Guide
The old rule is that data speaks.
As of 2023, the total number of active military personnel in the mainland is about 2.05 million. The number of conscripts is about 40~500,000 every year, including recent college graduates, technical secondary school graduates and outstanding social youth.
It is no exaggeration to say that as a solid backing for safeguarding national sovereignty and the people's happiness and tranquility, it is precisely with the firm belief and selfless dedication of more than 2 million servicemen on active duty that the backbone of national security and people's tranquility has been upheld.
However, after military retirement, they generally encounter a series of problems in employment, housing, medical care, pension, people's livelihood and other social security levels, and with the increasing intensification of these problems, it has had a negative impact on the lives of veterans.
How to calculate the "military age" of retired veterans?
According to the current national policy, the length of a soldier's "military age" during his or her service is related to the retirement pension, resettlement allowance and economic allowance that he or she can enjoy after retirement. Generally speaking, the longer the "military age" of a veteran, the higher the standard of one-time retirement pension and resettlement allowance issued by the local government after retirement. Even, the length of the "military age" has a direct impact on the length of the deemed payment period for retired servicemen to participate in the basic pension for employees and the medical insurance for employees.
So the question is, how exactly is the "military age" of retired veterans calculated? As we all know, "military age" generally refers to the length of time a military personnel has served. According to national regulations, the correct definition of "military age" is the length of the period from the date of approval to the date of transfer, demobilization, retirement, resignation or retirement order. It is worth mentioning that military age is usually calculated according to "years", for example, a veteran joined the army in November 1999 and returned home after 3 years of retirement in 2006, then his military age is 8 years.
The longer the military service, the greater the amount of retirement benefits
As mentioned above, the length of military service is related to the standard of retirement pension that can be received after retirement. Under normal circumstances, whether it is a demobilized military cadre who chooses a job on his own or a retired soldier, the principle of the longer the military service, the greater the amount of retirement pension.
Referring to the "Interim Measures for the Placement of Demobilized Military Cadres" and the "Regulations on the Resettlement of Retired Soldiers", it is not difficult for us to know that the national policy has clear provisions on the retirement gold standards for demobilized military cadres and retired soldiers, as follows:
(1) Demobilized military cadres: Demobilized military cadres who choose their own jobs enjoy the relevant political treatment of retired cadres of the corresponding post level in the place of resettlement, and the government of the place of resettlement will pay them retirement benefits on a monthly basis.
Among them, the monthly retirement allowance for demobilized military cadres with regimental level positions and battalion-level positions with 20 years of military service = (monthly position and rank (level) salary corresponding to the military rank at the time of transfer + allowance and subsidy uniformly stipulated by the army) * 80% + full amount of basic and military age salary.
It is worth mentioning that if the military has been in the military for more than 20 years, from the 21st year onwards, for each additional year of military age, 1% of the calculation base of the monthly retirement pension will be issued, and the calculation base = the monthly position and rank (level) salary of the corresponding military rank at the time of transfer + the allowance and subsidy uniformly stipulated by the army. Moreover, the retirement pension is exempt from personal income tax, which means that the money can be completely freely disposed of by the demobilized cadres.
(2) Retired soldiers: Article 19 of the Regulations on the Placement of Retired Soldiers stipulates that the army will pay a one-time retirement pension to retired soldiers who are self-employed, and the local government may also give economic subsidies according to the actual local conditions.
The amount of one-time retirement pension for retired soldiers is related to the number of years of active service, that is, the amount of retirement pension = the standard × of retirement pension and the number of years of active service. The basic standard is 4,500 yuan for every year of active service; If the length of active service is less than 6 months, it will be calculated as 6 months, and if it is more than 6 months but less than 1 year, it will be calculated as 1 year. In addition, the state will determine the retirement pension standard according to factors such as the level of national economic development, the average annual salary income of employees nationwide, and the particularity of the occupation of military personnel, and adjust it in a timely manner.
In addition, for retired soldiers who have won honorary titles or meritorious service, the standard of their one-time retirement pension will be increased according to a certain proportion, such as those who have won second-class meritorious service, an additional 10%; Those who have won the third-class merit will be issued an additional 5%.
