters of southern Zhejiang.
Storm surge: 80 to 220 cm of storm water will occur along the coast from Yancheng in Jiangsu Province to the north shore of Hangzhou Bay, and 70 to 150 cm of storm water will occur along the coast of Hangzhou Bay to Ningbo in Zhejiang.

The Jiangsu Maritime Safety Administration launched an anti-typhoon level III response from 10:30 on September 14, and required all port and shipping enterprises and ships to conscientiously implement a series of anti-typhoon measures.

The shipping companies urge their ships to choose safe waters to anchor in a timely manner, and all terminal units stop loading and unloading operations in a timely manner as required;

Ships berthing at the wharf and ships under construction in the shipyard are reinforced with cables or explosion-proof cables, and the outer anchors are thrown to prevent the drift of broken cables;

Container ships should be fastened and lashed to prevent containers from falling into the water;

Large seagoing vessels are preferentially anchored at seagoing anchorages, and small seagoing vessels are anchored in the waters of the Jieshui and Jiajiang rivers.

From 12 o'clock on September 15, all ferries and tourist passenger ships in Jiangsu will be suspended, and all ships will stop sailing.
Some trains will be temporarily suspended
The reporter learned from China Railway Shanghai Bureau Group Co., Ltd. that affected by Typhoon No. 13 "Bebinca", in order to ensure the safety of railway transportation and passenger travel, the railway department plans to take temporary suspension measures for some passenger trains passing through Hangzhou-Shenzhen high-speed railway, Hangzhou-Ningbo high-speed railway, Jinshan line, Pudong line and other lines from September 15 to 16, and some passenger trains passing through Hangzhou-Taiwan high-speed railway, Hangzhou-Changzhou high-speed railway, Shanghai-Kunming high-speed railway, Hehang-Hangzhou high-speed railway and other lines on September 16.
Passengers who have purchased tickets for suspended trains can apply for a refund online within 30 days (including the day) from the date of travel on the ticket, or return the ticket at the station with the original valid ID used to purchase the ticket (if the reimbursement voucher has been printed, please hand it over to the station window staff), and no handling fee will be charged.
