On September 7, the 4th Maritime Silk Road Central Legal District Forum opened in Xiamen, and guests from home and abroad exchanged views on the theme of "Legal Guarantee Reform, Opening-up and Development - Ensuring High-quality Belt and Road Cooperation" with the Construction and Service of the Maritime Silk Road Central Legal District. Zhou Zuyi, Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress, attended the opening ceremony and delivered a speech. Luo Dongchuan, deputy secretary of the provincial party committee and head of the leading group for the construction of the Maritime Silk Road Central Legal District, presided over the meeting.
Zhou Zuyi welcomed all the guests attending the forum and expressed his gratitude to friends at home and abroad who have been committed to promoting the construction of the rule of law for a long time and caring about and supporting the development of Fujian. Zhou Zuyi pointed out that Fujian is the eastern starting point of the ancient Maritime Silk Road and the core area of the 21st Century Maritime Silk Road. Since the establishment of the Maritime Silk Road Central Legal Zone, we have taken it as an important starting point for deeply integrating into the Belt and Road Initiative and building the rule of law in Fujian, actively building a public legal service platform, gathering high-end legal resources, improving the international commercial and maritime dispute settlement mechanism, strengthening the protection of intellectual property rights, and promoting digital political and legal innovation.
Zhou Zuyi stressed that Fujian will thoroughly study and implement Xi Jinping Thought on the Rule of Law and the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, strengthen its responsibility, give full play to its advantages, and continuously deepen the construction of the Maritime Silk Road Central Legal District, so as to better gather the power of the rule of law for the practice of Chinese-style modernization in Fujian. We will continue to create a good environment for the development of enterprises, and ensure that all forms of ownership of the economy use production factors equally in accordance with the law, participate in market competition fairly, and are equally protected by law. We will continue to improve the new mechanism of opening up and cooperation, strengthen legal service cooperation with countries and regions along the "Belt and Road", and accelerate the creation of a comprehensive and full-chain legal ecosystem. We will continue to build a preferred venue for foreign-related legal services, improve the full-cycle, one-stop legal service system, and launch a number of reform measures in areas such as unimpeded legal aid channels and the handling of commercial disputes. We will continue to cultivate and develop new forms of legal technology, accelerate the development of smart legal affairs, and further improve the quality and efficiency of legal services. Zhou Zuyi hoped that the guests who participated in the forum would share more experiences and send treasures, jointly build the Maritime Silk Road Central Legal District, and help build a higher level of rule of law in Fujian.
Zhou Zuyi and the representatives of the guests at the meeting jointly unveiled the "Procuratorial Service Center of the Maritime Silk Road Central Legal District", "Taiwan-related Public Legal Service Center of the Maritime Silk Road Central Legal District" and "Xiamen International Arbitration Court".
Sun Xiaofang, Deputy Secretary-General of the Central Political and Legal Commission, Wang Hongxiang, Secretary of the Party Leadership Group of the China Law Society, Wang Shumei, Deputy Ministerial-level Full-time Member of the Adjudication Committee of the Supreme People's Court, Shi Weizhong, Deputy Ministerial-level Full-time Member of the Procuratorial Committee of the Supreme People's Procuratorate, Li Mingzheng, Vice Minister of Justice, and Yu Jianlong, Vice President of the China Council for the Promotion of International Trade, delivered speeches successively. At the opening ceremony, the 2024 "Belt and Road" legal service typical cases were also released.
