Liu Chao, male, joined the work in August 2008, a member of the Communist Party of China, and is currently the captain of the Yushan Maritime Patrol Law Enforcement Brigade of Ningbo Xiangshan Marine Department. He is committed to promoting the reshaping of the coastal navigation pattern of Xiangshan, implementing the dynamic law enforcement model of "VTS + Coast Patrol Boat" to crack down on illegal sea-related transportation of inland river vessels. He dared to perform his duties, had a firm attitude and strong action in the work of commercial and fishery governance, and jointly rectified the illegal acts of ships at sea with multiple departments, and promoted the county-level government to set up a special committee related to sea and fishery, and created the first and substantive operation of the "Commercial and Fishery Joint Management Center" in the country, building a new pattern of multi-dimensional governance and multi-cross collaborative supervision of sea-related and fishery-related matters, and the intrinsic safety management of sea-related and fishery-related matters has been significantly improved, and the risk of collision of commercial fishing vessels along the coast of Xiangshan has been effectively reduced.

He solved the thorny problems such as the non-integration of commercial and fishery information, the non-standard use of shipping routes, and the non-compliance with radio management regulations by promoting the one-click display of shipping information, the introduction of the rules for commercial ships to navigate on the right, and the multi-departmental collaborative warning education, so that the orbit merging rate of the shipping routes in Ningbo has jumped to 98%, the VHF duty rate of commercial ships has reached 99%, and the navigation efficiency of the shipping routes has increased by 30%, and the "maritime high-speed channel" has basically realized "classified control, each going its own way, smooth and efficient".

He went to the countryside to widely publicize the anti-collision knowledge and emergency response skills of commercial and fishing vessels, and vigorously cultivated the safety culture of commercial and fishery. He led the team to patrol the open sea area 100 kilometers away from the shore on a regular basis, and efficiently dealt with marine emergencies such as personnel injuries and illnesses. A total of nearly 100 on-site search and rescue operations of various types of ships have been directed, and more than 300 people in distress have been successfully rescued. He took the lead in the front line of preventing and resisting severe disasters, and was on duty at sea for 12 consecutive days, organizing the evacuation of nearly 3,000 ships and nearly 700 personnel in an orderly manner, and vigorously promoting the realization of the goal of "no deaths, fewer injuries, and fewer losses".
