However, there were only two people in the "provincial party committee" at these two time nodes (the night of Ding Yizhen's escape and the night of the 116 incident): Gao Yuliang and Qi Tongwei (Qi Tongwei was likely to live near the base station of the provincial party committee).

First of all, when Ji Changming called Gao Yuliang in the car to the provincial party committee, he had already said that he would arrest Ding Yizhen, and Chen Hai was on his way to the provincial party committee to report.

Secondly, Ding Yizhen did not belong to the major criminal category at all, and the arrest of him did not require the participation of Qi Tongwei's provincial department, because the procuratorate itself had a judicial police detachment.
