III. Admission Regulations for New Students
(1) Enrollment objects
1. Enrollment of new elementary school students
School-age children who are at least 6 years old (i.e., born before August 31, 2018 (inclusive)), have household registration in Yudong New District, meet the conditions for policy-based care objects, and meet the conditions for accompanying children to study.
2. Enrollment of new junior high school students
Primary school graduates who have household registration in Yudong New District, meet the conditions for policy-based care objects, and meet the conditions for the children of immigrants.
All communities, primary and secondary schools should ensure that children and teenagers whose household registration is within the scope of school services are enrolled in school. Where it is discovered that there are school-age children or teenagers who have not yet registered at school, the community and the school are to urge their parents to bring them to school to enroll.
(2) The type of admission and the materials that need to be reviewed
1. Category A: Lot Student. School-age children and teenagers whose household registration is within the service scope of the designated school, and whose household registration deadline is before July 10, 2024 (including this date), and whose legal guardian has a household registration address serving 100% property rights of a residential house within the school area, and actually residing.
(1) For students in Yudong New District who have the following conditions, if there is a shortage of places in the service school in that year, overall arrangements will be made:
(1) The household registration of school-age children and adolescents is attached to the household registration of non-immediate family members;
(2) School-age children with collective household registration in units within the jurisdiction of Yudong New District: the household registration address is inconsistent with the actual place of residence (if the parents do not have a house in the urban area and actually live in the collective household registration address, they can study in the service school demarcated by the household registration if they go to the municipal real estate registration center to issue a certificate that both parents have no house);
(3) The proportion of the real estate of the legal guardian is less than 100%: the property purchased is a joint venture between the legal guardian of the school-age children and teenagers and their siblings or other relatives, and the property rights of the real estate held by the legal guardian account for less than 100%;
(4) Ancestral real estate, school-age children and teenagers live with their grandparents: if school-age children and teenagers and their legal guardians have the same household registration as their grandparents or maternal grandparents, and the household has been shared for less than 3 years;
(5) The property is not actually occupied (the leading group for the enrollment of new students in primary and secondary schools in Yudong New District organizes personnel to conduct a household survey on the actual occupancy);
(6) Those who move in their household registration later than July 10, 2024 (inclusive).
(2) Lot verification materials (on-site verification of the original, copy archiving):
(1) The household registration book of school-age children and teenagers (if the legal guardian and the school-age child are not in the same household register, the ID card of the legal guardian and the child's birth certificate shall be verified);
(2) Relevant real estate certificates: "Housing Ownership Certificate" and "Real Estate Property Certificate" (if the real estate certificate has not been obtained, the purchase contract, tax payment certificate invoice, and online registration and filing certificate of the commercial housing sales contract shall be provided). (Provision of residential real estate)
2. Category B: Children who are subject to policy care. School-age children of servicemen and martyrs stationed in Yudong New Area (approved by the statutory examination and approval authorities and issued with the "Certificate of Revolutionary Martyrs", the same below), public security martyrs, national first-class and second-class heroic models, and first-level to fourth-class disabled policemen; Fire and rescue personnel (including full-time government firefighters who have been employed for more than 3 years), high-level talents introduced by Yudong New Area and urgently needed talents, senior executives of newly established headquarters enterprises and scientific research project leaders who have worked in Yudong New Area for 2 consecutive years.
Such policy-based care students register online, and after the materials are collected by their units, they will go to the Admissions Office of the Education, Culture, Sports and Tourism Bureau of Yudong New District on July 30 to review the materials (the original will be verified on site, and the copy will be archived):
(1) The household registration book of school-age children and teenagers (if the legal guardian and the school-age children and teenagers are not in the same household register, the ID card of the legal guardian and the birth certificate of the school-age children and teenagers shall be verified);
(2) Relevant supporting materials:
(1) Military officer certificates, relevant certificates and certification materials of corresponding units at or above the division level or county (district) level; (2) Supporting materials related to public security martyrs, national first-class and second-class heroic models, and police officers who died in the line of duty, and those who were disabled in the line of duty at levels 1 to 4; (3) Proof of in-service fire and rescue personnel, full-time government firefighters who have been employed for more than 3 years, martyrs, and fire and rescue personnel who sacrificed their lives in the line of duty; (4) Proof of the introduction of high-level talents and talents in short supply; (5) Supporting materials for senior executives of newly established headquarters enterprises and scientific research project leaders who have worked in Yudong New Area for 2 consecutive years and have made outstanding contributions.
