1. Candidates for appointment
Government service supervisors are mainly selected and hired from all walks of life who are familiar with the city's situation or concerned about government service work, such as party representatives at all levels, people's congress deputies, CPPCC members, enterprise representatives, service recipients, lawyer workers, news media reporters, etc.
2. Appointment conditions
(1) Support the leadership of the Communist Party of China, thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly establish the "four consciousnesses", strengthen the "four self-confidences", and achieve the "two safeguards", have a firm and correct political direction and a sense of purpose to serve the people wholeheartedly, have a strong sense of the legal system and good professional ethics, be fair and upright, adhere to principles, and be honest and self-disciplined.
(2) Have a strong sense of social responsibility, practice the spirit of volunteerism, be enthusiastic about government services, have the time and energy to undertake the work of government service supervisors, carry out supervision on a voluntary basis, obey work arrangements, and abide by the rules and regulations of government service supervision.
(3) Have the ability to work in line with the requirements of the position, have good interpersonal communication, language expression and the ability to analyze research problems, dare to express opinions, be familiar with relevant policies and regulations of government services, be able to objectively and fairly reflect the development of government service work, and put forward reasonable opinions and suggestions.
(4) Have good conduct, and have no public security sanctions, criminal punishments, party and government disciplinary sanctions, negative credit records, and so forth.
(5) Be at least 18 years old, not more than 60 years old, and be in good health.
3. Main responsibilities
(1) Supervise the compliance with laws and regulations and the effectiveness of government service consultation, appointment, acceptance, approval, handling, and issuance of certificates in the process of handling affairs services by enterprises and the masses through offline physical halls, self-service terminals, online and handheld offices, telephone consulting services, assistant agents, government service hotline experiences, etc., find out the blockages, difficulties, and pain points in the process of handling affairs for the enterprise masses, and put forward reasonable opinions and suggestions.
(2) Conduct all-round supervision and evaluation of the window setting, service process, service environment, and the efficiency, service attitude, and work style of the window staff.
(3) Supervise the establishment of systems, multi-channel evaluations, and whole-process closed-loop working mechanisms involved in the work of "good and bad reviews" of government services.
(4) Supervisors may, individually or freely combined, periodically conduct inspections and unannounced visits to the departments stationed in the government service hall.
(5) Supervisors should take the initiative to publicize the guidelines, policies and results of the mass line work, the relevant laws and regulations on optimizing the business environment, and the policies and measures for government services to benefit enterprises and the people.
(6) Accept other government service supervision affairs entrusted by the Bayannur Municipal Affairs Service and Data Management Bureau.
Fourth, the term of employment
Supervisors are hired for a period of 2 years, and are automatically dismissed at the end of the term of employment, and can be rehired according to the needs of the work.
5. Other matters
(1) Government service supervisors are voluntary supervisors and have no pay.
(2) The Bayannur Municipal Affairs Service and Data Management Bureau shall conduct assessment and review, select the best candidates, and issue a letter of appointment.
(3) During the employment period, government service supervisors who are unable to perform their duties due to personal reasons or who have violated laws and disciplines or committed fraud in the course of performing their duties, may apply for early dismissal on their own.

Announcement on the selection of people's assessors in the Urad Central Banner
In order to protect citizens' right to participate in judicial trials in accordance with law, promote judicial fairness, promote judicial democracy, improve the people's assessor system, and ensure the people's extensive and orderly participation in judicial activities, in accordance with the provisions of the "People's Assessor Law of the People's Republic of China" and the "Measures for the Selection of People's Assessors" of the Supreme People's Court, the Ministry of Public Security, and the Ministry of Justice, the following announcement is hereby made on the selection of people's assessors in Urat Zhongqi in 2024:
1. Elective quotas
In accordance with the relevant provisions of the "People's Assessors Law", the 16th meeting of the Standing Committee of the 18th People's Congress of Urad Zhongqi decided to determine the number of people's assessors in Urad Zhongqi to be 90, of which 72 were selected through random methods; 18 people's assessors are selected through individual applications and organizational recommendations.
2. Election requirements
(1) Citizens serving as people's assessors shall meet the following requirements:
1. Support the Constitution of the People's Republic of China;
2. Be at least 28 years old;
3. Law-abiding, good conduct, fairness and decency;
4. Have the physical condition to perform duties normally.
Serving as people's assessors shall generally have a high school education or higher.
(2) The following persons cannot serve as people's assessors:
1. Constituent members of the Standing Committee of the People's Congress, and staff of the Supervision Commission, the People's Courts, the People's Procuratorates, the Public Security Organs, the State Security Organs, and the Judicial-Administrative Organs;
2. Lawyers, notaries, arbitrators, and grassroots legal service workers;
3. Other persons who are not suitable to serve as people's assessors due to their duties.
(3) In any of the following circumstances, they must not serve as people's assessors:
1. Those who have received criminal punishment;
2. Those who have been dismissed from public office;
3. The lawyer's or notary's practice certificate has been revoked;
4. Being included in the list of judgment defaulters;
5. Those who have been removed from the position of people's assessor because they have been disciplined;
6. Other serious violations of law or discipline that might impact judicial credibility.
III. Selection Procedures
It is conducted through a combination of random selection, individual application and organizational recommendation.
(1) Publish an announcement on the selection
The Urad Zhongqi Judicial Bureau, in conjunction with the Urad Zhongqi People's Court and the Public Security Bureau, is to issue an announcement to the public on the selection of people's assessors, and the announcement period is 30 days.
(2) Selection of candidates
1. Random selection. The Urad Zhongqi Judicial Bureau, in conjunction with the Urad Zhongqi People's Court and the Public Security Bureau, is to randomly select persons who are to be appointed five times or more as people's assessors as people's assessor candidates from the list of permanent residents who have reached the age of 28 in the jurisdictional area.
2. Individual application. Individuals applying to serve as people's assessors shall submit written materials such as ID cards, household registration books (migrant populations need to provide proof of residence), academic certificates and other written materials before August 22, 2024 (except non-working days) to Room 209 of the People's Participation and Promotion Rule of Law Unit of the Urat Zhongqi Judicial Bureau, and fill in the Application Form for People's Assessor Candidates of the Inner Mongolia Autonomous Region.
3. Organizational referrals. Where organizations recommend people assessors to serve as people's assessors, the recommended person's unit, residents' committee or villagers' committee, or people's organization shall, after obtaining their consent, submit written materials such as the recommender's resume, ID card, household registration book (migrant population needs to provide proof of residence), academic certificate, and fill out the "Inner Mongolia Autonomous Region People's Assessor Candidate Recommendation Form" before August 22, 2024 (except non-working days).

(3) Qualification review
The Urat Zhongqi Judicial Bureau, together with the Urat Zhongqi People's Court and the Urat Zhongqi Public Security Bureau, shall conduct qualification examinations in accordance with the provisions of Articles 5, 6, 7 and 13 of the People's Assessors Law of the People's Republic of China.
(4) Determine the candidates to be appointed
Proposed candidates for people's assessors are to be randomly selected from the list of candidates who have passed the qualification review and agreed to serve as people's assessors.
(5) Pre-appointment announcements
Announce to the public the list of people's assessors to be appointed, and the publicity period is not less than 5 working days.
(6) Submit for appointment
The proposed candidates for people's assessors after being confirmed by public announcement are to be appointed by the president of the Urad Zhongqi People's Court at the request of the Standing Committee of the Urad Zhongqi People's Congress for a term of five years.
(7) Oath of office
After people's assessors are appointed by the Standing Committee of the people's congress, they shall publicly take the oath of office.
