The introduction of the housing subsidy policy in Changchun City ushered in a major benefit

In the early autumn of August, the "Implementation Rules for the Housing Purchase Subsidy Policy in Changchun City" (hereinafter referred to as the "Implementation Rules") was officially promulgated, with inclusive housing loan interest discounts and consumption vouchers, "trade-in" policies, and policy packages such as housing subsidies for farmers and college graduates, bringing full sincerity to buyers in Spring City.

According to the relevant provisions of the "Implementation Rules", the next form of housing purchase subsidies in Changchun City is more diversified than before.

Inclusive subsidies will be given to home buyers, among them, interest subsidy will be given to those who purchase houses with loans, and 15,000 yuan of housing purchase vouchers will be given to those who purchase houses with one-time payment. The loan discount policy refers to the use of provident fund and commercial loans to purchase new commercial housing in the main urban area and development zone of the city, and the financial discount of 1% per year (the maximum discount is 10,000 yuan/year) will be given according to the initial loan amount, and the discount period is 3 years, which will be issued in equal amounts on a monthly basis.

For "trade-in" buyers, that is, during the implementation period of the policy, the "trade-in" individuals who sell second-hand housing first and then purchase new commercial housing, the discount ratio will be increased to 2% (the maximum discount is 20,000 yuan/year), and the one-time payment for housing purchase vouchers will be increased to 30,000 yuan/set.

For farmers and college graduates to buy houses, exclusive housing subsidies will be given. For farmers who enter the city to purchase the only newly built commercial housing in the main urban area and development zone of the city, they will be given a house purchase subsidy of 200 yuan/square meter, and the maximum subsidy amount shall not exceed 20,000 yuan. For college graduates who stay for employment within 5 years of graduation and buy the first house in the province in the administrative district of Changchun City, they will be given a one-time house purchase subsidy according to the standards of 80,000 yuan, 50,000 yuan and 30,000 yuan for doctors, masters and undergraduates.

In addition, buyers who buy houses on a "trade-in" basis can also enjoy the preferential treatment of tax refunds for the individual income tax paid on the sale of their houses in accordance with the relevant regulations of the Ministry of Finance and the State Administration of Taxation.

Since there are many forms of subsidies involved in the "Implementation Rules", the majority of home buyers are also reminded that the platform for applying for various subsidies, the application time, and the requirements that need to be provided must be remembered.

First of all, there is no need to apply for the subsidy of loan interest discount, but it should be noted that the loan mortgage registration time is until February 28, 2025 at the latest, and those who have not completed the mortgage registration after the expiration date cannot enjoy the interest discount policy. The subsidized funds are disbursed to the repayment bank card of the main borrower on a monthly basis.

Buyers who purchase houses with a one-time payment method should pay attention to the application for housing purchase consumption vouchers, and need to pay attention to the "Changchun Housing Leasing" official account, register and log in to the account to apply for inclusive or "trade-in" housing purchase vouchers. Among them, the "trade-in" housing purchase voucher also needs to be verified by the system for the second-hand housing transaction information, and only those who meet the conditions can apply. If the application is successful, you can get a verification code for housing purchase vouchers. The verification code of the house purchase voucher needs to be bound to the new housing contract of the real estate development enterprise, and the purchase price can be fully deducted after binding.

It should be noted that during the implementation period of the policy, buyers who purchase multiple sets of newly built commercial housing can only enjoy the loan discount or housing purchase voucher policy for the first purchase.

For farmers who go to the city to buy a house, they need to present the household registration booklet, the identity certificate of the village committee, the buyer's resident ID card, and the savings card in his name

Regarding the "Implementation Rules", there are some matters that deserve the attention of the majority of home buyers.

First of all, whether it is the purchase of newly built commercial housing or the second-hand housing sold by buyers who meet the "old for new" policy, the scope of subsidies can be enjoyed in the main urban area and development zone of Changchun City, excluding Shuangyang District, Jiutai District and counties (cities).

Secondly, the newly built commercial housing mentioned in the detailed rules does not include houses that have not been registered and confirmed, second-hand housing, and non-residential buildings such as commercial buildings and office buildings. In addition to the newly built commercial housing, the housing purchase subsidy for college graduates also includes second-hand housing and apartments that are actually used for living.

Thirdly, loan interest discounts or housing purchase vouchers, housing purchase subsidies for urban farmers, and housing purchase subsidies for college graduates can be superimposed. The housing purchase subsidy for college graduates and the "settlement subsidy" supported by the "Provincial Talent Development Special Fund" shall not be enjoyed repeatedly.

