Liu Chao, cross-provincial new position

According to Qinghai Daily, on January 29, the party group of the Qinghai provincial government held a meeting to convey and study the spirit of the fifth plenary session of the 19th Central Discipline Inspection Commission and study and implement the work. Liu Chao is a "post-70s" born in November 1971 in Fuxin, Liaoning Province, who joined the Communist Party of China in December 1990. He worked in the Ministry of Public Security, the General Office of the State Council, and the General Office of the Central Committee, and in 2009, he took up a post in Sichuan, where he took up new posts across provinces.

According to the official resume, Liu Chao entered the Ministry of Public Security after graduating from the law department of the Chinese Min public security university in 1993, and successively served as a section member, deputy chief clerk, chief clerk, and assistant researcher of the Public Security Administration bureau of the Ministry of Public Security.

In January 2000, Liu Chao was seconded to the Secretary of the General Office of the State Council to work in the Third Bureau. In October of the same year, after the secondment, he stayed in the State Council Office and successively served as a deputy department-level cadre, a department-level cadre, and a deputy bureau-level cadre in the General Office of the State Council.

In August 2007, Liu Chao left the State Council office and was transferred to the deputy bureau level cadre of the General Office of the Central Committee. Two years later, in July 2009, he was promoted to the post of bureau-level cadre in the General Office of the CPC Central Committee. In the same month, Liu Chao "parachuted" into the local area and was appointed as a member of the Standing Committee of the Chengdu Municipal Party Committee.

Two years later, the suspension period expired. Liu Chao stayed in Chengdu and continued to serve as a member of the Standing Committee of the Chengdu Municipal Party Committee, and later concurrently served as the director of the United Front Work Department, the head of the preparatory group of the Chengdu Tianfu New Area, and the secretary of the Party Working Committee of the Chengdu High-tech Zone.

Chengdu Tianfu New Area is one of the development priorities of Chengdu in recent years, and after Chongqing Liangjiang New Area was approved as a state-level new area in 2010, Sichuan has been promoting the upgrading of Tianfu New Area. Its development goal is the same as that of Chongqing Liangjiang New Area, which is to become a sub-core area of the Chengdu-Chongqing Economic Zone. In October 2014, Sichuan Tianfu New Area was approved by the State Council to establish it, becoming the 11th state-level new area.

In March 2015, Liu Chao left Chengdu and was transferred to the deputy secretary of the Mianyang Municipal Party Committee, acting mayor, and later mayor.

When he went to Mianyang, the organization evaluated, "Comrade Liu Chao has a good comprehensive quality, strong party spirit and principles, a broad vision, a clear line of thinking, a relatively strong ability to organize, lead, and coordinate, handle things fairly, be a decent person, and have a good reputation among cadres and the masses." In September 2017, Peng Yuxing, then secretary of the Mianyang Municipal Party Committee, was appointed vice governor of Sichuan (investigated in April 2019), after which Liu Chao presided over the work of the municipal party committee.

In June 2018, Liu Chao was officially appointed secretary of the Mianyang Municipal Party Committee.
