In recent years, southern Shaanxi has firmly established the concept that lucid waters and lush mountains are invaluable assets, and has made great progress in green recycling development by relying on its own unique resource advantages. Unlike northern Shaanxi and Guanzhong, southern Shaanxi has no bulk energy resources such as coal and natural gas, as well as cutting-edge scientific and technological reserves and a complete industrial manufacturing base. However, the unique resource endowment in southern Shaanxi, such as the rich biological resources, sufficient water resources, and superior eco-tourism conditions in the Qinba Mountains, provides a good innate advantage for the construction and development of a diversified, green and circular economic system in southern Shaanxi.
In October 2021, Shaanxi Province issued the "14th Five-Year Plan for the Green Cycle Development of Southern Shaanxi", which clearly and systematically promotes the overall development of southern Shaanxi with four strategic positions: a national important ecological security barrier, a national high-quality ecological product supply base, a national green tourism and health tourism demonstration base, and a regional important transportation and logistics hub. Hanzhong City continues to make efforts around six major industrial chains, among which it focuses on the advantages of medicinal material planting and vigorously develops biomedical clusters, and leading pharmaceutical companies such as Yangtze River Pharmaceutical Group and Correction Pharmaceutical Group have settled down successively. The new energy industry is booming, four pumped storage projects such as Caoping and Shanyang have been approved, and the first unit of Zhen'an pumped storage power station will be connected to the grid and put into operation soon. Relying on tourism resources, we will build a number of high-quality theme tourism routes and health care bases. It can be said that the cornerstone of the local green recycling industry has been laid, and the outline of the industry has gradually become clear.
1. Improve the top-level layout and avoid homogeneous competition
Focusing on the overall development of the southern Shaanxi area, we emphasize the linkage of the whole region and multi-point flowering. Highlight the differentiated advantages of various localities, avoid disorderly competition and homogeneous development, and avoid low-level redundant construction crowding out development resources. Focusing on the general policy of green and circular development, the overall design, planning guidance, and multi-party cooperation guide the block industry to exert its own efforts and interact with each other in the form of industrial synergy.
Highlight the specialized, personalized and chain-based development of regional industries, encourage all districts, counties and development zones to focus on the development of a number of advantageous leading industries, incubate and cultivate 1-2 representative industries of new quality productivity, and cultivate a number of "single champions" and "invisible champions" with strong competitiveness and radiation surface. Strengthen the extension of the industrial chain, improve the industrial cluster ecosystem through the construction, strengthening, supplementing and extending of the chain, form the dislocation development of industries in various places, complement each other's advantages, and enhance the ability of industrial radiation and driving. Taking Hanzhong as an example, the local area takes the authentic Chinese herbal medicine resources as a starting point, actively lays out the biomedical industry chain, increases investment in the whole chain of planting, technology, processing, warehousing and logistics, cultivates a variety of geographical indication products, and the advantages of the complete industrial chain attract many leading domestic pharmaceutical industries to invest and settle down, so that the local traditional Chinese medicine industry can enter the "fast lane" and "main line".
2. Innovate the development model and create high-quality projects
Industrial development without the project is a castle in the air, a source of water, the quality of the project to a large extent determines the "quality" of the industry. The key to building high-quality projects is to clarify the industrial development outline, plan and goals, and resolutely do not do industrial projects that do not match the development vision of ecology, green and recycling, and resolutely do not do industrial projects that "pick up sesame seeds and throw watermelons". Second, it is necessary to consider the principle of adapting measures to local conditions, based on local resources, industrial characteristics, development foundation, potential and many other factors, what is suitable for what to do, and what is lacking to make up, so as to enhance the overall competitiveness. The third is to focus on "expansion and optimization" planning projects. The early planning includes the "advance amount" and appropriately "leaves blank" for the later stage. Focusing on the direction of industrial optimization, the approval standards will be appropriately revised, and the structural optimization will be promoted in an orderly manner to improve the quality and efficiency of industrial development.
Fully understand the role of the EOD model (and eco-environment-oriented development model) as an accelerant for the regional economy, and "match the fat and thin" ecological environment governance projects with strong public welfare and poor returns with related industries with good returns, so as to improve the hematopoietic function of ecological environment governance projects while stimulating economic development and achieving a double harvest of ecological protection and economic development. In January this year, the Ankang Yuehe Hengkou section of the ecological environment governance project was selected into the national EOD project library, the project in order to solve the sewage pipe network is not perfect, the water circulation is poor, the degradation of the water ecosystem and other outstanding environmental problems, in accordance with the "water control first, water production, production and water protection" idea to expand the "hot spring health + agriculture, cultural tourism + green manufacturing" diversified business format, to achieve high-level protection of the ecological environment and high-quality development of the industrial economy, has a good reference significance for other regions.
3. Promote green consumption and build a recycling-oriented system
From the perspective of the supply side, we should strengthen the supply of green and high-quality agricultural products, improve the whole-process supervision system for the production, circulation, testing and traceability of agricultural products, and continuously improve the market recognition of green agricultural products. Promote green design of key products, guide the use of environmentally friendly raw materials, and promote product design solutions that are easy to disassemble, easy to classify, and easy to recycle. Increase the application of low-carbon technologies and the substitution of green and low-carbon industries, and promote the low-carbon transformation of traditional industries. Vigorously promote the construction of green factories and low-carbon parks, and further promote the circular development of parks.
From the perspective of consumption, establish and improve a unified green product standard, certification and labeling system, innovate and optimize the promotion mechanism of green products such as energy-saving household appliances and water-saving appliances, and encourage consumers to purchase green label products. Broaden the circulation channels of green products, support shopping malls, supermarkets and other circulation enterprises to open "green counters", and use new consumption platforms such as online live broadcasts and community group buying to promote green consumption. Improve the government's green procurement system, and increase the application of relevant standards for green products in government procurement. Promote state-owned enterprises and key enterprises to take the lead in establishing and improving green procurement management systems. Implement the green supply chain market supervision system, further improve the market access and traceability system for green products, and accelerate the formation of a safe, convenient and honest green consumption environment.
Fourth, increase support to achieve full-cycle management
Build all-round support for the green recycling industry and inject vitality into the development of new quality productivity. First, it is necessary to give full play to the integrated chain development of "learning, research, production and application", give full play to the forces of universities, scientific research, enterprises and society, promote the rapid incubation and fission growth of green industries such as new materials and new energy, realize industrial clustering, and enhance business cohesion. The second is to establish a full life cycle of "incubation, investment, construction, investment and operation", comprehensively evaluate the market prospects and economic benefits of green recycling projects, and ensure that the green industry continues to "innovate" through the dynamic adjustment mechanism. The third is to promote a diversified and systematic guarantee and support mechanism. Explore the establishment of mechanisms such as "counterpart package grasping" and "sinking management". Optimize parallel approval, tolerant approval, and implement "one-stop approval". Fully implement preferential tax policies to support energy-saving, water-saving, and environmental protection industries. Increase financial investment, and adopt the method of "key enterprises + financial funds + social investment" to support key projects for the development of circular economy. Fourth, improve the green financial system, increase green credit support, encourage the issuance of green bonds, actively develop financing tools based on various environmental rights and interests, and accelerate the formation of a green financial model with southern Shaanxi characteristics.
