Brave the hardships and dangers to find out the facts
In 2021, due to a change in jurisdiction, a criminal case involving 18 people involving evil forces was handed over to Li Qingfei. Early the next morning, she immediately organized the case-handling team to conduct another investigation of the existing evidence and clues, and after a comprehensive combing and analysis of the evidence acceptance and the characterization of the case, it was found that several of the criminal suspects had been administratively punished for picking quarrels and provoking troubles many times, but the circumstances had constituted a criminal offense and were closely related to the gang's crimes. Li Qingfei immediately applied to the court for an extension of the trial, and submitted the clues to the public security organs for supplementary evidence. She took the initiative to intervene to guide the investigation, accurately put forward the direction of the supplementary investigation in two aspects related to evil, and listed the specific content and measures for the supplementary investigation. After arduous visits and investigations with the public security organs, the nature of the malign forces in the case was finally ascertained, 3 culprits were prosecuted, and 4 criminal facts were omitted. In the end, after the court trial, the 21 people in the case were sentenced to fixed-term imprisonment ranging from 18 years to one year.

"How should we fulfill our duty of legal supervision over the enforcement of criminal punishments, so as to ensure that the enforcement of criminal punishments is in place and to protect the legitimate rights and interests of relevant personnel in accordance with the law?" In many years of criminal prosecution work, Li Qingfei found that the enforcement rate of property penalties in criminal cases was low, and the defendants in cases that had already been executed took the initiative to perform more, but the enforcement was less, and the enforcement was not satisfactory. In 2020, Li Qingfei led the cadres and police to actively carry out the exploration of property criminal supervision. In the face of new fields, colleagues around her felt at a loss to start, and Li Qingfei encouraged everyone to have the courage to explore. Through reading literature, conducting data research and comparative analysis, she found that the supervision of the enforcement of property punishment faces problems such as poor information channels, backward supervision methods, and non-standard work procedures. After many discussions and revisions within the department, and after many times of communication and discussion with the court, an agreement was reached, and the "Interim Measures for Procuratorial Supervision of the Enforcement of Property Punishments" were countersigned. The "Measures" further standardize the enforcement of criminal judgments involving property punishments, improve the coordination mechanism for the enforcement of property punishments, and form a replicable forward experience, which has been recognized and promoted by the Sichuan Provincial Procuratorate.
"Consciously performing the duties entrusted by the Constitution and laws is often embodied in every subtle and specific procuratorial case-handling work, and only by striving to achieve the ultimate in each case can the rights and interests of the people be effectively safeguarded." In 2022, Li Qingfei undertook the intentional homicide case of Feng Moumou. The facts of the case ascertained by the public security organs are that Feng killed his girlfriend Li due to emotional entanglements. However, when Li Qingfei carefully reviewed the evidence, she found that there were still many doubts about Feng's motive for committing the crime, the source and destination of the tools used to commit the crime, the location and number of violations he infringed on the victim, the disposal of the relevant items involved in the case, and whether it was a voluntary surrender. Li Qingfei quickly gave the police handling the case an outline of the investigation, elaborated on the direction of the supplementary investigation, the evidence that needed to be supplemented, and the purpose of proof, and issued a six-page supplementary investigation outline, which was divided into 3 categories and 16 items to list in detail the matters that needed to be supplemented. On the basis of the supplementary investigation outline, the public security organs questioned the relatives and witnesses of the relevant victims, and collected 18 pieces of evidence such as report materials, crime videos, and injury evaluations, and comprehensively investigated the facts of Feng's intentional homicide. After the case was prosecuted, the court fully supported the prosecution's prosecution opinion, adopted the sentencing recommendation, and sentenced Feng to death with a two-year reprieve.
On the basis of the format prescribed in the original document, Li Qingfei's innovative reasoning-style supplementary evidence document adds content such as reasoning and citing facts, so that the evidence corresponds to the facts, the logical reasoning is rigorous, and the evidence analysis is rigorous, so that the investigating organs can "grasp the medicine according to the prescription", and promptly supplement the collection of evidence necessary for the alleged crime, so that the supplementary investigation can be carried out efficiently. The outline was rated as an excellent legal document by the Sichuan Provincial Procuratorate.
