Exemplary observance of the party's six major disciplines is the embodiment of discipline determination, and upholding honesty and honesty is the core of strengthening discipline determination.
In Chinese history, the first to put forward the word "incorruptible" was the great poet Qu Yuan, who formed the folk custom of eating zongzi during the Dragon Boat Festival for more than 2,000 years. He said in "Chu Ci and Summoning Spirits" that "Youqing is honest and honest, and he is righteous and unfoaming". Wang Yi, a famous scholar of the Eastern Han Dynasty, commented on this: "It is not said to be honest, and it is not dirty." ”
In other words, not accepting money and gifts from others is "cheap", and not letting one's innocent character be tarnished is "clean". This is also an indispensable political character for Chinese Communists.
Under the severe conditions of struggle against the enemy, if a party member cadre covets the enjoyment of life, he can easily fail to withstand the test and become a sinner of the party and the people.
Cai Hsiao-qian, the former general head of Taiwan's underground party, who had an accident on the eve of the founding of New China, was the only Taiwanese cadre who had climbed snow-capped mountains and walked over grasslands to participate in the Long March. However, with the change of status within the party and the special environment of the lack of intra-party supervision in underground work, after he became secretary of the Taiwan Regional Work Committee, he used the party's funds to live a very luxurious life in the name of concealing the needs of his work. Even after he hid in the countryside to escape the pursuit of the enemy, he couldn't help but be seduced by greedy insects because he coveted the steak in a famous Western restaurant, and ventured from the village into the city to eat steak, but was caught by the spies who were waiting for the rabbit.
As a result of his defection, Taiwan's underground party organizations were uprooted, more than 1,800 people were arrested one after another, and almost all of them were wiped out, and many underground party members who had penetrated into the enemy's key departments, including General Wu Shi, who had broken into the top echelons of the Kuomintang army and served as deputy chief of the general staff, and Zhu Feng, our liaison officer, were brutally murdered by the Kuomintang, thus making our party and our army at a loss about the situation in Taiwan.
At the beginning of 1950, after receiving the news, Li Kenong was extremely shocked and said with deep sorrow: "Comrades, we have lost a silent war, and thousands of comrades-in-arms have died. "This was also an important factor that led us to cancel our plan to prepare for the liberation of Taiwan more than 70 years ago. At that time, Hainan Island, the second largest island on the mainland, had been liberated by the Qiongya Column, and the remnants of the Kuomintang who had fled to Taiwan were demoralized and panicked, and the US Seventh Fleet had not yet been stationed in the Taiwan Strait. A precious opportunity to realize the reunification of the motherland was thus buried.
It can be seen from this that the issue of integrity can also cause great losses to the cause of our party and country!
Today, to see whether a party member and cadre is honest or not, we will see whether he can correctly exercise the power entrusted by the people, use power fairly, use power in accordance with the law, and use power honestly. Because if you have a little selfishness, you may make mistakes. And all kinds of unclean behaviors are also easy to grow and mutate under the cover of power. Therefore, in view of the current outstanding problems in the aspect of integrity, it has become an important task of the revision of the "Regulations" to continuously refine and improve the relevant provisions and further clarify some violations of discipline that violate the eight provisions of the central government.
Including extravagance and waste, eating and drinking public funds, and using power or influence of position to handle weddings and funerals; Sending or receiving gifts, cash gifts, and consumption cards that may affect the performance of official duties; Giving gifts in the name of lecture fees, project fees, consulting fees, etc.; There are also "retreating without stopping" to engage in corruption and seek personal interests for relatives; Provisions on the punishment of issues such as power-for-money transactions and power-for-sex transactions. These "manifestations of invisible mutations" are not difficult to identify, although they are painstakingly concealed in covering up disciplinary violations. Under the circumstance that the financial and auditing systems are becoming stricter and stricter, these violations of discipline have all adopted the methods of changing their appearance and deceitful methods in an attempt to get away with the tricks.
Including not eating public funds and eating the boss, the content of financial reimbursement is not worthy of the name, the income is not accounted for, and the private "small treasury" is used to pay for illegal expenses, etc., all of which are "not able to see the sun", and from the point of view of means, they are also very low-level and clumsy; as long as they are carefully investigated, it is easy to find out the flaws and find out the truth. Judging from the motives and results, they are all trying to use power for personal gain, turning the public into private, and harming the public and enriching the private. How to tell? The two sentences of the general secretary can be said to hit the nail on the head: "Public funds are surnamed Gong, and not a penny can be spent indiscriminately; Public power is for the people, and nothing can be used privately. ”
