After graduating from university in 2011, he joined the community family as he wished, and joined the Linyuan Community of Linyuan Street, Luyuan District, adhering to the concept of political guidance and professional accompaniment, he taught himself social psychology, mass psychology and other knowledge, and grew up on the fertile soil of the fertile land he loved.

In 2020, he was appointed as the secretary of the general party branch of Runmin Community, Yingbin Street, Luyuan District, and in the past four years, he has made a newly built "thorny" community a happy home from frequent problems to residents' hearts, from relying on external assistance to bursting with internal vitality, from abiding by traditional services to pursuing innovative development.

"Housing and good governance is the first small goal of building a community that runs the people." Today, Chi Chao, who has been deeply involved in the grassroots for more than 10 years, still has more small goals waiting to be completed in his heart, and these goals are closely related to the lives of residents, related to co-governance and sharing to create a home community, and related to his dreams.

In this process, Chi Chao lived himself as a light, like Tagore's poems, influencing life with life.

One day in April 2020, the secretary of the Party Working Committee of Yingbin Street in Luyuan District talked to Chi Chao, hoping that he could take over the newly established Runmin Community. This hesitation stems from the region's "fame".

Runmin Community is located at the intersection of West Ring Road and Derun Road, and its service scope includes Runmin Dacheng Public Rental Housing, Dacheng Group Family Building and the original Chejia Village Mingsheng Green Scenic Area, with 4,292 households and 5,862 people. Among them, 15 affordable housing and Runmin Dacheng public rental housing are more complicated. Among the tenants, there are many special groups such as low-income households, people released from labor and labor, and patients with mental illness, and there are no catering, medical and other living facilities near the community. Due to the large mobility of residential groups, there are many problems, such as insufficient autonomy, difficulty in population integration, and contradictions and disputes.

It is to move forward bravely and take on this difficult burden; Or do you retreat from the rapids and refuse the organization's mission?

"I asked myself, should our generation of young community workers be more trained and responsible, and less comfortable and evasive?" Chi Chao quickly found the answer in his heart - the knife should be sharpened on the stone, the person should be practiced in things, and a good piece of steel should be quenched and forged in the flames. As a community worker, if you want to gain a foothold at the grassroots level and cultivate deeply, you must dare to gnaw the hardest bones.

As the saying goes, "Without diamonds, you can't do porcelain work." Chi Chao dared to gnaw hard bones with confidence and self-confidence, and he carefully analyzed his own advantages: although he worked in the community, he has been engaged in street petition work, and has accumulated some mass work methods and the ability to deal with complex problems; Engaged in public welfare undertakings such as unpaid blood donation for many years, with a positive image and social influence; As a professional social worker, I am exploring cases where theory and method are integrated to solve practical problems......

On April 28, 2020, Chi Chao was appointed by the Yingbin Street Party Working Committee as the secretary of the general party branch of Runmin Community.

After arriving in Ren Runmin Community, Chi Chao hardly stopped in the office, went to see the infrastructure construction, to understand the traffic situation, and to ask the people what they needed...... On the basis of in-depth research, he sorted out a to-do list, and the first one was also the most concerned by the residents.

The first is the problem of travel.

There is a road between the AB area of Runmin Dacheng Public Rental Housing, which floods cars in deep pits in the rainy season and ice and snow in winter. During the flood season, the river overflows and floods the sidewalks entering and exiting the community, with a maximum depth of 60 centimetres of water.

When Chi Chao arrived during the flood season, he and community workers worked in shifts to stay on the side of the river bridge, laying bricks in shallow areas, and putting water measuring tools on the roads along the way for residents to explore in deep water areas. In areas where residents cannot pass, coordinate with site forklifts to send residents through.

"This road not only brings inconvenience to residents, but also has a safety hazard, and this problem must be solved as soon as possible." Chi Chao used the social resources accumulated over the years to contact relevant departments and caring people in the society, and soon more than 30 cars of pellets and large engineering vehicles were in place.

During the paving of the road, all community workers were involved, picking up wood and moving stones in the middle of the road with shovels, despite being covered in mud, to prevent nails from piercing the tires. Everyone's enthusiasm infected the residents of the community, and they went out of the house with tools, some participated in picking up puncture-proof tires, some participated in leveling with shovels and pickaxes, and some came to deliver mineral water, bread, ham sausages...... The roads have been smoothed, and the community's path to the people's hearts has been smoothed.

"Believe in your own strength, because someone will start to believe in themselves because they believe in you"

The road was repaired and the buses were opened. In order to open up the nerve endings of traffic, in May this year, the community tried every means to introduce the No. 145 bus line into the community, and added a transfer station on the West Ring Road, so that residents could travel one kilometer less.

The road is open, the buses are coming in, and new problems are emerging.

In the process of solving the problem, what made Chi Chao most pleased was the participation of residents in co-governance, and the prototype of self-government was gradually established.

Chi Chao knows that as a community with a large proportion of disadvantaged and difficult groups, it is not enough to rely on government policies and external support, but must discover the positive factors inherent in the community, tap the endogenous power contained in the community, and stimulate its own vitality.

When there were multiple illegally parked vehicles on the paved road, Chi Chao knew that the time had come.

At first, the community grid staff would take photos of illegally parked vehicles and send them to the residents, asking the owners to regulate parking. Slowly, the residents slowly got involved and formed two teams to inspect the illegally parked vehicles twice a day at 10 p.m. and 5 a.m., calling the owners of the illegally parked vehicles one by one to ensure that the roads were clear. Today, the newly built roads are marked and illegal parking has disappeared.

From a team of community workers with only 9 people at the beginning of the establishment of the community, to more than 100 volunteers to join, and then to a large team of volunteers to participate in community service and self-governance on a regular basis, and some "nosy" residents spontaneously took action and became enthusiastic people who "provoked and thorned in the matter", and the community self-government system and mechanism were formed and continuously improved.

Once-fragmented communities have rallied to self-governance.

In the past four years, Chi Chao has been deeply touched, "I feel that the biggest change is reflected in the word 'co-ordination', there is a consensus among community workers, there is empathy with residents, and we are working together to build a new home." ”

A new home is made up of small goals, and a better new home needs more small goals to support. Chi Chao's wish list will never be emptied - let the Runmin community bathe in the fragrance of books; Promote community health care and create a field for the elderly; develop community social enterprises and create a co-governance field; Establish a community "external brain" to create a Sunac field...... The realization of a number of small goals was accompanied by the birth of another batch of small goals, and Chi Chao and Runmin communities also entered a happy home with small goals.
