Through trials and hardships, the Communist Party of China ushered in the 103rd anniversary of its founding. Comprehensively and strictly govern the party, open up a new realm of self-revolution for the century-old party, inherit the red gene, and create a Shanghai sample of party discipline learning and education. Dragon TV's "Tonight" July 1st special program "On the New Road to the Exam" invited Dai Yanjun, a professor at the Party School of the Central Committee of the Communist Party of China (National Academy of Administration), and Wang Zhongqi, an associate professor at the Public Management Teaching and Research Department of the Party School of the Shanghai Municipal Committee of the Communist Party of China and a researcher at the Shanghai Xi Jinping Research Center for Socialism with Chinese Characteristics for a New Era, to discuss together.
On the way to the new exam: self-revolution
On July 1, 2024, the Communist Party of China (CPC) celebrates its 103rd anniversary.
According to the statistical communiqué, by the end of 2023, the total number of members of the Communist Party of China reached 99.185 million, and there were 5.176 million grassroots organizations. As the largest ruling party in the world, how can we never forget our original aspirations and keep our mission in mind on the journey of comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization? How to always have a strong ruling ability and leadership level, and how to always maintain a clean and upright political ecology, etc., are all unique problems that our big party must solve.
To this end, at the 15th collective study of the Political Bureau of the CPC Central Committee on June 27, General Secretary Xi Jinping pointed out that the "four major tests" and "four dangers" faced by the party will exist for a long time, and the comprehensive and strict governance of the party will always be on the road, and the party's self-revolution will always be on the road. The whole party must always maintain the sobriety and firmness of "rushing for the examination", and take the improvement of the system of comprehensively and strictly administering the party as an effective way to constantly push forward the new great project of party building in the new era.
The meeting of the Political Bureau of the CPC Central Committee held on the same day also stressed that it is necessary to uphold the centralized and unified leadership of the CPC Central Committee over further deepening reform in an all-round way, maintain a high degree of consciousness in leading the social revolution with the party's self-revolution, persist in governing the party with the spirit of reform, grasp the implementation of reform in the spirit of nailing, and transform the strategic plan for further deepening reform in an all-round way into a powerful force for promoting Chinese-style modernization.
How can a century-old party jump out of the historical cycle of the rise and fall of chaos? Professor Dai Yanjun of the Party School of the Central Committee of the Communist Party of China (National Academy of Administration) pointed out that in the face of the question of this century, Chairman Mao and Huang Yanpei gave the first answer in July 1945 during the dialogue in the cave, that is, let the people supervise the government, and General Secretary Xi Jinping's important thought on the party's self-revolution gave the second answer, "These two answers actually form a complementary relationship, as General Secretary Xi said, we must rely on people's democracy externally and self-revolution internally, and we can jump out of the law of historical cycles."
In the current new era, why should we particularly emphasize the comprehensive and strict governance of the party and the promotion of self-revolution? In Dai Yanjun's view, as a party that has been in power for a long time under the conditions of market economy and reform and opening up, our party is facing a series of new tests and new dangers due to changes in the external environment and other reasons. Against this background, our party must promote the comprehensive and strict management of the party and constantly deepen self-revolution in order to better cope with tests and overcome dangers, and only by having the courage to self-revolution can we win the initiative in history.
Strengthen discipline and rigid constraints, and promote the study and education of party discipline in depth
Since the beginning of the new era, our party has continuously deepened its understanding of the law of self-revolution and initially built a system of comprehensive and strict governance of the party. Among them, discipline is the precept for governing the party and governing the party. With the approval of the party Central Committee, from April to July this year, the study and education on party discipline was carried out throughout the party, which was the first time in the history of our party.
Since the 18th National Congress of the Communist Party of China, the CPC Central Committee with Comrade Xi Jinping at the core has put discipline construction in a more prominent position, and has revised the Regulations on Disciplinary Actions of the Communist Party of China three times in 2015, 2018 and 2023. Taking the opportunity of studying and implementing the newly revised disciplinary punishment regulations, a concentrated discipline education campaign has been launched in full swing throughout the country.
In conjunction with this party discipline study and education, the History Exhibition Hall of the Communist Party of China ushered in a boom of visiting and learning. The exhibition hall has also recently sorted out the relevant display content of discipline construction, from the first program and resolution of the Communist Party of China adopted by the First National Congress of the Communist Party of China, and the "Constitution of the Communist Party of China" formulated by the Second National Congress of the Communist Party of China has a special chapter on "discipline", to the first anti-corruption document in the history of the Party issued by the Central Committee of the Communist Party of China in 1926, the "Six Notes" written on the baggage skin of the Red Army soldiers during the Jinggangshan struggle, and then to the "Eight Regulations" and the wall of laws and regulations within the Party since the 18th National Congress of the Communist Party of China...... Visitors relive history and draw strength from the rich exhibits.
As the birthplace of the party, Shanghai has also taken multiple measures to make good use of red resources, solidly promote the study and education of party discipline, and tell red stories with heart and affection.
