Be wary of extreme rainfall and land disasters! These 4 successful hedging cases are for reference

The geological environment of the mainland is complex and diverse, and although the laws of geological disasters in different places are different, the main triggering factor is precipitation, and the early warning of geological disaster meteorological risks is like a "signal gun", which plays an important role in avoiding risks. According to preliminary statistics, a total of 163 geological disasters were successfully predicted across the country in June, involving 1,226 possible casualties.

However, the current early warning model standard is based on historical experience and multi-factor analysis. Its effectiveness is challenged when extreme rainfall has rarely occurred or even never occurred in the past. Various localities are exploring more accurate early warning system platforms, but they are also facing a lot of problems such as the application of big data, model research and development, and the improvement of computing power.

Experts suggest that production and living personnel in mountainous areas, familiar with the local environment, grasp the actual rain and water conditions, should pay close attention to the early warning of geological disasters and meteorological risks, increase vigilance, and help neighbors to avoid danger in a timely manner, so as to effectively deal with the local heavy rainfall caused by the danger of geological disasters. Be vigilant when it rains for many days and is hit by torrential rain, or when you find turbid water on the slope; Be vigilant when you find that the water level of the surrounding valleys, streams, and rivers suddenly rises or stops; When you find signs of cracking, falling rubble, abnormal noises, etc., you should be more vigilant.

In this issue, we compile 4 recent successful hedging cases for reference in various places.

A group of landslides in Chongyang, Hubei Province "7.2" Qiaobian Village to avoid danger:

Early warning response four-in-one

On July 2, a landslide occurred in Qiaobian Village, Lukou Town, Chongyang County, Xianning City, Hubei Province, with a landslide volume of about 120 cubic meters, causing damage to some houses.

On July 1, heavy rain fell in Chongyang County, and the Hubei Provincial Department of Natural Resources and the Xianning Municipal Bureau of Natural Resources and Urban-Rural Development issued four yellow warnings for geological disasters and meteorological risks. At about 23 o'clock that night, the staff of the Natural Resources and Planning Institute of Lukou Town, Xianning City, and the "four-in-one" administrator found that the turbid water flowed out of the hillside behind a group of residential houses in Qiaobian Village, and the soil slid at the same time, and the situation was reported to the People's Government of Lukou Town and the Natural Resources and Planning Bureau of Chongyang County. Subsequently, the administrator quickly worked with the cadres stationed in the village to evacuate and transfer 5 people (including 4 primary school students) to the homes of relatives. At about 6 o'clock on July 2, a landslide occurred at this point.

At present, the threatened people have been properly resettled, the dangerous areas have been closed, and warning lines and warning signs have been erected around the perimeter. In the next step, the natural resources departments at the city and county levels will pay close attention to the development of the disaster, arrange special personnel to continue to carry out monitoring, continue to increase efforts to carry out geological hazard investigations, strengthen disaster prevention and mitigation publicity and education, implement detailed prevention measures, and make every effort to ensure the safety of people's lives and property.

Chongqing Wulong "6.28" Changtiankan landslide avoidance:

The combination of group and special is efficient and orderly

In the early morning of June 28, the hidden danger point of Changtiankan landslide in Eguan Village, Changba Town, Wulong District, Chongqing City, sliding deformation, and some houses on the slope were damaged. Due to the early evacuation of 55 people from 32 threatened households, there were no casualties. The site was included in the group monitoring and group defense system in June 2020, and two GNSS displacement monitoring instruments were deployed in May this year. On June 26, the Chongqing Municipal Bureau of Planning and Natural Resources and the Municipal Meteorological Bureau jointly issued an orange warning for geological disasters and meteorological risks in Wulong District. On the 27th, the meteorological risk of geological disasters in Wulong District was upgraded to a red warning, and the District Planning and Natural Resources Bureau organized a meeting of geological engineers stationed in Wulong District to determine that the risk of the landslide was extremely high, and expanded the scope to evacuate 30 people from 18 households. In the early morning of the 28th, the landslide monitoring equipment issued an early warning, and the on-site investigation found that it was seriously deformed, and the local government evacuated 2 households and 4 people from the surrounding area again, closed all roads into the landslide area, and arranged special personnel to be on duty 24 hours a day to prevent the return of personnel. As of July 2, the landslide is still deforming, and the local area continues to be on duty to prevent personnel from returning. Changtiankan is a high-risk and high-risk area for geological disasters, and is a key control object in Wulong District. It is precisely because of the inspection and investigation in place during the heavy rainfall that after the risk warning was issued, the timely and orderly evacuation and proper resettlement were achieved, and the casualties were successfully avoided.