3. Category C: Accompanying children who apply for admission to school with the purchased property. The legal guardian has an independent property within the service area of the school, and the school-age children and teenagers who apply for the nearest school with the real estate application.
Category C1: Children of school age or students who have completed primary school studies who need to apply for co-ordinated enrollment in the nearest school with their legal guardians in the school service area and have delivered and moved in with independent real estate.
Category C2: Children of school age or students who have completed primary school studies who need to apply for the nearest co-ordinated enrollment with their legal guardians in the school service area but have not actually moved in.
Category C3: School-age children or students who have completed primary school studies who need to apply for co-ordinated enrollment in the nearest school with independent real estate if the legal guardian has purchased a property in the school service area and has not handed over the house and has not moved in.
Verification materials for Category C relocated children (original on-site verification, copy archived):
(1) The household registration book of school-age children and teenagers (if the legal guardian and the school-age child are not in the same household register, the ID card of the legal guardian and the child's birth certificate shall be verified);
(2) Relevant real estate certificates: "Housing Ownership Certificate" and "Real Estate Property Certificate" (if the real estate certificate has not been obtained, the purchase contract, tax payment certificate invoice, and online registration and filing certificate of the commercial housing sales contract shall be provided);
(3) Student's student status information card (this item is only provided by students who are promoted to junior high school).
After the on-site review of the materials, the leading group for the enrollment of new students in primary and secondary schools in Yudong New District will organize personnel to check the actual occupancy situation within the specified time according to the information filled in by the parents.
4. Category D: Children of relocated jade merchants and returnees who apply for admission with a "residence permit" or who have been recognized by relevant departments. The legal guardian holds a "Residence Permit" issued by the Yulin Municipal Public Security Bureau or the legal guardian recognized by the relevant departments as a child of school-age who will be relocated to the school-age children and teenagers among the returnees of jade merchants and jade workers in 2023 and 2024.
Verification materials for Category D relocated children (original on-site verification, copy archived):
(1) The family household registration book of the school-age child (if the legal guardian and the school-age child are not in the same household register, the ID card of the legal guardian and the child's birth certificate must be verified);
(2) The legal guardian's "Residence Permit" (parents provide a copy of the "Residence Permit", and the school will go to the public security department for verification);
(3) Relevant certification materials for returning jade merchants and jade workers in 2023 and 2024 recognized by relevant departments.
(4) Relevant supporting materials: the student's student status information card (this item is only provided by students who are promoted to junior high school).
5. Quantitative scoring
In order to do a good job in the enrollment of Class C and Class D migrant children, the District Primary and Secondary School Freshman Enrollment Leading Group will quantitatively score the materials provided by Class C and D migrant children. The quantitative scoring is as follows:
(1) Basic score (50 points)
(1) Hukou: family hukou of school-age children and teenagers (10 points);
(2) Residence Permit of the legal guardian (10 points);
(3) Proof of legal place of residence: the legal guardian shall provide one of the following three supporting materials (20 points): a. real estate (real estate) certificate of residential housing (20 points); b. purchase contract, tax payment certificate invoice, and online registration and filing certificate of commercial housing sales contract (15 points); c. Rental contract (10 points): housing lease contract (3 points), landlord's "House Ownership Certificate" or "Real Estate Ownership Certificate" or purchase contract and invoice (7 points);
(4) Proof of doing business or working in Yudong New District, the legal guardian shall provide one of the following two supporting materials (10 points): a. business license (10 points), b. legal labor contract and salary account (5 points).
(2) Extra points (15 points)
(1) 5 points will be added to the children of returnees of jade merchants and jade workers in 2023 recognized by relevant departments, and 4 points will be added to the children of returnees of jade merchants and jade workers in 2024;
(2) For business and work in Yudong New Area, 1 point per year, and a maximum of 5 points will be added to the full score of this item (calculated according to the time when the industrial and commercial business license is issued or the effective time of the employment agreement);
(3) 1 point for each item of "five insurances and one housing fund", and a maximum of 5 points will be added to the full score of this item ("five insurances and one housing fund" are: endowment, medical care, unemployment, maternity, work-related injury insurance and provident fund).
If it is found that parents have provided false registration materials for enrollment, once verified, their children will be returned to the school where their household registration is located, and the relevant personnel will be further held accountable.