On the occasion of July 1st, the "First National Congress of the Communist Party of China" Memorial Hall launched a series of online and offline special activities, such as special explanations, the new launch of "One Great Cultural and Creative", and the first release of the micro-film "Torch 1920". The "China's first LBE VR Red Culture Immersive Experience Exhibition" will also be open to the public by appointment at the end of July to create a unique immersive interactive experience of the red party class.
On the same day, an exhibition of red cultural relics and historical materials was also opened at the Shanghai History Museum, reproducing the glorious history of the Communist Party of China in Shanghai. The exhibition brings together the red resources of 12 revolutionary venues, including the First Memorial Hall of the Communist Party of China and the Shanghai Lu Xun Memorial Hall. There are 75 groups of cultural relics, including Mao Dun's manuscript and Qu Qiubai's letter to Lu Xun, focusing on the history of the revolutionary activities of the Central Committee of the Communist Party of China in Shanghai from 1921 to 1933.
In addition, the story of the "Four Martyrs of Longhua" was recently published in Shanghai, which tells the story of the revolutionary struggle of the four martyrs who died in Longhua in Shanghai in the first Central Supervision Commission of the Communist Party of China in the form of documentary literature. The opening film of the Shanghai International Film Festival, the dance drama film "The Eternal Wave", also tried for the first time to organically combine the two art forms of dance drama and film, vividly reproducing the heroic group portrait story of the Communist Party of China fighting on the hidden front of Shanghai in the thirties and forties of the 20th century.
Wang Zhongqi, associate professor of the Department of Public Administration Teaching and Research of the Party School of the Shanghai Municipal Committee of the Communist Party of China and researcher of the Shanghai Xi Jinping Research Center for Socialism with Chinese Characteristics for a New Era, pointed out that it is not too important to emphasize the importance of "focusing on the comprehensive and strict governance of the party and the whole party to carry out party discipline study and education", because this matter is related to our party's continuous strengthening of self-construction and improving its long-term governing ability. ”
Second, promoting the study and education of party discipline in depth is also an inevitable requirement for maintaining the advanced nature and purity of our party and consolidating the party's ruling foundation and position. Moreover, solidly promoting the study and education of party discipline will help the majority of party members form a strong driving force and joint force in the process of promoting the great cause of Chinese-style modernization, and better advance the cause of Chinese-style modernization.
The fight against corruption is only ongoing when it is not completed
The Party's self-revolution means the courage and determination to "turn the blade inward." Since the 18th National Congress of the Communist Party of China, we have always maintained a high-pressure posture of anti-corruption and zero tolerance.
On the eve of July 1st, CCTV broadcast the political feature film "The Second Answer", Jiang Jiemin, former director of the State-owned Assets Supervision and Administration Commission of the State Council, Bai Enpei, former secretary of the Yunnan Provincial Party Committee and former vice chairman of the Environment and Resources Protection Committee of the National People's Congress, Fu Zhenghua, former deputy secretary of the Party Committee of the Ministry of Public Security and former Minister of Justice, Fu Zhenghua, and other 8 corrupt elements who were brought to justice appeared on camera to confess, causing heated discussions.
Although the anti-corruption struggle has won an overwhelming victory, the situation in the anti-corruption struggle is still grim and complicated, and the task of curbing the increase and eliminating the stock is still arduous. In this regard, General Secretary Xi Jinping stressed that the fight against corruption must not turn back, cannot be lax, and cannot be merciful, and must always blow the trumpet.
Since the beginning of this year, the Central Commission for Discipline Inspection and the State Supervision Commission have started an intensive pace of "fighting tigers," including Li Shangfu and Wei Fenghe, former members of the Central Military Commission, former state councilor, and minister of national defense, Zhang Jianchun, deputy director of the Propaganda Department of the CPC Central Committee, and Wu Yingjie, member of the Standing Committee of the 14 th National Committee of the Chinese People's Political Consultative Conference and director of the Culture, Culture, History, and Study Committee.
According to the latest data, since the 20th National Congress of the Communist Party of China, as of November last year, 670,000 cases have been filed by discipline inspection and supervision organs across the country, including 86 central management cadres, 3,533 departmental and bureau-level cadres, and 28,000 county-level cadres.
With regard to the anti-corruption struggle, cracking down on "tigers" has always become the focus of public opinion. It is worth mentioning that in the whole of last year, the Central Commission for Discipline Inspection and the State Supervision Commission laid down a total of 45 "tigers", and the number of "tigers" fell to the highest number since the 19th National Congress of the Communist Party of China. In the first half of this year, nearly 40 "tigers" were dismissed, and Wang Zhongqi believes that this shows that our party's anti-corruption efforts have continued to increase.
Wang Zhongqi pointed out that after the 18th National Congress of the Communist Party of China, after a period of anti-corruption high-pressure situation, there may be more or less "whether you can relax and rest" psychology inside and outside the party, and the continuous promotion of anti-corruption work has broken this mentality, "In the first half of this year, 40 'tigers' were dismissed, which means that there is no slackening in anti-corruption, and it also reflects that our party's current anti-corruption task is still very arduous." At the same time, the discipline inspection and supervision organs' strict investigation and handling of violations of law and discipline by cadres at all levels also reflects our party's determination and intensity in cracking down on corruption. ”
Deepen anti-corruption in key areas and protect the interests of the people
It is worth noting that to continuously expand the depth and breadth of the anti-corruption struggle, it is also necessary to continue to deepen the anti-corruption struggle on key issues, key areas, and key targets, intensify the investigation and handling of cases in the fields of finance, medical care, grain purchase and sales, and tobacco, and cut off the "black hand" that extends to the interests of the masses.
