In recent years, Tanghe County has vigorously implemented the strategy of "establishing an ecological county and strengthening an ecological county", strengthened the "three forces" guarantee, guarded lucid waters and lush mountains, significantly improved the quality of the ecological environment, and significantly improved the people's sense of environmental gain, happiness and security.
1. In-depth three major tacklings to enhance the "driving force" of pollution control
(1) Set goals, clarify responsibilities, and promote the implementation of policies
Establish a whole-process tackling system of county party committee leadership, county government co-ordination, promotion of four special classes, departmental township linkage, enterprise governance, and mass participation, adhere to high-level promotion, closed-loop management, monitoring and early warning, grid supervision, accountability and effectiveness, and incorporate pollution prevention and control into the county's comprehensive target performance evaluation, and promote the efficient implementation of various policies. In terms of atmospheric environment, with the goal of reaching the second-level standard of ambient air quality, continuing to carry out the "ten controls", strengthening the three major structural adjustments, and promoting the "five sources" co-governance, the main indicators PM10, PM2.5 and good days increased by 20.2%, 19.6% and 2.1% compared with 2023. In terms of water environment, with the goal of stabilizing the water quality section, adhering to the normal traceability, engineering governance, joint prevention and control, and paying close attention to the remediation of sewage outlets, the monthly average water quality of the control section in 9 national provinces and cities is stable and up to the standard. In terms of soil environment, with the safe use of soil as the bottom line, we will continue to carry out the "one residence and two public" for construction land, the investigation of the current situation of agricultural land pollution, the "large-scale investigation, large-scale treatment and large-scale doxxing" action of agricultural non-point source pollution control and livestock and poultry breeding pollution, and the safe utilization rate of construction land and agricultural land is 100%.
(2) Strengthen assistance, grasp promotion, and promote the upgrading of enterprises
Adhere to the monthly activities of "10,000 people helping 10,000 enterprises" and "enterprise service month", publicize various environmental protection laws, regulations and policies to enterprises, provide "one-stop" services with pollutant discharge permits as the core, and comprehensively improve the management system, pollution control measures, pollution control effectiveness and daily precautions. In recent years, more than 20 enterprises have been guided to carry out cleaner production, more than 10 have been upgraded and transformed, 3 A- and B-level enterprises have been created, and more than 200 pollution control facilities have been improved, and the reduction rates of chemical oxygen demand, ammonia nitrogen, nitrogen oxides, and volatile organic compounds of the four key pollutants in 2023 will be 108.22%, 197.13%, 134.38% and 366.50% respectively, ranking first in the city, and the pollution control capacity of enterprises will be significantly improved.
(3) Seek projects, compete for funds, and promote facilities to make up for shortcomings and build stronger
In recent years, Tanghe County has actively planned projects, made every effort to strive for central funds such as the central budget, special bonds, national bonds, and special national bonds, broadened financing channels, increased capital investment, and coordinated the implementation of the whole village promotion of human settlements, the upgrading of livestock and poultry breeding in the whole county, the upgrading and transformation of industrial enterprises and the collection and treatment of domestic sewage projects and projects, and successively built the fourth sewage treatment plant, the first and second sewage tailwater wetlands, the connection of the Balong River water system, the four rivers and the same governance, Shuimei Village, the ecological buffer zone of the Tonghe River waters, waste incineration power generation, sludge, medical waste, Environmental governance and ecological restoration projects such as construction waste, kitchen waste disposal, natural gas in the same village, Wulihe Forest Park, and upgrading and transformation of gelatin factories and cement plants have greatly improved the ability of environmental protection and governance, and the efficiency of environmental governance has been significantly enhanced.
(4) Strengthen supervision, promote rectification, and promote the bottom of the problem
Guided by the rectification of the central ecological and environmental protection inspectors, consciously accept the supervision of the people's congress, the Chinese People's Political Consultative Conference, online media, and the masses, conscientiously organize normal traceability, increase law enforcement supervision, and comprehensively carry out inspections, inspections, audit assignments, and petition reports, daily inspections, and rectification of problems found in traceability, so as to achieve dynamic zero. In the third round, the central ecological and environmental protection inspection team reported 5 typical cases in the province and reported that there was no Tang River in the 5 personality problems in Nanyang City, and the completion rate of letters and visits was 100%.

Actively carry out publicity activities such as World Forest Day, World Environment Day, National Low Carbon Day, Earth Day, etc., and publicize and promote environmental protection knowledge through multiple channels through platforms such as "Tanghe News", Tanghe APP on the cloud, and Tanghe Fusion Media Video Account, so as to form a strong atmosphere of "everyone is responsible, everyone participates, and everyone shares".
(2) Participation of the whole society to raise awareness of ecological and environmental protection
The first is to strengthen education and training on ecological civilization. Strengthen the study of ecological civilization thought, take ecological civilization as an important part of the training of party and government leading cadres, rely on the "Tangzhou Lecture Hall" to carry out special training on ecological civilization, set up environmental protection classes in primary and secondary schools and kindergartens in the county, and carry out "small hands with big hands" activities to continuously improve the coverage of environmental publicity. Timely publicize and explain new standards and regulations, guide enterprises in green transformation, post-development evaluation of key industries, implement the requirements of cleaner production, upgrading and performance upgrading, continuously improve the pollution control ability and management level of enterprises, and create more A- and B-level enterprises, so as to ensure that less or no production is stopped in the emergency management and control of heavily polluted weather, and continuously promote the sustainable green development of enterprises. Actively promote the classification of domestic waste, the implementation of free public transport in the county, vigorously carry out green creation activities, a total of 4 national and provincial green mines, 93 energy-saving units, 224 green schools, enterprises and the masses consciously participate in ecological environmental protection awareness has been significantly enhanced.
3. Implement joint prevention and control to enhance the "cohesion" of the whole people in pollution control
(1) Upstream and downstream joint control
Since the beginning of this year, it has carried out 24 joint prevention and control of water quality with upstream counties and districts such as Piyang County, Wancheng District, Sheqi County, and Xinye County, promoting the continuous improvement of provincial and municipal joint prevention and control and ecological compensation systems, and achieving positive results in pollution control such as livestock and poultry breeding and agricultural processing.
(2) The left and right banks are governed together
The county has set up 3 state-controlled, 6 municipal-controlled, 84 county-controlled water quality monitoring sections and 760 monitoring terminals to consolidate the responsibility for pollution control of township streets on the left and right banks, further strengthen the integrated management and restoration of water resources, water environment and water ecology, and ensure that the quality of the water environment is comprehensively improved.
(3) Land, river and air joint defense
Make full use of the 26 automatic air monitoring stations, 109 household electricity monitoring, 28 access control systems, 7 key pollutant discharge enterprises to install automatic online equipment, 287 blue sky guards and smart monitoring platforms, 93 water quality section monitoring networks, as well as soil testing and formula fertilization, soil classification prevention and control, toilet and kitchen and other technologies and facilities, implement grid supervision and territorial management, achieve full coverage from horizontal to edge and vertical to the end, and continuously enhance the cohesion and combat effectiveness of pollution control.
The ecological environment can only be better, not the best.
