Announcement of the General Administration of Customs [2024] No. 86 (Announcement on the Plant Quarantine Requirements for Imported Fresh Persimmon from Tajikistan)

In accordance with the relevant laws and regulations of the mainland and the provisions of the General Administration of Customs of the People's Republic of China and the Food Safety Commission of the Republic of Tajikistan on the phytosanitary requirements for the export of fresh persimmons from Tajikistan to China, from now on, the import of fresh persimmons from Tajikistan that meets the following relevant requirements is allowed.

1. Basis for inspection and quarantine

(1) The Biosecurity Law of the People's Republic of China;

(2) the Law on the Quarantine of Animals and Plants Entering and Leaving the Country of People's Republic of China and its implementing regulations;

(3) The Food Safety Law of the People's Republic of China and its implementing regulations;

(4) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;

(5) Protocol between the General Administration of Customs of the People's Republic of China and the Food Safety Commission of the Republic of Tajikistan on Phytosanitary Requirements for the Export of Fresh Persimmon from Tajikistan to China.

2. The name of the commodity that is allowed to enter the country

鲜食柿子(以下简称柿子),学名Diospyros kaki,英文名Persimmon。

3. Permitted origins

Persimmon region of Tajikistan.

4. Approved orchards and packing plants

Persimmon orchards and packaging plants exported to China shall be reviewed and filed with the Food Safety Commission of the Republic of Tajikistan (hereinafter referred to as Tajikistan) and approved for registration by the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side). The registration information includes name, address and registration number, etc., so as to accurately trace the source when the exported goods do not comply with the relevant provisions of this announcement. Before the export season each year, Tajikistan shall provide the Chinese side with a list of enterprises, which will be published on the website of the General Administration of Customs after being reviewed and approved by the Chinese side.

6. Pre-export management

(1) Orchard management.

1. Orchards exported to China should establish a sound quality management system and traceability system under the supervision of Tajikistan, implement Good Agricultural Practice (GAP), maintain orchard hygiene, and implement integrated pest management (IPM), including regular pest monitoring and investigation, physical, chemical or biological pest control and agricultural operations and other control measures. Fallen fruit should not be mixed with commercial fruit at harvest time.

2. Tajikistan shall, in accordance with the requirements of the International Standard for Phytosanitary Measures No. 6 (ISPM 6), formulate a management plan for quarantine pests of concern to China, and organize and implement orchard monitoring throughout the year. If a pest or its corresponding symptoms are found during surveillance, integrated management measures, including chemical, physical or biological control, should be implemented to control pest population densities or maintain low epidemic levels.

3. The monitoring and prevention of pests in orchards exported to China shall be completed under the supervision and guidance of Tajikistan's professional and technical personnel, and the technical personnel shall be trained by Tajikistan or its authorized institutions.

4. Orchards exported to China shall keep orchard pest monitoring records and prevention records, and provide them to the Chinese side upon request. Prevention and control records should include information such as the name, active ingredient, dosage and time of use of chemicals used during the growing season.

5. For the grape flower-winged small curly moth, the persimmons exported to China must come from non-epidemic producing areas or orchards that implement systematic control measures. Tajikistan shall establish a disease-free production area in accordance with the International Standard for Phytosanitary Measures No. 10 (ISPM 10), carry out pest monitoring in accordance with the relevant requirements (see Annex), and obtain approval from the Chinese side. If the grape flower-winged moth is found in the relevant non-epidemic production area, the Tajikistan side should immediately suspend its status as an epidemic-free production area, notify the Chinese side within 48 hours, and activate the emergency plan. When Tajikistan eradicates the epidemic and is recognized by the Chinese side, the non-epidemic producing areas can be restored.

For orchards implementing systematic control measures, Takhata or its authorized personnel are required to carry out pest control in registered orchards through field surveys and trap monitoring from the flowering period to the harvest stage of persimmons. Traps in the orchard are set at a density of at least 2 per hectare and inspected at least once every two weeks. Tajikistan shall provide monitoring reports to the Chinese side before the annual export season as required. Once the grape flower-winged moth is detected, Tajikistan should immediately notify the Chinese side and immediately suspend the export of persimmons from relevant orchards and packing plants to China. Tajikistan must take effective eradication measures, and then the two sides will decide whether to resume imports.

6. For the pear branch round shield scale and elm oyster shield scale, Tafang or its authorized personnel shall carry out manual monitoring during the growth of persimmons, and conduct an orchard survey every 15 days, focusing on checking whether the above pests occur on branches, leaves and fruits. If relevant pests or harmful symptoms are found, comprehensive management measures, including chemical or biological control, should be taken.

(2) Management of packaging plants.

1. The processing, packaging, storage and shipment of persimmons exported to China must be carried out under the quarantine supervision of Tajikistan or its authorized personnel. The packaging plant of persimmons exported to China should be clean and hygienic, with good sanitary conditions, the ground should be hardened, with measures to prevent pest reinfection (such as insect nets, etc.), and there should be a raw material yard and a finished product warehouse.

2. In the packaging process of persimmons exported to China, they should be manually selected, graded and cleaned to remove diseased fruits, insect fruits, rotten fruits, deformed fruits, branches and leaves or other plant residues and soil.

3. If the packaged persimmons need to be stored, they should be stored immediately and stored separately to avoid re-infection by harmful organisms.

4. The packaging plant exported to China shall establish a traceability system to ensure that the persimmons exported to China can be traced back to the registered orchard, and record the date of processing and packaging, the name of the source orchard or its registration number, quantity, export date, export quantity, country to which it is exported, container number and other information.

(3) Packaging requirements.