Finally, from the perspective of the subsidy payment time, in addition to the housing purchase subsidy policy for college graduates (the purchase time is from April 22, 2024), the contract signing or real estate transfer registration time must be from 0:00 on August 15, 2024 to 24:00 on December 31, 2024. For buyers who take out loans to purchase houses, the time for completing mortgage registration can be extended to 24:00 on February 28, 2025, and the application time for farmers to purchase housing subsidies in urban areas can be extended to January 31, 2025 at the latest.

Since June, the real estate macro policy level has issued a series of favorable policies, and in August, with the gradual effect of the policy, the Changchun property market has shown a more obvious heating trend.

Due to the situation and appropriate measures, Changchun City timely launched the relevant policies and measures of the "Implementation Rules of Changchun Housing Subsidy Policy", which will further stimulate the vitality of the real estate market, release the potential of housing purchase and consumption, and promote the stabilization of Changchun's property market.

In order to implement the "Notice of the Jilin Provincial Party Committee of the Communist Party of China and the People's Government of Jilin Province on Several Measures to Promote the Employment and Entrepreneurship of College Graduates", "The General Office of the People's Government of Jilin Province Issued the Notice on Several Policy Measures to Accelerate the High-quality Development of the Service Industry", "The Notice of the Department of Housing and Urban-Rural Development of Jilin Province on Doing a Good Job in Housing "Trade-in" and other documents, further optimize the real estate regulation and control policies, accelerate the digestion of the stock of commercial housing, and promote the steady development of real estate. The detailed rules for the implementation of the housing subsidy policy in Changchun City are announced as follows.

1. Subsidy policy

(1) Policies on loan purchase interest discounts and housing purchase consumption vouchers. From August 15, 2024 to December 31, 2024, individuals who use provident fund and commercial loans to purchase newly built commercial housing in the main urban area and development zone of the city will be given a financial discount of 1% per year according to the initial loan amount (the maximum discount is 10,000 yuan/year), and the discount period is 3 years, which will be paid in equal amounts on a monthly basis. For individuals who adopt a one-time payment method to purchase newly built commercial housing, a one-time purchase voucher of 15,000 yuan/set will be issued.

During the implementation period of the policy, individuals who sell second-hand housing first and then purchase new commercial housing "trade-in" will have the interest discount ratio increased to 2% (up to 20,000 yuan/year) for loan purchases, and the one-time payment for housing purchase consumption vouchers will be increased to 30,000 yuan/set.

(2) Subsidy policies for farmers in urban areas. From August 15, 2024 to December 31, 2024, farmers who enter the city will be given a house purchase subsidy of 200 yuan/square meter for those who purchase the only newly built commercial housing in the main urban area and development zone of the city, and the maximum subsidy amount shall not exceed 20,000 yuan.

(3) Housing subsidy policy for college graduates. From April 22, 2024, college graduates (including full-time doctors, masters, undergraduates, and overseas equivalent students certified by the Ministry of Education) within 5 years of graduation, who have signed a labor (employment) contract with an employer in the city (excluding county (city), district and above or refer to the civil service system management units and institutions) for more than 1 year, as well as flexible employment or self-employment, and pay social insurance premiums in accordance with the regulations, purchase the first set of newly built commercial housing and second-hand housing in the province within the administrative area of the city. and apartments (excluding other commercial, office and other non-residential) for actual use, according to the standard of 80,000 yuan, 50,000 yuan and 30,000 yuan for doctors, masters and undergraduates.

(4) "Trade-in" tax refund policy. Natural persons who meet the requirements of the Announcement on Extending the Implementation of Individual Income Tax Policies Related to Supporting Residents to Purchase Housing (Announcement No. 28 [2023] of the Ministry of Finance, the State Administration of Taxation and the Ministry of Housing and Urban-Rural Development) will be entitled to a tax refund of the individual income tax paid on the sale of their housing.

Second, the application process

(1) Loan interest discount

Eligible individuals who take out a loan to purchase a house can extend the loan mortgage registration time to February 28, 2025, and can enjoy the loan interest discount policy without applying, and those who have not completed the mortgage registration cannot enjoy the interest discount policy.

