The "Regulations on Disciplinary Sanctions of the Communist Party of China" stipulate that those who commit any of the following acts may be given a mitigated or commuted punishment:

(1) Voluntarily explain issues in which they should receive Party disciplinary sanctions.

"Voluntarily confessing" refers to Party members suspected of violating discipline confessing their problems to the organization before organizing conversations, letters, inquiries, and preliminary verifications, or explaining issues that the organization did not grasp during the period of conversations, letters, preliminary verifications, and case filing and review.

(2) In the course of organizing conversations and inquiries, preliminary verification, and case filing and review, be able to cooperate with verification and review efforts, and truthfully explain the facts of their own violations of discipline and law.

This situation refers to the fact that the Party member under review truthfully explains the facts of his or her own violations of discipline and law that the organization has already learned of in the course of organizing interviews and inquiries, preliminary verification, and case filing and review.

(3) Reporting issues where co-defendants or other persons should be subject to Party discipline sanctions or legal prosecution is found to be true upon investigation, or has other meritorious service.

"Co-defendants" refers to persons who have participated in and committed disciplinary violations together with the person under review, including both Party members and Party organizations, as well as non-Party members and non-Party organizations.

"Other persons" refers to persons who have not participated in or committed disciplinary violations with the person under review, and includes both Party members and Party organizations, as well as non-Party members and non-Party organizations.

"Other meritorious service" refers to situations such as providing important leads in other cases, stopping the illegal and criminal activities of others, assisting in the arrest of persons under investigation or criminal suspects (including co-defendants) in other cases of crimes abusing public office, and recovering losses for the state.

(4) Proactively recovering losses, eliminating negative impacts, or effectively preventing harmful outcomes from occurring.

"Taking the initiative to recover losses" refers to the behavior of Party members who violate discipline to take effective measures to recover losses when their disciplinary violations have already caused losses.

"Eliminating negative influences" refers to the conduct of Party members who violate discipline to take the initiative to take remedial measures to eliminate the impact when their disciplinary violations have already caused a negative impact.

"Effectively preventing the occurrence of harmful results" refers to Party members who violate discipline voluntarily giving up continuing to carry out disciplinary violations when they have already started to carry out disciplinary violations, but have not yet caused harmful results, and take the initiative to take active measures to prevent the occurrence of harmful results.

(5) Voluntarily hand over or return the proceeds of violation of discipline.

This situation refers to the voluntary surrender of the proceeds of the violation of discipline to the organization. It does not include the return of the proceeds of the violation of discipline to the giver.

(6) Other circumstances of mitigating or commuting sanctions provided for by internal Party regulations.
