In January 1939, the Southern Bureau of the Communist Party of China was established in Chongqing. In the special political environment of the Kuomintang region, the Communists of the Southern Bureau, represented by Zhou Enlai, persisted in the anti-Japanese national united front, persisted in safeguarding the cooperation between the Kuomintang and the Communist Party, and forged the spirit of red rock shining in the wind and rain of struggle.

Red Rock is not only a geographical concept, but also a political concept. Geographically speaking, Hongyan mainly refers to the "Red Three Rocks": HongyanZui No. 13, Zengjiayan No. 50, Hutou YanhuaLongxin Village No. 76. In terms of political identity, due to the entry of the Southern Bureau of the CPC and the CPC delegation, the barren land of "Red Three Rocks" has been given a unique political responsibility and historical significance.