Hunan Linxiang "6.22" Hongshi Village landslide avoidance:

It should be checked and turned around

In the early morning of June 22, a landslide geological disaster occurred in Hongshi Village, Nieshi Town, Linxiang City, Yueyang City, Hunan Province.

On the evening of June 21, a red alert was issued in many places in Yueyang City, and the rainfall in Nie Town, Linxiang City, reached 186.9 mm in 6 hours. The Yueyang Municipal Bureau of Natural Resources and Planning requires all counties and municipalities to ensure that early warning information is conveyed to every threatened household in a timely manner, and resolutely ensure that "everything should be investigated and turned around". The Linxiang Municipal Bureau of Natural Resources immediately activated the city, town, and village three-level joint prevention mechanism, and dispatched the township (street) natural resources institutes and group survey and group prevention personnel to immediately carry out hidden danger inspection and investigation.

At 21:40 on June 21, when the inspectors of Hongshi Village, Nieshi Town, Linxiang City, inspected the Xiawu Group, they found that there was a small-scale collapse of the slope behind a villager's house, and there was water seepage at the foot of the slope, and there was a risk of landslide, and they immediately reported the danger. At about 22:15, the staff of the village committee transferred and resettled eight people from two threatened households in accordance with the requirements of the "four laws". At about 1 o'clock on June 22, a landslide occurred. At 2:20 on June 22, the Linxiang Municipal Bureau of Natural Resources, together with the technical support unit, arrived at the scene to carry out emergency investigation, surveying and mapping, and put forward feasible suggestions for the later risk removal.

This successful risk avoidance reflects the importance of hidden danger inspection, and also demonstrates the efficient implementation of disaster prevention and mitigation work at all levels and departments.

Guangdong Pingyuan "6.16" Zou Fang Village Dakeng Group landslide avoidance:

Recognize and identify disasters and make decisive transfers

On June 16, a landslide geological disaster occurred in the Dakeng Group of Zoufang Village, Renju Town, Pingyuan County, Meizhou City, Guangdong Province, and 25 threatened households were evacuated in advance, resulting in no casualties.

At 11 o'clock on June 16, the Natural Resources Bureau and the Meteorological Bureau of Meizhou City, Guangdong Province jointly issued an early warning of geological disaster meteorological risks. After receiving the early warning information, Pingyuan County quickly organized and carried out inspections and investigations of geological disaster risks and hidden dangers. At around 16 o'clock, when the armed forces minister and village cadres of Renju Town, Pingyuan County, inspected the Dakeng group in Zoufang Village, they heard a strange sound in the back mountain and found that there were signs of deformation on the top of the mountain, and immediately notified the people under the mountain of 7 households with a total of 25 people to evacuate urgently. At around 16:30, a large-scale landslide occurred, and the communication and electricity consumption of the Dakeng group were interrupted, and two of the three-story brick-concrete structure houses of the masses collapsed.

The key to the success of this risk avoidance is to effectively increase the inspection and investigation of geological disaster risks and hidden dangers, continuously improve the level of disaster prevention and mitigation and the ability of disaster identification and identification of group survey and group prevention personnel, and resolutely and decisively transfer the masses in a timely manner.
