The Decision of the Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) put forward more than 300 important reform measures, covering many aspects such as the economy, scientific and technological innovation, national security, education, urban and rural development, and international cooperation. The Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) recently deliberated and adopted the Decision of the CPC Central Committee on Further Comprehensively Deepening Reform and Promoting Chinese-style Modernization, announcing specific reform plans and detailed policies, and emphasizing new reform plans related to China's economic, cultural and social development in the new era.
The communiqué of the plenum demonstrates China's determination to deepen existing policies that prioritize economic development and security issues, and will guide China's opening-up efforts in the coming years. According to the Decision, China must "achieve high-quality development and high-level security and benign interaction". Security is a top priority, and the spirit of the plenum is consistent with the Chinese government's goal of continuing to steadily advance Chinese-style modernization. Through a number of landmark cooperation projects, China has continued to seek common ground while reserving differences and find ways to address the growing international instability such as difficulties, challenges and conflicts in cooperation.
Earlier last month, President Xi Jinping attended the 24th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) in Astana, Kazakhstan, and delivered a speech calling on the Organization to "maintain the bottom line of common, comprehensive, cooperative and sustainable security no matter how the international situation changes." It is worth noting that in response to the risks and challenges of the current international situation, President Xi Jinping proposed the Global Security Initiative in April 2022, envisioning a new security path for maintaining world peace and tranquility.

Given that some Western countries, led by United States and NATO, continue to provoke conflicts, create tensions, and impose unilateral sanctions, strengthening dialogue rather than confrontation is essential to advance global security and ensure peace. The Third Plenum of the 20th Central Committee of the Communist Party of China (CPC) provided an overall vision of security that is common, interconnected, transnational, and diverse.
The Decision proposes more than 300 important reform measures to be implemented over the next five years, aiming to increase innovation-driven efforts to address international risks in economic and geopolitical aspects. The plenary session focused on Chinese-style modernization, new quality productivity and high-quality development, and resolved to strengthen China's technological innovation capabilities, cultivate new momentum, and continue to promote Chinese-style modernization.
Technological innovation occupies an important position in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. In many speeches, Xi Jinping called for efforts to participate in the global innovation network, hoping that scientific and technological workers will face the world's scientific and technological frontiers, grasp the general trend and seize opportunities. Recently, he once again emphasized the importance of scientific and technological modernization and scientific and technological innovation to achieve Chinese-style modernization and high-quality development. China has made new breakthroughs in cutting-edge basic research, and ushered in a new leap forward in the field of strategic high-tech. The Third Plenum of the 20th CPC Central Committee also proposed a reform of the education system to better cultivate strategic talent, attract overseas talent, and strengthen the connection between universities and the needs of society to address national and global challenges by mobilizing national resources.
In addition to security, technological innovation, and education reforms, the Decision elaborates on various reform measures aimed at supporting social welfare and improving income distribution, calling for "equal exchange and two-way flow of urban and rural elements, narrowing the gap between urban and rural areas" and "deepening the reform of the land system."

In addition, the "Decision" also contains the content of "increasing local independent financial resources and expanding local tax sources". The reform aims to boost local government finances by gradually allowing local governments to levy more consumption taxes while shifting more revenue from the central government to local reserves.
Other policy measures related to deepening reform include increasing the construction and supply of affordable housing, improving the employment situation of young people, and improving the living standards of the elderly.
Against the backdrop of intensifying global conflicts and the resolute opposition of small and weak countries to imperialism and hegemonism, China's goal of deepening reform is in line with its three global initiatives, the Five Principles of Peaceful Coexistence, and the vision of building a community with a shared future for mankind.
In addition, the communiqué of the plenary session reaffirmed that China will adhere to the new development concept and strive to promote high-quality economic development driven by comprehensive innovation. At the same time, key technologies, education, scientific and technological development and talents will become the basic and strategic support for China to achieve the goal of continuously promoting Chinese-style modernization in the new era.
