In 1958, at the age of 15, Zhang Xuezhong entered Lanzhou Normal School in Gansu Province, where he actively participated in various social activities in addition to studying hard, an experience that laid a solid foundation for his later career.
After graduating, he did not choose to go to university, but chose to work and start his career. At the end of 1960, 17-year-old Zhang Xuezhong joined our party and became an honorable party member. In July 1961, Zhang Xuezhong graduated from Lanzhou Normal School in Gansu Province, after which he joined the work and entered the primary school affiliated to Lanzhou Normal School as a teacher.

Under his leadership, Yuzhong County began to vigorously develop agricultural industrialization, popularize advanced agricultural technology, and increase the added value of agricultural products. In 1983, driven by the policy of younger cadres, Zhang Xuezhong, who was only 40 years old, was promoted to deputy secretary of the Lanzhou Municipal Party Committee. Two years later, he served as secretary of the Longnan Prefectural Party Committee.
In these two posts, he continued to firmly focus on economic construction and vigorously promoted local reform and opening up.