Where the children who have migrated with them are unable to submit the relevant documents on time or the documents submitted are incomplete, non-compliant, or untrue, they are not entitled to the treatment of the children of the migrants.
(3) Admission order
Priority will be given to the admission of class A and class B, and class C and D will be arranged according to the degree situation. Categories C and D shall be arranged by the leading group for the enrollment of new students in primary and secondary schools in the district in accordance with the degree situation.
(4) Registration, verification, approval, and admission procedures
1. Urban primary schools
Yudong Primary School, Yudong New District No. 2 Primary School, Yudong New District No. 3 Primary School, Yudong New District Experimental Primary School, Yudong New District No. 4 Primary School, Yudong New District No. 7 Primary School, Yudong New District Jinbang Primary School and other schools registered online. Category A, Category B, Category C, and Category D fill in the information of new students online.
(1) Registration time: July 19-26, 2024.
(2) Registration method: log in to the primary and secondary school admission column of the Yuzhou District Education Public Service Platform to fill in the online application (website: http://yz.yledu.net.cn). Note: The enrollment information filled in by the system by default is subject to the last submission. If you are unable to complete the online registration, you can register on-site at the school you applied for from July 27 to 28, 2024.
(3) On-site verification materials: After successful online registration, parents will print the "2024 New Student Personal Information Form" (Annex 1) by themselves, and arrive at the school in batches according to the school's arrangement, only one parent and new student of the new student, with the registration form and related materials on July 27-28, 2024 to the school to verify the original and submit a copy, the school working group is responsible for reviewing the materials and the information that has been filled, and the person in charge of the working group must verify the signature on the copy of the material, if it is an on-site registration, After the person in charge of the school working group reviews and signs the registration materials, the registration information of the school-age children should be entered into the system at the same time.
After July 28, the personal information and school information filled in by the new student online cannot be changed.

2. Community elementary schools
(1) Registration time: July 24-25, 2024.
(2) Registration method: on-site registration by the school (including local students and eligible non-Yudong household registration children within the school's service area) and submit registration materials. Lot students are arranged to study in the community primary school to which the household registration belongs, and the eligible children who are not registered in Yudong will be arranged by the leading group for the enrollment of new students in primary and secondary schools in Yudong New District according to the degree situation of the community primary school in the district.
(3) The person in charge of reviewing the materials must sign the copies of the materials.
(4) Announcement of new student admission: August 16, 2024. The list of new students will be announced by each school through the posting of lists, etc.
(5) Time and place of receiving the admission notice for new students
Collection time: August 17-18, 2024.

3. Elementary and Junior High School
(1) Class A lot students:
(1) Students with household registration in Yudong New District (within the service scope of the three junior high schools in Yudong New District) and who will complete their studies in 24 primary schools in Yudong New District in 2024: Such students do not need to register, and will be arranged by the leading group for the enrollment of new students in primary and secondary schools in Yudong New District to study in Yudong No. 1 Middle School, Yudong No. 2 Middle School, and Yudong No. 3 Middle School according to the service area to which the student's household registration belongs and the places of each junior high school.
(2) Those who are registered in Yudong New District, but have completed their studies in a primary school outside Yudong New District in 2024 and want to return to their hometown to study in junior high school, please register at the designated place within the following specified time.
a. Registration time: July 24-26, 2024 (8:00-11:30 a.m., 2:30-5:30 p.m.);
b. Registration location: Yudong No. 3 Middle School;
c. Materials to be submitted: First, the family registration book of the school-age teenager, the original copy and copy (the address page of the household registration booklet, the home page of the household registration and the page of the enrolled teenager); Second, the student's student status information card.
After registration, the leading group for the enrollment of new students in primary and secondary schools in Yudong New District will arrange for students to study in Yudong No. 1 Middle School, Yudong No. 2 Middle School and Yudong No. 3 Middle School according to the actual situation of the service area to which the student's household registration belongs and the school degree.
The above junior high school students (including the co-ordination students) enjoy the treatment of the autonomous region's exemplary ordinary high school orientation students.
(2) Category C and D migrant children

4. Miscellaneous

4. Regulate student transfers
Transfer refers to the application of students who meet the transfer conditions to study in primary and secondary schools in Yudong New District, except for the new students in the first grade.
(1) Conditions for transfer
1. Transfer back to study abroad: Students in the compulsory education stage whose household registration in Yudong is studying outside Yudong New District are required to transfer back to Yudong New District to study.
