Recently, the Ministry of Human Resources and Social Security and other three departments jointly issued the "Notice on Strengthening the Management of Vocational Skills Evaluation Standards" (Human Resources and Social Security Office Fa [2024] No. 27). Explicit:
1. The evaluation of vocational qualifications shall be carried out in accordance with the current National Vocational Qualification Catalogue published by the Ministry of Human Resources and Social Security.
2. Strengthen the supervision and management of vocational skills evaluation, and normalize the supervision of evaluation institutions and their evaluation activities:
For those who do not strictly implement the national occupational standards or evaluation norms, do not strictly review the application conditions, or even falsify registration qualifications, falsify test papers, fabricate false information, issue certificates without examinations, and indiscriminately issue and resell certificates, the evaluation results shall be cancelled, the certificates shall be declared invalid, the uploaded certificate data shall be revoked, the corresponding subsidy funds shall be recovered, and the relevant evaluation institutions shall be given rectification within a time limit and removed from the directory of vocational skills evaluation institutions;
where a crime abusing public office is constituted, it shall be transferred to the discipline inspection and supervision department for handling; where other crimes are constituted, they shall be transferred to the public security organs for investigation of criminal responsibility in accordance with law.
Where the certificates issued by the evaluation activities carried out by the relevant units or in the name of the administrative organs are used in commercial publicity, the national emblem and the logo of the administrative organ are used in violation of regulations, and the words "People's Republic of China", "China", "China", "National", "National", "Vocational Qualifications", "Personnel Qualifications", "Vocational Skills Appraisal", "Bao Pass" and "Bao Pass" are to be rectified within a time limit and administrative punishment shall be given in accordance with law; where the circumstances are serious, transfer them to the relevant departments for handling in accordance with law.
3. Strengthen the construction of information platforms.
It is necessary to strengthen the interconnection and interconnection of information with relevant departments, and gradually realize functions such as information sharing and comparison, remote monitoring, and early warning of violations of discipline and regulations.
Local human resources and social security departments rely on existing information systems such as the skilled talent evaluation work network to establish a supervision platform for vocational skills evaluation services, so as to realize the whole process and the whole chain of information recording of vocational skills evaluation.
These certificates have long since been cancelled
As early as 2019, the executive meeting of the State Council decided to cancel the vocational qualifications of skilled personnel in the level evaluation category step by step and implement the recognition of socialized vocational skill levels.
These certificates have been cancelled
76 professional qualifications for skilled personnel in the level evaluation category have been withdrawn from the national vocational qualification catalog, and the level evaluation of skilled personnel has been changed from the government's recognition to the implementation of socialized grade recognition.
Beware of "copycat certificates"
The Ministry of Human Resources and Social Security has been carrying out a special governance action on "copycat certificates", and the examination center and relevant departments continue to increase the crackdown on "copycat certificates", and insist on investigating and digging thoroughly on clues such as fake websites found.
Look for the National Vocational Qualifications Catalogue
In the process of preparing for the exam, please look for the "National Vocational Qualification Catalogue" issued by the Ministry of Human Resources and Social Security. According to the National Vocational Qualification Catalogue, there are 33 professional and technical personnel qualifications and 13 professional qualifications for skilled personnel.
