In order to further strengthen trial management, analyze and judge the outstanding problems and weak links in trial enforcement work, put forward targeted improvement measures, and promote the development of the trial and enforcement work of the whole court, recently, the Chengzhong District People's Court held a judicial data consultation and case quality and efficiency evaluation meeting in the first half of 2024, and the meeting invited relevant personnel from the trial and information department of the provincial high court to attend as observers, and all court-level leaders, heads of departments, all judges and judges' assistants attended the meeting, and Guo Xin, secretary of the party group and president of the court, attended the meeting and delivered a speech.
The meeting reported on the judicial trial data of the various business departments of the Chengzhong District People's Court in the first half of the year, conducted a comprehensive analysis of the trial execution and operation of the whole court, and the responsible persons of each business department searched and analyzed the work deficiencies and reasons in combination with specific data, and made speeches one by one on the next work plan.
At the meeting, Jiang Yongju, deputy director of the Information Review Department of the Provincial High Court, put forward suggestions for improving the quality and efficiency indicators of the shortcomings and weaknesses of various business departments. She pointed out that the indicator data is not only the feedback of the quality and efficiency of the case, but also the comprehensive embodiment of the judicial concept, trial business ability, team style construction and other aspects of the work, and hopes to carefully find out the gaps and deficiencies in the quality and efficiency of the case, evaluation, review, process supervision, document error rate, etc., and continuously strengthen trial management and improve the quality and efficiency of trial execution.
Finally, President Guo Xin put forward requirements for further data consultation and effective quality and efficiency: First, unify thinking and improve understanding. The entire court shall use all types of index data as a "physical examination table", should deeply understand the important meaning of each index, learn to understand and understand the new requirements of each index, make the index system an important starting point for strengthening trial management, organically combine it with the "quality and efficiency excellence" activity, firmly establish the concept of unifying quality and efficiency indicators with the actual effectiveness of case handling, and use solid improvements in work quality and efficiency to achieve both quality and effectiveness. The second is to benchmark against the table, strengthen the strong and make up for the weak. Adhere to the goal guidance, and make up for the shortcomings on the basis of consolidating the existing advantageous indicators. Pay close attention to key indicators, focus on the continuous optimization of first-instance judgments and litigation, enhance the awareness of "as I am suing", and combine interpretation of the law with reasoning to increase the acceptance of judgments. Persist in actively performing duties, focusing on "grasping the front end and curing the disease before it happens", giving full play to the "spillover" effect of the judiciary, promoting the prevention and front-end resolution of contradictions and disputes, strengthening the substantive resolution of contradictions and disputes, implementing the working mechanism for the review and verification of detailed cases, and using the "legal answer network", the people's courts' case databases, typical cases, and so forth as the starting point, to unify the scale of adjudication, stabilize reasonable expectations, and promote the efficient resolution of similar cases. The third is to strengthen management, improve quality and efficiency. Strengthen trial management to improve efficiency, further consolidate the work responsibilities of each trial management entity, and truly build a benign work pattern of division of labor and cooperation, and joint management.
