Computing power is a new type of productivity in the era of digital economy. From unmanned driving to smart government affairs, many artificial intelligence applications have penetrated thousands of industries, which are inseparable from the support of powerful computing power. At present, many places are increasing investment in the construction of computing infrastructure according to their own advantageous resource endowments, improving the supply of computing power, and helping high-quality economic development.

Scientific planning

In order to better promote the construction of computing infrastructure, relevant policies have been introduced in many places to scientifically plan development plans to ensure that the project construction is compatible with regional economic development.

In April this year, Beijing issued the "Implementation Plan for the Construction of Computing Power Infrastructure in Beijing (2024-2027)". According to the plan, Beijing will change the situation of "small and scattered" intelligent computing construction, and focus on building a number of large clusters of intelligent computing. It is estimated that by 2025, the pattern of clustering the supply of intelligent computing resources, independent construction of intelligent computing facilities, enabling and precise intelligent computing capabilities, greening the operation of intelligent computing centers, and systematizing the development of intelligent computing ecosystems will be basically completed.

As a national hub node and data center cluster city, Chengdu is scientifically planning and orderly developing computing infrastructure. In the starting area of Tianfu data center cluster, focus on the layout of large-scale data centers focusing on computing services, and restrict the construction of small data centers; Encourage all districts (cities) and counties to give priority to attracting data center projects with large volume, strong computing power, good ecology, and market-oriented operation, restrict the introduction of data center projects based on storage services, and strive to increase the scale of local computing power.

Henan Province attaches great importance to the development of digital infrastructure and intelligent computing centers. The "2024 Work Plan for the Development of Big Data Industry in Henan Province" issued this year makes it clear that Henan will be deeply integrated into the construction of a national integrated computing power system. Henan plans to invest 56.825 billion yuan this year to support the construction of hardware facilities, technology research and development, application promotion, etc., to promote the growth rate of the province's digital economy to maintain more than 10%.

Since the beginning of this year, Ningxia has focused on the implementation of digital industrialization to improve the magnitude of action, accelerated the construction of seven data centers, and strived to add more than 60,000 standard racks, so as to better play the role of Ningxia's "Eastern Data and Western Computing" hub node, and strive to turn "exchange center" and "computing center" into "investment center" and "benefit center".

The results are clear

With the implementation of the policy, the construction of computing infrastructure in various regions is in full swing, and the supply capacity of computing power has been continuously improved.

The Beijing Data Basic System Pilot Zone has been expanded to Haidian District, the country's first AI data training base has been officially opened, 100 high-quality AI large model training datasets have been released, and the construction of large-scale intelligent computing power clusters has been accelerated...... Since the beginning of this year, the pace of Beijing's deployment of computing power has accelerated. Tang Jianguo, chief economist of the Beijing Municipal Bureau of Economy and Information Technology, said that in the first half of this year, Beijing built 14,200 new 5G base stations, with a total of 121,600 built, and 55 5G base stations per 10,000 people.

On July 2, Tianfu Intelligent Computing Southwest Computing Center was officially put into operation in Chengdu, as an important computing node of the Chengdu-Chongqing hub, the center will help the development of Chengdu's artificial intelligence core industry and promote the "intelligent transformation and digital transformation" of traditional industries. Zhang Jian, general manager of the Sichuan-Tibet region of Inspur Electronic Information Industry Co., Ltd., introduced that the center has deployed a metabrain AI server computing power unit, which is based on an open and diverse system architecture, which can efficiently support a variety of multi-dimensional AI acceleration chips, and improve the computing power efficiency of 100 billion parameter large model training to 80% through efficient network solutions and scheduling algorithms.

In the Yufa Jinrong Information Technology Park in the north of Zhengzhou Airport Area, the construction of Zhengzhou Artificial Intelligence Computing Center is in full swing. The project covers an area of about 46,000 square meters, with a total investment of 1,635.7 million yuan, aiming to build the largest intelligent computing center in Henan Province. Wang Jingzhong of Henan Airport Digital City Development and Construction Co., Ltd. introduced that the first phase of the project is expected to be put into operation by the end of September this year, and will have 2000P computing power, reaching the domestic advanced level.

Walking into the western cloud base in Zhongwei City, Ningxia, you can find a number of data centers under construction or newly built living next to each other. In recent years, Zhongwei City has been approved as a national (Zhongwei) new Internet exchange center and a national hub node of the national integrated computing network, and has successively built more than 10 large-scale and super-large data centers such as Amazon and China Telecom, and built the country's first 10,000-calorie-level intelligent computing base, ranking first in the northwest in terms of computing power quality and efficiency index.

Empower transformation

The construction of computing infrastructure is accelerating the digital transformation of all walks of life.

In May 2022, the Chengdu Intelligent Computing Center, with a total investment of 10.9 billion yuan, was officially put into operation, and the first phase of the center can provide a total of 300P artificial intelligence computing power, which is equivalent to the computing power of 150,000 high-performance personal computers. Wang Zhiguo, chairman and general manager of Chengdu Intelligent Computing Center, introduced that Chengdu Intelligent Computing Center currently has a total of 195 cooperative users, including government departments, universities and institutes, enterprises, etc.

This year, China Unicom Beijing built the Jingxi Zhigu Independent Innovation Artificial Intelligence Computing Center in Mentougou District, with a computing power of 500P. As the country's first "government + operator" intelligent computing center and the only national industrialized independent innovation computing center in Beijing, Jingxi Zhigu provides public computing power for localized AI basic software and hardware, and coordinates the deep integration of data centers, cloud computing and network resources. In Xuchang, Henan Province, the Central Plains Artificial Intelligence Computing Center has been completed and put into use 100P computing power, and will be expanded to 300P in the future. The center not only serves public services such as weather forecasting, but also helps companies achieve digital transformation.

Wei Pengpeng, member of the Standing Committee of the Yinchuan Municipal Party Committee and deputy mayor, introduced that Yinchuan has broad prospects for enterprise development and cooperation. The first is to cooperate to consolidate computing infrastructure, promote the construction of supercomputing and intelligent computing centers, and support enterprises to explore the construction of zero-carbon and green data centers. The second is to cooperate in cultivating the data element industry ecology, support enterprises to create a number of typical data circulation application scenarios in the fields of medical care, finance, provident fund, etc., and jointly prosper the data element industry ecology in Yinchuan City. The third is to cooperate to create typical artificial intelligence applications, and explore the in-depth application of artificial intelligence models in government affairs, medical care, education, water control and other fields.

The continuous consolidation of computing infrastructure is building a solid framework for the development of the digital economy. In 2023, the overall scale of Sichuan's digital economy will exceed 2.2 trillion yuan, accounting for 36.6% of the province's GDP. In the first half of this year, Beijing's digital economy maintained a high-quality development trend, with the added value of the digital economy increasing by 7.8% year-on-year, contributing more than 60% to economic growth.