How does military age translate into seniority?
In real life, changing jobs to work in local units is a common choice in addition to retirement, and in the process of changing jobs, how to transform the "military age" of the service period into the "length of service" during the work period is particularly important, because the length of the "length of service" is generally related to the salary level after the transfer, the cumulative number of years of basic pension insurance and basic medical insurance, and even the level of professional titles. Therefore, from this point of view, it is very necessary for demobilized soldiers to know more.
In accordance with the relevant policies of the "Interim Measures for the Placement of Demobilized Military Cadres" and the "Regulations on the Placement of Retired Soldiers", the state has clear regulations on how to change the "military age" of demobilized military cadres and retired soldiers of enterprises into "working age", as follows:
(1) Demobilized cadres: Article 37 of the Interim Measures for the Placement of Demobilized Military Cadres stipulates that the military age of demobilized military cadres shall be calculated as the continuous length of service (working years) of the receiving unit, and they shall enjoy corresponding benefits; If a person is engaged in nursing or teaching work in the military, but is still engaged in that profession after changing jobs, his nursing and teaching years in the military shall be counted consecutively, and he shall enjoy the treatment of the same kind of personnel in the receiving and resettlement unit.
(2) Retired soldiers: Article 37 of the Regulations on the Placement of Retired Soldiers provides that for retired soldiers who are arranged to work by the people's government, their years of active service and the working hours to be arranged in accordance with the provisions of these Regulations shall be counted as their length of service, and they shall enjoy the wages and benefits of personnel with the same conditions in their units. For example, if a retired soldier's service period is 3 years and the working time to be arranged is 1 year, then the retired soldier is equivalent to having 4 years of service, and his salary and benefits are the same as those of the same conditions in the unit.
Military age and social security are regarded as the number of years of payment
After a serviceman changes jobs or retires from service, the social security rights and interests he can enjoy are directly related to his own vital interests. So, can the length of military service during the period of service also be counted as the deemed contribution period for social security?
(1) Basic endowment insurance
After retiring from service, if a soldier participates in the basic pension insurance for urban employees as an employee or a flexibly employed person, in accordance with the provisions of the national policy, the military age of his service period can be calculated as the deemed payment period, and the actual payment period shall be combined to calculate the cumulative payment period; If the retired veterans do not participate in the basic pension insurance for employees, they can participate in the pension insurance for urban and rural residents in accordance with the relevant provisions of the state.
(2) Basic medical insurance
Article 47 of the Regulations on the Resettlement of Retired Soldiers clearly stipulates that if a retired soldier works in various types of employers, he shall participate in the basic medical insurance for employees along with the unit to which he belongs, and the retired soldier's years of active service shall be regarded as the number of years of insurance and payment. If you are employed in a flexible way or have not yet achieved employment, you can choose to participate in employee medical insurance or urban and rural residents' medical insurance according to your actual situation.
(3) Unemployment insurance
After retirement, servicemen who participate in the basic old-age insurance as employees shall also pay unemployment insurance with their units. Similar to the basic pension insurance, the number of years of military service during the service period of retired servicemen can also be regarded as the years of unemployment insurance contributions, and are combined with the actual years of contributions. In addition, retired soldiers who participate in unemployment insurance are unemployed and meet the conditions stipulated in the "Unemployment Insurance Regulations" may enjoy unemployment insurance benefits and corresponding reemployment promotion services in accordance with the regulations.
epilogue
Through the above introduction in this article, in fact, it is not difficult to see that for retired soldiers or cadres who have been transferred to other jobs, the length of their military service during their service will actually be related to the amount of retirement pension, one-time economic subsidy, social insurance payment period, etc., and even play a vital role in the retirement pension standard and social security treatment.
Therefore, from this point of view, in accordance with the current national policy, the reasonable conversion and calculation of the length of service of retired soldiers, that is, military age, can not only effectively ensure that they enjoy relatively fair treatment at the level of retirement pension, one-time economic subsidy, social security, wages and benefits, etc., but also can demonstrate the special care of the state for retired soldiers and demobilized military cadres.