The real estate registration department shall enter the account number information of the main borrower's repayment bank card when handling the mortgage business, and if the buyer is a graduate of a university or vocational college who is in line with the housing policy for long-term employment, it is necessary to scan and archive the relevant materials such as the talent introduction document, graduation certificate (or academic information network certificate) at the same time.

The housing management department verifies the mortgage registration information of the buyer's loan on a monthly basis, and also needs to verify the registration information of the transfer of second-hand housing real estate for those who enjoy the "trade-in" policy. If the verification is passed, the discount funds will be issued to the repayment bank card of the main borrower on a monthly basis after the financial funds are in place.

(2) Consumption vouchers for house purchases

Individuals who purchase a house with a one-time payment method can follow the "Changchun Housing Lease" official account through WeChat on their mobile phones, register and log in to the account to apply for housing purchase vouchers (only one type of housing purchase voucher can be applied, and only one can be applied). The "trade-in" housing purchase voucher also needs to be verified by the system for the transaction information of second-hand housing, and only those who meet the conditions can apply for it. If the application is successful, you can get a verification code for housing purchase vouchers.

When a real estate development enterprise signs a commercial housing sales contract with a buyer, it needs to enter the verification code of the housing purchase consumption voucher (each house can only verify 1 housing purchase consumption voucher verification code) for contract binding, and the purchase price can be fully offset after binding.

For those who have successfully verified and cancelled the housing purchase vouchers and completed the contract filing, the housing purchase voucher funds will be allocated to the real estate development enterprises in a lump sum according to the process after the end of the policy implementation period.

(3) Housing subsidies for farmers in urban areas

Eligible farmers are required to provide the following materials:

(1) The Home of the household registration book and the buyer's own page;

(2) Supporting materials issued by the village committee to prove the identity of the farmer (see Annex 2 for the certificate template);

(3) The buyer's resident ID card;

(4) A type of savings card under the name of the buyer (the full name of the opening bank should be filled in when filling in);

(5) If the buyer of the commercial housing sales contract is more than one person and is jointly owned, the consent letter of all the co-owners shall be submitted (see Annex 3 for the template of the consent letter of the co-owners).

Applicants log in to the Changchun Policy Service Online Hall (https://zc.zsj.changchun.gov.cn), register account information, fill in the application form, and submit application materials for application, each person can only submit it once. If the application is approved or the materials do not meet the requirements, the applicant will be fed back in the form of SMS. The application period can be extended to January 31, 2025, and during the policy application period, applicants can submit or modify the application materials, and will not be accepted after the deadline.

(4) Housing subsidies for college graduates

After eligible college graduates purchase a house, they can apply to the public employment service agency of the county (city) or district where the property is located, fill in the "Application Form for One-time Housing Purchase Subsidy for Employment and Entrepreneurship of College Graduates in Changchun City", and submit the following materials:

(1) The original and photocopy of the buyer's resident ID card (residence permit for Hong Kong, Macao and Taiwan residents);

(2) The original and photocopy of the buyer's graduation certificate (graduates of overseas and Hong Kong, Macao and Taiwan colleges and universities need to provide the academic degree certification issued by the Service Center for Scholarly Study of the Ministry of Education);

(3) Details of the buyer's own social insurance contributions;

(4) The buyer's social security card bank account;

(5) Employees shall provide the original and photocopy of the Labor Contract, the original and photocopy of the Employment Approval Form shall be provided by the personnel of government agencies, the original and photocopy of the Employment Contract shall be provided by the personnel of public institutions, the electronic certificate of the Employment and Entrepreneurship Certificate shall be provided by the flexibly employed personnel, and the original and photocopy of the Copy of the Business License shall be provided by the entrepreneur;

(6) The original and copy of the real estate property right certificate of the buyer or the commercial housing sales contract that has been filed;

(7) Inquiry voucher of the buyer's real estate registration information;

(8) If both husband and wife meet the application conditions, the original and photocopy of the Marriage Certificate shall be provided.

3. Relevant provisions

(1) The main urban area and development zone of this city as used in these detailed rules do not include Shuangyang District and Jiutai District.

(2) The term "newly built commercial housing" as used in these Detailed Rules does not include unregistered project housing, second-hand housing, and non-residential housing such as commercial buildings and office buildings. The term "the only newly built commercial housing of an individual" refers to the housing that is queried through the Changchun Real Estate Market Information System and has only one set of effective commercial housing registration information or online contract filing information under the individual's name.

