According to the public resume, Wang Lan was born in February 1974, a native of Wuhan, Hubei Province, joined the work in July 1996, and served as deputy chief economist and general manager of the capital and finance department of Shanghai Urban Construction Investment and Development Corporation, and deputy director of the Shanghai Municipal Finance Bureau in 2013.

In August 2017, he was appointed As the Party Secretary and President of Shanghai Century Publishing Group.

In September 2019, Wang Lan left Shanghai Century Publishing Group to serve as deputy secretary and acting mayor of Shanghai Changning District, and was elected as the mayor of Changning District in January 2020.

Wang Weiren, who stepped down as the secretary of the Changning District Party Committee, was born in February 1968, a native of Zhangjiagang, Jiangsu Province, with a doctorate in management, and served as the director of the Construction Management Department of the Shanghai Municipal Water Bureau, the assistant director of the Municipal Water Affairs Bureau and the director of the Construction Management Office, the deputy director of the Municipal Water Affairs Bureau, the deputy director of the Municipal Government General Office, and the deputy secretary-general of the Municipal Party Committee. In November 2014, he was appointed Secretary of the Changning District CPC Committee, and on March 22, he was transferred to the Deputy Secretary-General of the Shanghai Municipal People's Government.
