In order to thoroughly study and implement the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, implement the spirit of the Standing Committee (Enlarged) Meeting of the Shandong Women's Federation, the Seventh Working Conference on Women and Children of Heze City and the Promotion Conference of the Establishment of Child-Friendly Cities in the City, accelerate the implementation of the indicators of the "14th Five-Year Plan for Women's Development of Heze City" and the "14th Five-Year Plan for Children's Development of Heze City", and promote the creation of child-friendly cities, from now on, a special column of the "Two Plans" will be set up to display the member units of the Municipal Working Committee for Women and Children. The member units of the Municipal Leading Group for the Establishment of Child-Friendly Cities and the counties (districts) have implemented the tasks of the "Two Plans" and the experience, practices, highlights and achievements of the establishment of child-friendly cities, continuously created a new situation of high-quality development of women and children in the city, and made new and greater contributions to accelerating the realization of "breaking through Heze and catching up with others".

In recent years, under the strong leadership of the Municipal Party Committee and the Municipal Government, the Municipal Development and Reform Commission has given full play to its departmental functions, focusing on planning guidance, project driving, and carrier support, helping the construction of a national child-friendly city, and promoting the high-quality development of women and children in the city to achieve positive results.
The first is to strengthen planning and guidance, and clarify the direction of high-quality development of women and children's causes. The Municipal Development and Reform Commission has always regarded the promotion of the all-round development of women and children as a major practical matter of people's livelihood, placed it in an important position, and planned in a global scope, whether it is the preparation of plans or the formulation of a three-year action plan for green, low-carbon and high-quality development, the work of women and children has been emphasized. In particular, the city's "14th Five-Year Plan" and the outline of the long-term goals for 2035 focus on "coordinating and improving the basic social service system, focusing on safeguarding the rights and interests of women and children, and making the social family more warm and harmonious". Compile the "Heze City's "14th Five-Year Plan" High-quality Overall Solution for Elderly Care Services, introduce the basic public service standards of Heze City, and include "children's health services and child care services" in the "Municipal Basic Public Service Standards (2023 Edition)", effectively promote the equalization and standardization of public services in the fields of children's services, education, medical care, culture and sports, and strengthen the construction of supply capacity.
The second is to strengthen project construction and consolidate the foundation for the high-quality development of women and children. The Municipal Development and Reform Commission has always regarded project construction as an important starting point for accelerating the high-quality development of women and children's causes, and has worked with relevant departments of counties, districts and municipalities to carefully study national and provincial policies, pay close attention to the direction of capital investment, carefully organize and implement major livelihood projects such as education power, inclusive childcare, and high-quality and efficient medical and health services, and plan, demonstrate, and reserve 70 key projects. Help the project unit to improve the preliminary procedures such as project approval, land pre-examination, planning and design, and provide favorable conditions for obtaining local government special bonds and funds in the central and provincial budgets. Since the "14th Five-Year Plan", through active docking and reporting, we have increased our efforts to strive for the top, and have won policy funds in the social field for a total of 153 projects. The acceleration of the construction of the project will effectively improve the level of protection for the development of women and children.

The third is to strengthen carrier support and strengthen the high-quality development platform for women and children. The Municipal Development and Reform Commission adheres to the creation of child-friendly cities as a key measure to improve the high-quality development of women and children, implements the child-friendly transformation of various facilities into the project from the perspective of "one meter high", and combs and forms a list of key projects for the construction of child-friendly cities in the city, with 27 projects in reserve, of which 10 projects are included in the national major construction project database. In 2023, two projects, including the construction of a slow travel system for children in Luxi New District and the child-friendly reconstruction of Jinghu Park in Dingtao District, will strive for 10 million yuan in the central budget. This year, together with the Municipal Women's Federation, we planned, reserved and reported 6 child-friendly construction projects, involving multi-field child-friendly reconstruction. The establishment of child-friendly cities will effectively improve the development environment for key groups such as women and children.

In the next step, the Municipal Development and Reform Commission will continue to plan and promote the cause of women and children at the strategic height of promoting the high-quality development of the population, and combine the preparation of the "15th Five-Year Plan" to improve the policy system for the development of women and children's causes, highlight the construction of high-quality projects, improve the equalization level of public services, and rely on the creation of child-friendly cities and other carriers to explore new paths and new models with Heze characteristics, and make positive contributions to creating a new situation in the development of women and children in our city.
