Born in 1954, Bayir put on a military uniform at the age of 15 and entered the barracks to become an honorable soldier, and in 1973 he joined the Chinese Communist Party in the army. After returning to his hometown after being discharged from the army in 1976, he was determined to contribute to the construction of his hometown, and successively worked in Yuerhong Village, Shibaocheng Township, Subei County, and the Subei County Disabled Persons' Federation for more than 40 years. In 2018, 64-year-old Bayier officially retired from his job, and he should have enjoyed his old age in peace, but he took the initiative to ask Ying to become a propaganda member of the Party Jinlu Party Branch of Ziting Community, Dangchengwan Town, Subei County.