1. The packaging materials of persimmons exported to China should be clean and hygienic, unused, and meet China's relevant plant quarantine and health requirements. If wood packaging is used, it must comply with the requirements of the International Standard for Phytosanitary Measures No. 15 (ISPM 15).

3. The container containing and transporting Chinese persimmons must be inspected at the time of packing to ensure good hygienic conditions. The container should be sealed, and the seal should be intact when it arrives at the port of entry in China.

(4) Pre-export inspection and quarantine.

1. In the first two years of the start of trade, Tajikistan shall conduct sampling inspection of persimmons exported to China according to the proportion of 2% of each batch of goods, with a minimum sampling amount of 1,200 fruits, and at least 60 of them and suspicious fruits found during the inspection shall be dissected and inspected. If no phytosanitary problems occur within two years, the sampling ratio is reduced to 1%, but not less than 600 fruits.

2. If quarantine pests, branches and leaves or soil of concern to the Chinese side are found, the goods shall not be exported to China, and the relevant orchards and packing plants will be suspended from exporting to China in this export season according to the situation. Tajikistan should find out the cause and take corrective measures. At the same time, records of seizures are kept and made available to the Chinese side upon request.

(5) Plant quarantine certificate requirements.

1.经检疫合格的柿子,塔方应按国际植物检疫措施标准第12号(ISPM 12)出具植物检疫证书,注明果园和包装厂名称或注册号码,并在附加声明中注明:“This consignment complies with requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Persimmons from Tajikistan to China, and is free from the quarantine pests of concern to China.” (该批货物符合塔吉克斯坦鲜食柿子输华植物检疫议定书要求,不带中方关注的检疫性有害生物。 )

2. Before the official start of trade, Tajikistan should provide a sample of the phytosanitary certificate to the Chinese side for confirmation and filing.

7. Entry inspection and quarantine and unqualified treatment

When the persimmons exported to China arrive at the port of entry in China, the Chinese Customs shall carry out inspection and quarantine in accordance with the following requirements.

(1) Verification of relevant certificates and logos.

1. Verify whether the imported fruits have obtained the "Quarantine Permit for Imported Animals and Plants".

2. Verify whether the plant quarantine certificate complies with the provisions of Article 6 (5) of this announcement.

3. Check whether the labels on the boxes and pallets comply with the provisions of Article 6 (3) of this announcement.

(2) Entry inspection and quarantine.

1. Persimmon exported to China should be imported from the port where China allows the import of fruits.

2. According to the relevant laws, administrative regulations, rules and other provisions, the persimmons exported to China shall be inspected and quarantined, and those who pass the inspection and quarantine shall be allowed to enter the country.

(3) Disqualification handling.

1. If it is found to be from an unapproved orchard or packing plant, the goods will not be allowed to enter the country.

2. If a live grape winged moth is found, the goods will be returned or destroyed. The Chinese side will immediately notify Tajikistan to suspend the export of persimmons to China from relevant orchards and packing plants. If it comes from a non-epidemic production area, the status of the relevant non-epidemic production area will be revoked. Tajikistan should identify the cause and implement corresponding improvement measures to avoid recurrence. The Chinese side will evaluate the improvement measures taken by Tajikistan and decide whether to lift the trade suspension measures based on the results of the assessment.

3. If other quarantine pests of concern to the Chinese side or live quarantine pests newly recorded in Tajikistan, or soil or plant residues, etc., are found, the goods will be returned, destroyed or quarantined.

4. If it is found that it does not meet the national food safety standards of China, the batch of goods will be returned or destroyed.

5. If the above non-conforming situation is found, the Chinese side will immediately notify the Tajikistan side and suspend the import of persimmons from relevant orchards and packing plants according to the situation. Tajikistan should identify the causes of non-conformity and take corrective measures to prevent similar situations from happening again. The Chinese side will decide whether to lift the suspension measures based on the results of Tajikistan's rectification.

Annex: Pest monitoring requirements

Pest monitoring requirements

Tajikistan should take the necessary monitoring measures to monitor Lobesia botrana, and should provide the Chinese side with monitoring records for one year before the trade begins.

1. Pheromone trapping monitoring

(1) Types of attractants and traps.

Use the special pheromone trap core of the grape flower wing moth and place the trap in a triangular trap or other trap approved by the Chinese side. The content of sex pheromones in the inducement is not less than 1mg.

(2) Monitoring locations.

Persimmon orchards, packaging plants, distribution points, cold storage peripherals, exit ports, etc.

(3) Suspension method.

Hang the trap in the middle and upper part of the host canopy, not blocked by branches and leaves, and where the sun is not strongly illuminated, pay attention to shading, avoid direct sunlight or direct rain.

(4) Set the density.

Export persimmon orchards with at least 2 traps per hectare.

Packing plants, distribution points and exit ports and other places, 1-3 traps are arranged for every 1 hectare.

(5) Replacement of lure cores.

Replace 1 time per month.

(6) Inspection cycle.

From flowering to harvesting, the persimmons should be inspected at least once every 2 weeks.

(7) Inspectors.

Tajima or its authorized technicians.

2. Yellow board (yellow glue trap)

All registered orchards should be placed with yellow boards to trap and monitor pests. Trapping monitoring should be continued from the flowering period to the end of the harvest period. The number of yellow boards hanging in each orchard should not be less than 4. When the area of the plantation is greater than 4 hectares, 1 yellow board should be hung for every 0.8 hectares. During the production season, the yellow board should be inspected once a week; It should be inspected twice a week before harvesting. Yellow boards should be replaced at least once every two weeks. If the surface of the yellow plate is covered with plant debris, it should be replaced in time.