(3) The time for purchasing new commercial housing shall be subject to the time when the sales contract is signed through the Changchun commercial housing online signing system and the contract filing is completed. The transaction time of second-hand housing is subject to the time when the registration of real estate transfer is completed. In addition to the housing subsidy policy for college graduates, the time for signing the contract or registering the transfer of real estate must be from 0:00 on August 15, 2024 to 24:00 on December 31, 2024.

(4) Loan interest discounts or housing purchase consumption vouchers, housing purchase subsidies for urban farmers, and housing purchase subsidies for college graduates can be enjoyed in combination. During the implementation period of the policy, buyers who purchase multiple sets of newly built commercial housing can only enjoy the loan discount or housing purchase voucher policy for the first purchase. During the loan discount period, if there is a residential housing transaction or the loan is repaid in advance, the interest discount policy will be suspended.

(5) If you take out a loan to purchase a house, you shall complete the mortgage registration procedures at the real estate registration department, and the time for completing the mortgage registration can be extended to 24:00 on February 28, 2025.

(6) In the "trade-in" policy of these Rules, the second-hand housing and the newly built commercial housing shall be located in the main urban area and development zone of the city, and the registration time for the completion of the transfer of real estate for the second-hand housing shall be before the signing of the contract for the sale and purchase of the commercial housing, and the original owner of the real estate right of the second-hand housing shall be the buyer or one of the buyers of the purchase contract for the newly purchased commercial housing. Individual income tax refund should be applied to the tax department.

(7) If the farmer who enters the city in line with the housing purchase subsidy policy has more than one person and is co-owned by shares, each person can only apply for the housing subsidy for the co-ownership part by shares, and the maximum subsidy amount shall be determined according to the proportion of co-ownership by shares.

(8) The graduation time of graduates of colleges and universities in China in these detailed rules shall be subject to the graduation time indicated on the graduation certificate, and the graduation time indicated on the certificate of foreign academic qualifications and degrees issued by the Service Center for Overseas Study of the Ministry of Education shall prevail for overseas students. If only the month is marked, the last day of the month shall prevail.

The housing purchase subsidy for college graduates and the "settlement subsidy" supported by the "Provincial Talent Development Special Fund" shall not be enjoyed repeatedly; Similar policies such as rental subsidies for college graduates in Jilin Province, rental subsidies for high-level talents in Changchun City, rental and living subsidies for college graduates in Changchun City, and talent apartment subsidies in Changchun Youth Talent City shall not be enjoyed at the same time. Those who have already enjoyed the same policy can apply for a one-time housing purchase subsidy as required after applying for the suspension of relevant benefits. Similar policies such as housing purchase subsidies for high-level talents in Changchun City, one-time housing purchase subsidies for fresh graduates, housing security support projects for talents, and settlement subsidies for college graduates shall not be enjoyed repeatedly. From April 22, 2024, those who apply to enjoy the same policies in Changchun City and are lower than the one-time housing purchase subsidy standard shall be given a compensation difference in accordance with the regulations.

During the implementation period of the policy, if the buyer himself is a college graduate who has been employed and started a business in Changchun within 5 years of graduation, he can apply for a one-time house purchase subsidy, and each person is limited to one application, and it will not be accepted after the time. The purchase time of commercial housing (including apartments) shall be subject to the time of online signing of the sales contract, and the purchase time of second-hand housing (including apartments) shall be subject to the time of obtaining the real estate ownership certificate. If there is more than one registrant on the same real estate property certificate, in principle, only one qualified college graduate can apply for it once; If two people are husband and wife, and both are eligible college graduates, both can apply at the same time.

(9) If the applicant checks out or applies for the payment method of the first policy purchase contract from a loan to a non-loan, an application for cancellation shall be submitted, and if the approval is passed and the funds are not allocated, the acceptance department will not allocate it; If the disbursement has been made, the applicant or the real estate development enterprise shall return the relevant funds to the account designated by the acceptance department. If the applicant's commercial loan is converted into a provident fund loan, or if the loan amount in the mortgage registration information is changed, the interest will be discounted according to the loan amount after the change.

(10) Within the scope of the law, if force majeure and other factors occur, the issuance and use of relevant subsidies are changed or adjusted, the relevant announcements of government departments shall prevail.

(11) In order to ensure the orderly progress of the activities, if the real estate development enterprises and buyers have cheating and violations (such as swiping, cashing, etc.), the relevant subsidy funds will be recovered. where a violation or crime is constituted, it is to be requested that the public security organs investigate and handle it in accordance with laws and regulations.
