On the morning of July 6, a breach occurred in the first-line embankment of Dongting Lake in Huarong County, Yueyang City, Hunan Province, which aroused widespread concern. As of 11 o'clock on the same day, the length of the breach reached 226 meters, and the difference between the internal and external water levels was 0.10 meters. In the face of this sudden natural disaster, the rescuers of Hunan Province and Yueyang City are going all out to ensure the safety of the second line of defense, and at the same time actively make preparations before the breach is blocked.
Dongting Lake is the second largest freshwater lake in China and is located in the northern part of Hunan Province. Due to the recent heavy rainfall, the water level of the lake has been rising, resulting in a sharp increase in the pressure on the embankment. Against this background, the first-line embankment of Dongting Lake in Huarong County burst on the morning of July 6. The occurrence of the breach not only threatens the lives and property of local residents, but also has a serious impact on the surrounding environment.
Immediately after the levee burst, Hunan Province and Yueyang City activated an emergency response mechanism. Up to now, a total of more than 2,300 rescue personnel of various types have been dispatched, more than 160 assault boats have been dispatched, and 5,755 people have been evacuated from Tuanzhouyuan in Huarong County in an orderly manner, ensuring the safe transfer of all personnel. At the same time, Huarong County quickly formulated a plan for the transfer of 2,235 people in the Tuanzhouyuan Safety Zone, and all of them have been implemented.
Rescuers are guarding the embankment between the Qian regiments, laying 10 kilometers of color striped cloth, and completing the work of clearing the foundation and removing obstacles, and erecting wires. In order to ensure the safety of the second line of defense, rescuers are also further enriching their personnel strength, dividing the labor of six embankment sections to guard and patrol 24 hours a day. The focus is on monitoring and reinforcing weak links such as weak embankment sections, thin embankment sections, sand-based embankment sections, and embankment buildings across the embankment, so as to discover and deal with dangerous situations in a timely manner.
According to the opinion of experts, rescuers will plug the breach of the dry embankment in due course. At present, all preparations are in full swing. In order to ensure the smooth progress of the plugging work, the relevant departments have urgently allocated 55,600 tons of stones from the surrounding counties and cities of Huarong, Changde, Yiyang, Changsha and other places.
In this levee breach, governments at all levels and rescue workers have shown a high sense of responsibility and professionalism. Through timely evacuation and effective rescue measures, the safety of people's lives and property has been ensured. However, the incident also exposed some problems, such as the construction and maintenance of embankments, and the improvement of emergency plans. In the future, relevant departments need to further strengthen the inspection and maintenance of embankments, improve emergency plans, and improve the ability to respond to emergencies.
The occurrence of the Dongting Lake levee burst once again reminds us of the unpredictable and destructive nature of natural disasters. In the face of such an emergency, we need to remain calm and rely on scientific methods and effective organization to minimize losses. At the same time, all sectors of society should also actively participate in the rescue and reconstruction work, and jointly help the people in the disaster-stricken areas tide over the difficulties and rebuild their homes.
In this fight against natural disasters, we have seen countless touching moments and selfless dedication. It is these ordinary and great people who fill us with confidence and hope for the future. I believe that with the joint efforts of everyone, we will be able to overcome this disaster and usher in a better tomorrow.