Among them, on the eve of July 1st, the Shanghai Municipal Commission for Discipline Inspection announced that Cheng Yingsheng, deputy secretary of the Party Committee and president of Shanghai Tongji Hospital, was subject to disciplinary review and supervision investigation, which caused heated discussions
Previously, the website of the Hainan Provincial Commission for Discipline Inspection and Supervision published information on 11 cases of unhealthy practices and corruption around the masses, all from the Hainan medical and health system, including Zhuang Chongjun, former director of the Hainan Provincial Health Commission, and Liang Yiwei, former director of the Danzhou Municipal Center for Disease Control and Prevention. Guizhou has also announced a number of corruption issues in the pharmaceutical field, including Yang Hui, secretary of the party group of the Guizhou Provincial Health Commission, and Shu Lizhi, former inspector of the Food and Drug Administration, who are suspected of serious violations of discipline and law
Since last year, 10 ministries and commissions, including the National Health Commission, have launched a national centralized rectification of corruption in the pharmaceutical field. According to incomplete statistics, there will be at least more than 200 "top leaders" of hospitals in 2023. Since the beginning of this year, hundreds of "key minority" in the medical system have still been investigated, and the anti-corruption and high-pressure situation in the medical system has not abated.
According to Dai Yanjun's analysis, there are two common characteristics in the fields of medicine, finance, and grain: one is power-intensive and capital-intensive fields, and the other is a field that is directly related to the interests of the broad masses of the people and is more closely related. In recent years, discipline inspection and supervision organs have intensified their efforts to rectify corruption in these areas, reflecting the new trend and new ideas of anti-corruption, "corruption often occurs more frequently in power-intensive fields, and corruption problems involving the practical interests of the masses will have a very bad impact on the masses and will directly affect the image and credibility of the party and the government." Therefore, even those problems that are not too prominent in terms of quantity, we must resolutely investigate and deal with them. ”
Persist in the "three distinctions" and improve the scientific nature of anti-corruption
Comprehensively and strictly administering the party and continuing to promote self-revolution are also inseparable from the implementation of the eight provisions of the central government and the correction of the "four winds" problem. However, the purpose of comprehensively and strictly administering the party is not to control people to death, but to unify strict management and supervision with encouragement and responsibility. General Secretary Xi Jinping stressed that it is necessary to adhere to the combination of strict management and love, pay equal attention to incentives and constraints, and adhere to the "three distinctions".
Based on giving full play to the advantages of the birthplace of the party, the starting point of the original aspiration and the birthplace of the great spirit of party building, Shanghai has established and improved the operational mechanism for implementation around the "three distinctions". In 2023, the Shanghai Municipal Commission for Discipline Inspection and Supervision issued the "Work Guidelines on the Implementation of the "Three Distinctions", proposing 12 specific circumstances in which the "three distinctions" can be applied, and clarifying 6 negative lists that do not apply, such as violating political discipline and rules, and seeking improper benefits for oneself or others.
In addition, the Shanghai Municipal Commission for Discipline Inspection and Supervision also simultaneously launched the "Questions and Answers on Several Scenarios for Promoting the Construction of a New Type of Pro-Qing and Unification Political and Business Relations", focusing on the scenarios of "whether some meals can be eaten, whether some enterprise activities can be participated, and whether the bus can be used eight hours away" and other scenarios that are reflected more and have concerns in political and business exchanges at the grassroots level, and give clear answers in accordance with regulations, discipline and law, and promote the majority of cadres to "be friendly and moderate", communicate with enterprises in a fair and honest manner, and "be clean and promising" and take the initiative to serve enterprises.
In this regard, Wang Zhongqi believes that with the advancement of a series of measures to comprehensively and strictly govern the party, in practice, some party members and cadres may have a wrong understanding and understanding, because they are worried about strict management and move towards less action and inaction, "they can't let go of their hands and feet in thought and action". At the critical moment, the central government put forward the "three distinctions" to release an important signal, "on the one hand, our party members and cadres must maintain purity, on the other hand, our party members and cadres must be responsible, have achievements, and dare to dare to try when doing reform work", in Wang Zhongqi's view, the "three distinctions" is also a very important exploration of our party's comprehensive and strict management of the party to advance in depth, which can better improve the accuracy, scientificity, pertinence and effectiveness of the anti-corruption struggle.
Wang Zhongqi further pointed out that these supporting systems launched by Shanghai have been refined and more instructive on how to implement the "three distinctions", "from the content point of view, it also reflects that we must tolerate some trial and error costs in the reform process, and encourage party members and cadres to effectively face and solve some new situations and new problems, and also ensure that they have enough enthusiasm and space for independent exploration." ”
